TOWARDS THE ROBOT BUTLER: THE HUMABOT CHALLENGE Enric Cervera, Juan Carlos García, Pedro J. Sanz Department of Computer Science and Engineering, University of Jaume I, Castellón, Spain {ecervera,garciaju,sanzp}@uji.es The HUMABOT Challenge has been the official robot competition for the 2014 IEEERAS International Conference on Humanoid Robots (HUMANOIDS’2014), which was held during this conference in Madrid (Spain, November 1820th). In fact, after a long time running this Humanoids Conference around the world, this is the first time that a competition is organized jointly with this event. In the following, some clues will be given concerning the logistic problems and the main aspects to succeed with this new competition. The original idea of this competition was due to Prof. Carlos Balaguer, General Chair of HUMANOIDS’2014. It is noticeable at this respect that Prof. Balaguer was the Coordinator of the Robotics Spanish Network (years 200609) and, during this period, a national humanoids competition (CEABOT) was consolidated thanks to his impulse. In the CEABOT competition there is the rule that the winner is in charge of organizing the next edition. It should be mentioned that University Jaume I (UJI) has been participating since 2007 and has won four years consecutively (20072010). In addition, UJI has been coorganizer of the competition since 2010. So, due to this long time experience, Prof. Balaguer chose UJI as the organizer of the first HUMABOT Challenge edition. A year before the Challenge, and during the very preliminary stage, we were envisioning a competition including three different dimensions, depending on the humanoid platform size selected: mini, middlesize or large. -
L'aprofitament De Les Aigües Del Canal D'urgell
L'aprofitament de les aigües del canal d'Urgell Ramon J. BATALLA i VILLANUEVA El canal d'Urgell rega terres de les comarques de l'Urgell, la Noguera, el Segria i les Garrigues, sector de la Depressió Central de Cataluya compres entre el Segre i els pri mers altiplans de la Segarra. El canal, de 144 Km. de llargada, arrenca del Segre, aigües avall del Tossal (la Noguera), passa a tocar d' Artesa de Segre i Foradada (nom anterior a la foradada de Montclar, de 4 km. de llargada,en un anticlinal guixenc), deixa fora Agramunt i travessa un altre anticlinal, la serra d' Almenara, per una trinxera de 2,44 km. i un terraple alt de 25 m. que li permet mantenir-se amb una inclinació mínima vore jant la corba de nivell de 300 m. Passa entre Tarrega (no regada) i Bellpuig d'Urgell, on tomba a l'oest, fins fregar els murs de les Borgues Blanques; rega Juneda i Artesa de Lleida i desguassa en el Segre, entre Albatarrec (regat) i Montoliu de Lleida, tal com es manifesta en el mapa i les dades adjuntes. Comja se sap, molts segles abans que l'empresa mercantil de Barcelona, Girona Hnos. Clavé i Cia, donés forma al projecte mal acabat i incomplet del canal, a mitjan segle XIX, s'havien fet molts projectes i estudis per regar aquesta part de Catalunya. La necessitat de regar aquestes terres arides de ponent, que en anyades bones gairebé abastava de blat la Catalunya humida, era sentida de segles i ja des de CarIes I es parlava d' obrir-hi un canal. -

This thesis explores the norms, practices, and experiences that conditioned urban belonging in Late Medieval Barcelona. A combination of institutional, legal, intellectual and cultural analysis, the dissertation investigates how citizenship evolved and functioned on the Barcelonese stage. To this end, the thesis is structured into two parts. Part 1 includes four chapters, within which I establish the legal and institutional background of the Barcelonese citizen. Citizenship as a fiscal and individual privilege is contextualised within the negotiations that shaped the limits and prerogatives of monarchical and municipal power from the thirteenth to the late fourteenth centuries. -
Inter-Organizational Coordination: How Police Forces
INTER-ORGANIZATIONAL COORDINATION: HOW POLICE FORCES RELATE TO POLITICAL PRINCIPALS, JUDICIAL BODIES, AND OTHER POLICE FORCES Mila Gascó-Hernández Ángel Saz-Carranza Institute of Public Governance and Management ESADE Barcelona, Spain [email protected] / [email protected] Abstract This exploratory paper aims at understanding how several police forces across Europe manage their relationships with three of the main actors they must coordinate with: politicians, judges and prosecutors, and other police forces. The paper particularly refers to the specific case of two Spanish police forces: the Catalan police force and the Madrid local police force. Our main research question is exploratory in nature: how do police forces relate to other security forces and to political and judicial principals? Methodologically, the paper is part of a wider FP7 research, COMPOSITE (Comparative Police Studies in the European Union). Keywords Inter-organizational coordination, police forces, stakeholders, Weberian politics- administration separation, principal-agent theory INTRODUCTION Today’s complex world increases “wicked” problems (Rittel & Webber, 1973) and the need for organizational mechanisms combining dispersed power with unification (Agranoff & McGuire, 2001). Security issues are no exception. Terrorism, organized crime, and drug trafficking, to name a few, are ever more complex phenomena covering many different kinds of actors and territories. These social problems require modern police forces capable of coordinating and collaborating with other police bodies but, also, with such as the political principal, other governmental departments, and judicial bodies. Several theoretical streams are useful to approach coordination activities in such heterogeneous and fragmented context: network management (Agranoff & McGuire, 2001; Bouckaert, Peters & Verhoest, 2010), and agency theory (Verhoest et al., 2010). -

The Committee is scheduled to consider the reports of Spain and other states parties in accordance with Article 40 of the International Covenant on Civil and Political Rights (ICCPR) at its 56th session in March and April 1996 in New York. Spain notes in the introduction to its report that, after the predominantly legislative phase that took place in the earlier years of democracy, the Fourth Periodic Report will focus “on the practice and decisions of the courts and other state bodies”.2 In addition, it promised examples of practice in the area of protection of fundamental rights and freedoms.3 In this paper Amnesty International concentrates on issues of concern under its mandate regarding failures to provide such protection and violations of fundamental rights and freedoms. -

It underwent major changes from its origins in the 11th century until the 16th century, when its evolu- tion peaked and a prototype was reached for Catalonia as a whole. For this reason, in the subsequent centuries the model did not change, but building elements were added to it in order to adapt the home to the times. Catalan farmhouses are a historical testimony, and their changes and enlargements always reflect the needs of their inhabitants and the technological possibilities of the period.
