The Welsh Labour Government could be set to pay for access improvements to Ruabon Station after the UK Government announced it had rejected a bid for crucial investment for a second time. Within hours of learning that the Department for Transport (DfT) had rejected the latest funding bid, Welsh Government ministers declared they would step in and explore taking forward the project alone. Responsibility for track, stations and signalling is with the UK Government, who choose where to invest. In the past five years their spending has led to a £1bn under-investment in Wales, something the Labour First Minister Mark Drakeford has described as the ‘Tory Great Train Robbery’. In an attempt to incentivise the UK Government to invest in Welsh stations, including Ruabon, the Welsh Government has offered to match-fund vital upgrades. However, UK Conservative ministers today once again refused to pay for improvements that they are responsible for. Cllr Dana Davies has been involved in the campaign for improved disabled access at Ruabon Station and has worked alongside the Friends of Ruabon and former MP Susan Elan Jones to fight for step-free access at both platforms. Cllr Davies, who represents Ruabon on Wrexham Council, accused the Tory Government at Westminster of short-changing people in the area and failing to match the Welsh Government’s ambitions to improve the station. She said: “In 2017 our MP Susan Elan Jones presented a petition to Parliament on behalf of the Friends of Ruabon urging action from the UK Government. Westminster is responsible for station 2 infrastructure whether they like it or not, and we are fed-up of being short-changed.” The hard work of campaigners appeared to have paid off in 2018 when the Welsh Government announced funding to carry out long- awaited work on step-free access at Ruabon. But the UK Government opted against investing in Ruabon. The Welsh Government then shortlisted Ruabon again – but today’s DfT announcement saw the project dumped by Westminster for the second time. The Welsh Government issued an immediate response saying it would look at proceeding with the project on its own. Cllr Davies said: “The UK Government needs to step up and stop giving our area a second-class service. Improving infrastructure and access at Welsh railway stations comes under the remit of the Tory Government at Westminster, but they have failed us time and time again. The fantastic Friends of Ruabon and the people of our area have called for better disabled access at the station for years, but our pleas have fallen on deaf ears. “The Welsh Labour Government – as well as the promise of a significant upgrade at Ruabon Station – had earmarked money to address the chronic lack of investment by the Tory Government and improving access at Welsh stations, including at Ruabon. The UK Government should be paying for the work in its entirety, but they won’t even commit to matching what the Welsh Government has gone out of its way to put on the table for Ruabon. “I welcome the prospect of the Welsh Government stepping in to help where Westminster has failed Ruabon.” Cllr Davies added: “The UK Government obviously don’t see Ruabon as a priority, but a blanket ‘no’ is a complete slap in the face to everyone who uses the station and the campaigners who have fought so hard for so long to improve it. “Our previous MP, Susan Elan Jones, worked tirelessly on this with the Friends of Ruabon and presented a petition to Parliament on their behalf and on behalf of her constituents. 3 It is imperative that our new MP Simon Baynes now holds his own Tory Government to account on behalf of those who elected him.” Message from Ken Skates “We have recently seen the UK Government give the go- ahead to HS2, which is estimated to cost as much as £106bn. This is hugely expensive and, because responsibility for rail infrastructure is not devolved, decisions about funding railway lines, signalling and stations remains in the hands of Westminster. Here in Wales we have 11% of the track and 20% of level crossings, yet we’ve had only 2% of the funding over the last 5 years. This under-investment of railways in Wales must end and if HS2 is to deliver for all of the north, then it must be accompanied by electrification of the lines from Crewe to Chester and Chester to Holyhead. First Minister Mark Drakeford has written to Boris Johnson calling for HS2 services to be extended into Wales and for the funding our country is entitled to – initially an extra £5bn over 20 years. This money would guarantee the transformation of railway lines and stations that so many people rightly demand. We await the Prime Minister’s response. Last week we also saw the UK Government once again refuse to match-fund the Welsh Government’s commitment to Ruabon Station. The Welsh Government is now exploring whether it can proceed with this project alone to deliver for Ruabon. 4 RUABON WI FEBRUARY MEETING 2020 After the seasonal celebrations of Christmas and New Year, members were pleased to meet again at the Village Hall for the first meeting and talk of our new year. Did I say ‘talk’? There was talk, certainly, but what transpired was a remarkable and outstanding hour of non-stop entertainment given by the lady Gabrielle La Foley who had travelled from Telford. She brought her ukulele and banjolele with her as we had anticipated, but what we had not expected was the dazzling, non-stop entertainment that ensued for a full hour. Gabrielle La Foley played and sang a huge selection of songs we all knew, many from the past, and many bringing back memories of days long gone – who remembers a radio programme from years ago ‘Felix Mendelssohn and his Hawaiian Serenaders’? And who remembers the wonderful Carmen Miranda and her sensational headgear? George Formby was not forgotten, of course and the evening ended with a selection of his well-known songs. Older readers will recall the pleasure we had then from this tuneful music and it was a joy to relive those happy moments from our past. Members joined in the singing and some were seen swaying in tune to the music. Thank you, Gabrielle. You have warmed our hearts. Please come again. The next WI meeting will be at 7p.m. on Wednesday, March 11th at the Village Hall. New members or visitors are welcome to attend when Father Anthony Nnamah will give us a talk entitled ‘We are all missionaries’. Father Anthony has lived in Ruabon for several years and has been instrumental in setting up the monthly ‘Time Well Spent’ lunch club at the Church Hall with the help of some splendid ladies. Our concert includes two works by Hector Berlioz including his evocative ‘Symphonie Fantastique’ - a self-portrait of the obsession, dreams, tantrums and moments of tenderness in his passion for ‘a beautiful woman’. Lots of fun for all the family 7 8 Ruabon Litter Pick 29.02.2020 “The weather was kind to us and I think the litter pick was a great success, it is amazing what can be achieved in a few hours with willing volunteers. Today our volunteer numbers were swollen to twenty with several new people joining, in fact we ran out of pickers and hoops. Having the use of a vehicle and trailer was a great help as we were also able to tackle sizeable and bulky items; these and all the collected rubbish were taken directly to the tip where it was sorted and dropped into appropriate recycling bins. We covered much of the village centre today and are planning to include areas further out on the next event on the 28th March. Volunteers noted that several areas are ‘litter blackspots’ and we would like to recommend that the RCC provide additional litter bins to help combat this. One is behind the bus shelter opposite Station Road and one further towards the roundabout, both blackspots are probably as a result of more people walking to the new Aldi and Costa. These bins are in addition to the one promised by RCC at the Wynnstay Gates, (Dana was tasked with sorting the railings and its position). We noted that Wales and West social housing are again allowing an accumulation of rubbish behind their fenced area on the High Street and we would like the RCC to follow this up with an official letter.
