Airport Business Plan Review City Council Worksession Report Date: April 22, 2013 HRASfP/ (_ Agenda Item: Review of Downtown Redevelopment Project Area and Plan Attached is the Redevelopment Plan for the establishment of a Downtown Redevelopment Project Area. The Redevelopment Plan was adopted by the HRA Board of Commissioners on April 9, 2013. The purpose of establishing a project area in this part of town is to initiate planning and obtain funding for redevelopment. The HRA acquired two properties on i 11 Avenue North in 2012 and plans to purchase the remaining properties as they become available and funding permits. Other commercial properties are in need of redevelopment. 1 The recommended boundaries of the project area are 14 h Avenue South on the West, 3rd Street South to the South, 3rd Avenue North to the east and 3rd Street North to the north excluding the high school campus (see attached map of Project Area). The project Plan does not reference specific properties but states the following findings: 1. The Project Plan proposes the Authority undertake certain redevelopment activities for the purpose of encouraging redevelopment of properties in the Redevelopment Project Area. 2. The land in the Redevelopment Project would not be made available for redevelopment without the financial aid to be sought since private developers could not economically develop the Redevelopment Project without the proposed redevelopment activities. 3. The Project Plan will afford maximum opportunity, consistent with the needs of the City as a whole, for the redevelopment of the properties in the Redevelopment Project by private enterprise. The redevelopment activities contemplated in the Project Plan would help to retard blight in the Redevelopment Project and provide an increase in employment and housing opportunities in the City and enhance the tax base of the City and overlapping taxing jurisdictions. 4. The redevelopment activities proposed by the Project Plan conform to the general plan for the development or redevelopment of the City as a whole. The redevelopment activities are compatible with the City's zoning ordinances and other related regulations and encourage efficient use of existing infrastructure as set forth in the City's Land Use Plan. 5. The Project Plan provides an outline for the development or redevelopment of the area and is sufficiently complete to indicate its relationship to definite local objectives as to -2- appropriate land uses and to indicate general land uses and general standards of development or redevelopment. Potential sources of funding are tax increment fmancing, CDA Redevelopment Grants, HRA Tax Levy, State Grant Programs and G.O. Bonds. If the Redevelopment Plan for the Downtown Redevelopment Project is acceptable to the City Council, the Planning Commission will review for conformance with the City's Comprehensive Plan. A public hearing is required before the City Council can consider approval of the Plan. DEFINITIONS The terms defined below have, for purposes of this Redevelopment Plan, the meanings herein specified, unless the context specifically requires otherwise: "Bond" means any tax-exempt or taxable bonds issued by the City or HRA to finance the Public Redevelopment Costs, and any obligations issued to refund such bonds. "City" means the City of South St. Paul. "City Council" means the City Council of the City. "County" means Dakota County, Minnesota. "Governing Body" means the City Council. "HRA" means the Housing and Redevelopment Authority in and for the City of South St. Paul, Minnesota. "HRA Act" means Minnesota Statutes, Sections 469.001 to 469.047. "Project Area" means the area within the boundaries of the Project as shown in Exhibits A and B. "Public Redevelopment Costs" means all legally permissible costs incurred or to be incurred by or on behalf of the HRA in carrying out the Redevelopment Plan, including but not limited to: (a) the costs of any redevelopment activities consistent with the Redevelopment Plan as originally adopted or subsequently amended; (b) costs of administering the Redevelopment Project; and (c) debt service payments on any obligations issued to finance Public Costs authorized by the Redevelopment Plan. "Development" means the acquisition, demolition, and subsequent resale of the properties in the project area for private development. "Redevelopment Plan" means this Redevelopment Plan for the Redevelopment Project, dated , as it may be amended or supplemented from time to time. "Redevelopment Project" means Downtown Redevelopment Project, the boundaries of which are described on the attached Exhibit A and generally illustrated in the map attached as Exhibit B. "State" means the State of Minnesota. II . STATEMENT OF NEED AND PUBLIC PURPOSE The HRA finds that there is a need for redevelopment within the City and the Project Area to remedy blight and blighting conditions, prevent the spread of blight, promote the health, safety and welfare of City residents, encourage related development and redevelopment in order to protect and improve the tax base and general economic vitality of the City. More specifically, the HRA has identified that redevelopment of the Project Area and development of the property are critical to the economic vitality of the Project Area, and the City as a whole in the project area. The HRA finds that certain existing properties in the project area are functionally obsolete. The buildings are old and in need of rehabilitation and do not meet the future needs of city residents. Construction of a new facility at the proposed site in the Project Area will allow the City to provide affordable, safe and decent housing for city residents. The proposed site in the Project Area will provide adequate space to develop multi-family housing such as rowhouses, town homes, or condominiums for households 55 and over as well as opportunities to attract retail/service businesses to the Project Area. Senior housing options are needed in the City where over 20% of the population is over the age of 65. The Project Area includes two parcels currently owned by the HRA. Development of the proposed site involves an undertaking to acquire land in the Project Area portions of which have remained undeveloped in part due to lack of financial assistance and private investment. Development of the housing is anticipated to provide a stimulating effect for development of other parcels in the Project Area. This Redevelopment Plan will facilitate the cooperation of State Public Bodies, including but not limited to the City, and the HRA, as contemplated by Section 469.041 of the HRA Act. The HRA finds that these redevelopment activities are essential to prevent further deterioration of the Project Area and the City as a whole, and that such efforts will also encourage and are in fact necessary for the future economic development of the City. The HRA specifically finds that: (a) the land within the Project Area would not be available for redevelopment without the financial aid to be sought under this Redevelopment Plan; (b) the Redevelopment Plan will afford maximum opportunity, consistent with the needs of the City as a whole, for the development of the Project by private enterprise; and (c) that the Redevelopment Plan conforms to the general plan for the development of the City as a whole. The HRA further finds that the Project is a "redevelopment project" within the meaning of Minnesota Statutes, Section 469.002, subd. 14 of the HRA Act. Ill. STATUTORY AUTHORITY The HRA is authorized under the HRA Act to undertake and administer the Redevelopment Plan and the Project, and to finance Public Redevelopment Costs through issuance of bonds secured by Project revenues as well as funding obtained from grants or other sources. IV. STATEMENT OF OBJECTIVES The HRA seeks to accomplish the following general objectives within the Redevelopment Project: A. Promote the prompt development and redevelopment of property within the Project Area in a manner consistent with the City comprehensive plan, which property is currently less productive because of substandard conditions, lack of adequate community services, or general blight. B. Promote the development of housing necessary to serve the Project Area and the City as a whole. C. Promote the concentration of appropriate commercial enterprises within the Project Area in order to maintain the area in a manner compatible with its prominence in the City. D. Construct, acquire or finance any public facilities, including sanitary sewer, water, storm drainage and roads, deemed necessary and desirable for the development or redevelopment of the Project Area.
