Clementina I. Akran is currently a Senior Data Scientist and Heads the Open Data / Data Revolution and Visualisation Section, Data Science Division (DSD) at Stats SL. She serves as the enhanced General Data Dissemination System (e-GDDS) Coordinator for Sierra Leone - August 2020 till date, Focal person – United Nations Statistical Commission (UNSC) Working Group on Open Data (July 2020 till date), Stats SL Data Selection Editor (July 2020 till date), Co-chair Open Data Council of Sierra Leone (September 2018 till date). She functioned as Statistician and Unit Head, Open Data / Data Revolution, Statistical Coordination Section of the Project Management and Statistical Coordination Section (PMSCD), (1st April 2016 – July 2019). She also doubled up as the Secretary of Stats SL’s Internal Training Programme (2018 – 2019). She joined Stats SL in October 2011 as an Assistant Statistician and has acquired knowledge working in various Divisions (Economics Statistics Division, Census & Geographic Information Systems Division and Operations Division). Prior to joining Stats SL, Clementina I. Akran worked at the Economic Policy and Research Unit (EPRU) in the Ministry of Finance and Economic Development (now Ministry of Finance) during the African Caucus Meeting from July – Sept 2010. She served as supervisor in the Public Expenditure Tracking Survey (PETS) Sept - Dec 2010. She also served as a consultant in July 2011 on the Report writing of the Three Towns Water Project for Sierra Leone Water Company (SALWACO), she coordinated the UNDP GPECS workshop on Electoral Planning (UNECA-WEST Africa) May-June 2011, she has organised workshops, taken part in field exercises and continued building her statistical capabilities. Clementina I. Akran holds a BSc. Economics from the Lagos State University, Nigeria and MSc. Development Studies, Njala University, Sierra Leone. She holds certificates in; Statistical Analysis of Disaggregated SDGs indicators for inclusive development policies @ The United Nations Statistical Institute for Asia and the Pacific (UNSIAP) Chiba, Japan organised by the Japan International Cooperation Agency (JICA). Displacement / Information Management (IOM) SL. National Accounts, Department For Int. Dev. (DFID) Supported Enhanced Data Dissemination Initiative (EDDI) Accra, Ghana and Banjul, The Gambia. Regional Course on Financial Programming and Policies @ the West- African Institute for Financial and Economic Management (WAIFEM) and IMF Accra, Ghana. Statistical Methods for Poverty Profiling & Analysis @ the Inst. for Capacity Development (ICD) Pretoria, South African. She is a Microsoft Office Xp-Specialist from the National Institute International Technology (NIIT) and has knowledge in Computer Assisted Personal Interview (CAPI), SPSS, ADEPT, ArcGIS, Quantum GIS and the R Software. Serving as Team Lead, Stats SL bagged the top Proactive Disclosure of information compliance award for being the only MDA to proactively disclose all information as stipulated in the Right to Access Information Act of 2013 and also to have fulfilled all 22 disclosure benchmarks well in time. Stats SL - Proactive Disclosure/Publication Scheme While in the CGIS Division, she served as the GIS Officer for the 2016, Boundary Delimitation Exercise on Metes and Bounds of Wards and Constituencies in the Western Area Rural (Stats SL & NEC). She has participated in series of statistical activities such as National Social Safety Net (SSN) 2017, MICS6 2017, WASH 2017, Sand Extraction and 2014 Sierra Leone Labour Force etc. She has served as Analyst and Co-analyst in publications such as MICS6 2017, WASH 2017, 2015 PHC, SLIHS 2011, Economic and Financial Survey 2014-2016, Annual NGO Report 2014, Fiscal and Public Debt Bulletin 2013-2016, Sierra Leone Business Confidence Index 2011-2016 etc. Clementina I. Akran also represented Stats SL in a session to celebrate the International Open Data Day #0DD2020 organised by the Association of Freelance Journalists (AFJ) and the Sierra Leone News Agency (SLENA), where journalists were trained on Data Journalism skills https://www.talkafrica.co.ke/celebrating-international-open-data-in-freetown/. As Section Head, Open Data & Data Revolution, Clementina will focus on providing technical guidance and support to ensure international comparability of data, adequate application of international statistical standards and data requirements from development partners and MDAs. Coordinate all data compilation activities carried out by the unit, supervising its functioning and assuring high quality, timeliness and coverage of the statistical outputs decided by Stats SL etc. .
