• Designing park improvement projects including trails, sports facili�es, picnic areas, playgrounds, and landscaping • Overseeing construc�on of park improvements • Coordina�ng park building design and construc�on projects • Mee�ng with the public to solicit input of new projects • Working with neighborhoods and donors to implement privately financed park projects • Managing the development of studies and long-range plans including the Park Rehabilita�on Master Plan, Pool Plan, and Tennis Court Survey

OMAHA PARKS FOUNDATION

The Omaha Parks Founda�on is an independent 501(c)3 providing a separate fundamental service to the community since 2010. The Founda�on is governed by a volunteer Board of Directors and works closely with the Omaha Parks & Recrea�on Department on many projects, they are a separate, private-fiduciary partner non-profit organiza�on.

Appointment Process: Appointed by Mayor; Approved by Omaha City Council Summary of Du�es: Advises regarding park and recrea�on sites, schedules improvements, recommends program budgets, and advises regarding sale, lease of real estate for recrea�onal purposes.

POSITION SUMMARY

Under the general direc�on of the Chief of Staff, the incumbent provides administra�ve oversight to all opera�ons and ac�vi�es of the Parks, Recrea�on and Public Property (PRPP), oversees the development and monitoring of the Parks Master Plan; leads staff in the crea�on and development of program goals and objec�ves, provide input and direc�on in the development of comprehensive master and site-specific plans, establishes and maintains collabora�ve working rela�onships and good communica�on with a variety of individuals; and demonstrate tact, diplomacy, and pa�ence. This posi�on is in the City of Omaha’s unclassified service serving “at will” of the Mayor.

The incumbent in this posi�on is expected to exercise considerable independent judgment and personal ini�a�ve within the framework of established policies and legisla�ve requirements. Supervision is exercised over professional, technical and clerical subordinates.

ESSENTIAL FUNCTIONS

• Develops and administers the Departmental budget including making fiscal and administra�ve decisions with mul�ple compe�ng priori�es and mul�ple compe�ng stakeholders. • Atends all directors’ mee�ngs and City Council mee�ngs to keep cognizant of City policy and current happenings which may affect the PRPP. • Provides staff support to the Park and Recrea�on Advisory Board by approving agendas and recommending policy to the board. • Coordinates special events with business organiza�ons and community groups and other city departments.

• Supervises and directs the work ac�vi�es of departmental staff. Administer overall personnel responsibili�es including training, disciplinary ac�ons, hiring, performance appraisals, salary recommenda�ons, scheduling, adherence to work rules and rules of the City of Omaha. • Serves as the chief spokesman for the PRPP Department. Delivers speeches at public func�ons and to civic organiza�ons as part of a public informa�on program for PRPP. • Prepare and present complex issues to internal and external customers and stakeholders. • Atends mee�ngs, conferences, workshops and training sessions to become and remain current on the principles, prac�ces and new developments in PRPP. • Regularly inspects park and recrea�on facili�es as to condi�ons of maintenance and opera�on. • Directs development and execu�on of a city wide recrea�on program including city parks, facili�es, golf courses, swimming pools, ice rinks, tennis centers, nature centers, community centers, trap and skeet range and the marina. • Directs park and landscape architectural works. • Develops plans for future land acquisi�on and expansion of recrea�onal areas and programs. • Responds to ci�zens’ ques�ons and comments and responds in a courteous and �mely manner. • Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge of the City Code and Charter, City organiza�on and structure, departmental policies, rules, regula�ons, procedures, func�ons, and sources of informa�on and ability to apply these to work problems. Must acquire specific knowledge of Chapters 18, 21 and 37 of the Omaha Municipal Code. • Considerable knowledge of the principles and prac�ces of parks and recrea�on administra�on and experience with applying the principles and prac�ces of public parks and recrea�on management and administra�on, including knowledge of facility, equipment and staffing needs. • Knowledge of current principles, prac�ces and opera�ons of parks and recrea�on opera�ons. • Knowledge of current principles, prac�ces and opera�ons of public property, code enforcement and forestry opera�ons. • Knowledge of current principles and prac�ces of public administra�on. • Knowledge of budgetary principles and procedures. • Ability to communicate effec�vely both orally and in wri�ng. • Demonstrated success analyzing and reviewing the parks and building facility needs of a community and coordina�ng, planning for, and managing the efficient delivery of high-quality parks and recrea�on services. • Proven track record in managing people and building rela�onships with community stakeholders. • Proficiency in delivering recrea�on services to a diverse popula�on and in op�mizing par�cipa�on. • Excellent oral and writen communica�on abili�es. • Atend, and/or lead, public mee�ngs within the community to include various board and commission mee�ngs and make presenta�ons on park maintenance and development items • Ability to apply a divergent thought process to issues, business cases, and projects and to encourage the same among team members. • Ability to atend mee�ngs and other func�ons during the evening and/or on weekends. • Ability to adhere to safety policies, procedures and guidelines. • Ability to sit for 76 to 100% of the �me, to stand, walk, or type from 26 to 50% of the �me, and to bend, stoop, squat, kneel, or li� from 0 to 25% of the �me. • Ability to use up to twenty (20) pounds of force to move objects from 0 to 33% of the �me.

EDUCATION, EXPERIENCE AND CHARACTERISTICS (NOT LIMITED TO…)

• Bachelor’s degree in public administra�on, business administra�on, parks and recrea�on management, landscape architecture, poli�cal science or related field of study. Master’s degree preferred. • Park & Recrea�on Cer�fica�ons Preferred. (i.e. CPRP, CPSI, NCPO) • Ten years of extensive administra�ve and management experience in park maintenance, recrea�on, park planning, facility design and construc�on, landscape maintenance, capital project management, recrea�on programing, and municipal finance procedures. Knowledge of planning and suppor�ng large fes�vals and community events would be highly beneficial. • OR, an equivalent combina�on of educa�on and experience. • Mission, goal and vision focused. • Passionate Leader that is collabora�ve and a very good listener. • Creates a work environment that is inclusive, engaging and encouraging to staff as the vital force they are. • Views themselves as an advocate for department, partners, and all park visitors. • Dedicated to maintaining the park system while at the same �me developing innova�ve growth in property and programs. • Is an example of and fosters stewardship to nature, public spaces and play at all ages.

1. Assessment of current capital projects in place, priori�ze towards comple�on. 2. Evaluate current org chart and deployment, including programs and priori�es with park and recrea�on department heads. 3. Create a vision for betering the park system in low income neighborhoods. 4. Meet with the Mayor, Chief of Staff, and Council to understand where the park and rec systems are at and begin to priori�ze goals. 5. Develop partnership with the Papio-Missouri River Natural Resource District (NRD), John Winkler to understand the exis�ng rela�onship and how this department interacts with the NRD. 6. Develop meaningful rela�onships with various Founda�on and philanthropic leaders that donate money for the beterment of the park, rec and trail systems. (Peter Kiewit Founda�on, Robert Daugherty Founda�on, The Lozier Founda�on, Suzanne & Walter Scot Founda�on, William and Ruth Scot Family Founda�on, The Sherwood Founda�on, etc.) 7. Develop rela�onships with several sports organiza�ons. Understand the agreement those organiza�ons have with the City of Omaha and how this posi�on and the role the park and rec department play to maintain and care for the parks. 8. Develop a rela�onship with the RiverFront Revitaliza�on Project and with MECA as the management behind the RiverFront project and provide assistance where needed. 9. Evaluate new revenue streams and/or sponsorship opportuni�es and work with the Mayor and team to approve and execute against. 10. Create a community outreach program that engages the communi�es on long term planning and short-term capital and maintenance. Engage the community with updates and ac�vi�es through current social media and newsleters that showcase park and rec ac�vi�es.
