Brock Curtis - Blackville, NB Peter Worth - Riverview, NB Mission Statement - Global-class leadership, stewardship, and conservation practices for the Miramichi Watershed to continuously preserve and advance its environmental integrity for the benefit of all species, in particular the Atlantic salmon. 2015 - A Year of Much Change Table of Contents: As compared to the historic low returns of the previous three years, 2015 was a much Inside Cover -- MSA Board and Officers better year. According to DFO estimates, returns to both the SW Miramichi and NW Miramichi were up markedly in 2015, achieving minimum conservation limits of 92% Page 1 -- 2015 - A Year of Change and 82% respectively (as compared to only 70% and 22% in 2014). A most welcomed and encouraging change for sure. Page 2 -- Leadership in Salmon Conservation Change also came to the recreational fishery, namely the mandatory live release of all Pages 3-6 -- 2015 Field Programs and Activities salmon, including grilse, as well as the mandatory use of pinched/barbless single hooks. While a number of people felt these conservation management actions were excessive Pages 7-13 -- 2015 Membership and Donors and may have negatively impacted the sport fishery itself, the fact that 2015 had the potential of being the fourth consecutive year where spawning requirement levels had Back Cover -- MSA Trust for Planned Giving not been met, and without a mechanism in place for any sort of mid-season review, the Insert -- MSA Financials only responsible action was to in fact regulate total live release for the 2015 angling season, which the MSA supported. As stewards of the resource, our role is to be precautionary advisors - to be proactive and protective, rather than waiting to react to a crisis from which we may never be able to return. Any harvest, including that of any recreational fishery, must be based on abundance, which we clearly hadn’t seen over the past three years. Another positive change occurred in 2015 when the First Nation community of Metepenagiag (Red Bank) elected to forgo using gill nets (which indiscriminately kill both grilse and large salmon) in favour of using traps nets, which allowed them to live release all large females. The First Nation community of Eel Ground reduced the mesh size of their gill nets so they would catch primarily grilse and restricted the placement of the nets to 10 days in July only. These significant conservation actions resulted in hundreds of large female salmon being able to complete their journey to upriver Otter Brook - LSW Miramichi spawning grounds. 2015 Cold-Water Refuge Project We saw positive change off the river, too. In July 2015, the Ministerial Advisory Committee on Wild Atlantic Salmon submitted their final report to the Minister of Fisheries & Oceans. The Committee’s 61 recommendations now provide all public, private and Aboriginal stakeholders with a focused direction on conserving our threatened wild Atlantic salmon stocks. Of special note was the formation of CAST, a consortium of private, public and academia partners coming together to develop and pursue an innovative suite of salmon research and population enhancement projects in a coordinated and complementary fashion. Collaboration for Atlantic Salmon Tomorrow, which the MSA was a founding partner, is currently seeking funding, with hopes that it will be able to initiate program activity in early 2016. Geomorphic - Membership page background: MSA Flag © Raymond Plourde David Wilson Mark Hambrook Design & Layout: Jenny Colford & MSA Communications Chairman President © Parish Salmon Conservation - Leadership, Stewardship and Education Advocacy In February 2015, at the urging of MSA and the Atlantic Salmon Federation (ASF), the then Federal Minister of Fisheries and Ocean appointed a Ministerial Advisory Committee on Wild Atlantic Salmon. The Committee’s mandate was to review and address the critical aspects affecting our wild Atlantic salmon resource, including conservation, enforcement, predation, science and strategies to reduce international fisheries that target salmon produced in Canadian rivers. In July 2015, the Committee submitted 61 recommendations to the Minister, with the MSA actively calling for action on their implementation. Also on the Federal level, the MSA continued to petition DFO to expand the Striped bass recreational fishery in the Miramichi estuary. The MSA was also actively engaged with many different provincial government agencies as well. Of particular mention were discussions
