The elegant arcades will pro- mote social activities with out- door seating extending the interior of restaurants and cafes of the ground floor. This will greatly contribute to the friendly neighborhood atmos- phere intended in the Retail Streets. A lively shopping en- vironment will be brought out by the two commercial floors, in contrast with the more peaceful typical residential floors, whose wavy shape reminds of a slight ripple of breeze. The beckoning of the main entrance canopy enhances the visibility of the main lobby entrance. Every effort was made to re- duce the energy footprint by studying the shell to minimize load demand. The style inteds for simplicity, modernity and sus- tainability. The use of horizontal elements overlapping the vertical larg- er volumes marks the building as a residential tower. The use of simple materials for the façade like aluminum cladding, epoxy paint and glass gives it a simple and ap- pealing look. Materials sustainability, water efficiency, energy saving and healthy living are at the heart of the design. The main concept is to create a dynamic facade for the residen- tial building by adding random- ly oriented balconies to diversify the views and rhythm of the fa- çade, while also breaking down the scale and proportion of the building. considering the gulf climate bal- conies were covered with com- posite panels with wood exterior finish to create shade and priva- cy to the residential units. Over the recent decades due to increasing population and developing industrial zones, the demands are growing up over time. The Gulf Cooperation Council (GCC) is now embarking on one of the largest modern cross-border rail networks in the world. This is an ambitious step regarding the planning and establishment of the rail network connecting all the six GCC countries. This railway network will go through at least one city in each country to link the cities of Kuwait in Kuwait, Dammam in Saudi Arabia, Manama in Bahrain, Doha in Qatar, the cities of Abu Dhabi and Al Ain in the United Arab Emirates and Sohar and then Muscat in Oman in terms of cargo and passengers. The area of investigation covers different aspects of the shared Arabian countries rail routes called ‘GCC line’ and their national rail network. The aim of this article is to study the existing future plans and policies of the GCC countries shared line and domestic railway network. This article studies the national urban (light rail transportation (LRT), metro (subways) and intercity rail transportation to appraise the potential of passenger movement and commodity transportation at present and in the future.

    UNSETTLING STATE: NON-CITIZENS, STATE POWER AND CITIZENSHIP IN THE UNITED ARAB EMIRATES by Noora Anwar Lori A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy in Political Science Baltimore, Maryland October, 2013 ABSTRACT: This dissertation examines the development and enforcement of citizenship and immigration policies in the United Arab Emirates in order to revisit an enduring puzzle in comparative politics: why are resource-rich states resiliently authoritarian? The dominant explanation for the ‘oil curse’ assumes that authoritarianism emerges because regimes ‘purchase’ the political acquiescence of their citizens by redistributing rents. However, prior to the redistribution of rents comes the much more fundamental question of who will be included in the group of beneficiaries. I argue that oil facilitates the creation of authoritarian power structures because when political elites gain control over fixed assets, they can more effectively erect high barriers to political incorporation. By combining stringent citizenship policies with temporary worker programs, political elites develop their resources while concentrating the redistribution of assets to a very small percentage of the total population. In the UAE, this policy combination has been so effective that non-citizens now comprise 96 percent of the domestic labor force. The boundaries of the UAE’s citizenry became increasingly stringent as oil production was converted into revenue in the 1960s. Since oil reserves are unevenly distributed across the emirates, the political elites who signed concessions with successful oil prospectors have since monopolized control over the composition of the citizenry. As a result, domestic minorities who were previously incorporated by smaller emirates who did not discover oil have since been excluded from the citizenry.
