    Don’t Decriminalize Weed, Legalize It (Canadian Pot Politics) By Cotey Paterson In July of this year, Justin Trudeau, the leader of the federal Liberal Party of Canada, came out in support of cannabis legalization. Trudeau said he’s “not in favour of decriminalizing” cannabis, he’s “in favour of legalizing it”. Trudeau supports taxation and regulation, saying “it’s one of the only ways to keep it [cannabis] out of the hands of our kids because the current war on drugs, the current model isn’t working". Trudeau did not keep it safe by using the weasel-word 'decriminalization', which would keep the black market unharmed while creating uncertainty in the law. Instead, he had the courage to say what a majority of Canadians know: the laws prohibiting cannabis do more harm to users and society than the drug itself. We need to make it known that Canadians support Trudeau’s courageous position. One easy way to do that is by signing the petition to legalize cannabis on the Liberal Party of Canada’s website. It currently has more than 22,000 signatures, but with millions of Canadian cannabis users, there should be many more people willing to take a few minutes to show their support and possibly impact Canada’s drug laws. Trudeau’s pot remarks have been well-received by most – but in the past, he has expressed fears about the danger cannabis poses to society. Additionally, in 2009, Trudeau and other Liberal MPs voted for Bill C-15, which would have imposed mandatory minimum sentences for cannabis-related offences.

I analyze Canadian television as a surface of emergence for nationalist sentiment. Within this commercial medium, U.S. dominance, Quebec separatism, and the immigrant are set in an oppositional relationship to Canadian nationalism. Working together, certain institutions such as the law and the corporation, exercise authority through what I call 'technologies of affect': speech-acts, music, editing. I argue that the instability of Canadian identity is re-stabilized by a hyperbolic affective mode that is frequently produced through consumerism. Delimited within a fairly narrow timeframe (1995 -2002), the dissertation's chronological starting point is the Quebec Referendum of October 1995. It concludes at another site of national and international trauma: media coverage of September 11, 2001 and its aftermath. Moving from traumatic point to traumatic point, this dissertation focuses on moments in televised Canadian history that ruptured, or tried to resolve, the imagined community of nation, and the idea of a national self and national others. I examine television as a marker of an affective Canadian national space, one that promises an idea of 'home'.

The Fund started from an idea originally put forward by Cogeco Inc. in 1990 and began its activities in 1991. It used the proceeds from a capital endowment contributed by Cogeco with a view to supporting Canadian television programs in the French-language and in the English-language at the early stage of script and concept development. Beginning in 1998, Cogeco decided to provide further financial support to the Fund by way of annual contributions from its licensed cable television systems. These annual contributions allowed the Fund to expand its activities towards the funding of the production of television programs, series, movies-of-the-week and even theatrical Yves Mayrand feature films. The Fund also became a fully independent fund President certified by the Canadian Radio-television and Telecommunications Commission (CRTC). While the Fund’s programs have evolved over the years in order to adapt to the changes in the Canadian program production sector and in its available resources, it has always remained true to its mission of supporting the sector as a not-for profit Canadian corporation. For the 16 month period covered by this report, the Fund supported the development of 8 webseries in French and 11 webseries in English, as well as the production of 8 television programs in French and 14 television programs in English, for a total financial commitment of $3,014,340.

    ANNUAL REPORT 2012 OVERVIEW MANDATE To advance the Canadian broadcasting system, the Bell Fund encourages and funds the creation of excellent Canadian digital media, promotes partnerships and sustainable businesses in the broadcast and digital media sectors, engages in research and sharing knowledge and enhances the national and international profile of industry stakeholders. ELIGIBLE APPLICANTS - Must be a Canadian company, and must be Canadian-controlled. - Must be an independent producer or broadcaster-affiliated production company. ELIGIBLE PROJECTS - Must include both a digital media component as well as a television component. - The television component must be certified Canadian (8 points minimum) under the rules of the CRTC, or be a certified treaty co-production - The digital media project may be a co-production if it meets the Bell Fund “Co-production Framework” - The television component must have a broadcast licence commitment from a Canadian VUE broadcaster. - The television component may not be news, reporting and actualities, or sports programming.D’ENSEMBLE FINANCIAL PARTICIPATION DEVELOPMENT PROGRAM - The Bell Fund development program provides funding for digital media content development of digital media projects associated with a TV program or series. - The digital media component is eligible for a grant not to exceed 75% of the costs of development to a maximum of $50,000 Dates of submission: First Day of Each Month PRODUCTION PROGRAM - The digital media component is eligible for a grant not to exceed 75% of its costs of production to a maximum of $250,000. - The digital media component is also eligible for a bonus to match any broadcaster cash contribution, to a maximum of $100,000.
