April 7, 2021 For Immediate Release EL PASO DELEGATION FILES RESOLUTION Honoring Those Taken on August 3, 2019 El Paso—Today the El Paso delegation in the Texas Legislature filed the attached resolution (Senate Resolution 224 and House Resolution 585) honoring those who lost their lives during the mass shooting at the Cielo Vista Walmart on August 3, 2019. The delegation released the following statement: “August 3, 2019 is a date that will live forever in the collective memories of all El Pasoans, not only for those we lost, but for the courage and resolve our people showed during the shooting and in its aftermath. We know, too, that we didn’t become “El Paso Strong” because of the massacre— El Paso is, was, and has always been strong. “We’ve pledged to offer more than words, though, and we’re doing that this session. Each member of the delegation has filed legislation directly responding to the attack, from firearm safety measures to mental health interventions. We’ve also worked tirelessly to counter the dehumanizing political and racial rhetoric that motivated the Cielo Vista shooter in the first place. And we’ve had productive bipartisan talks in both the House and the Senate focused on practical solutions to the epidemic of mass shootings gripping our state and nation. “We El Pasoans will never forget what happened to our community, and we promise to stand as a constant reminder to other legislators of the pressing need to address this horror until, one tremendous and already overdue day, it becomes a problem of the past. “Until then, we pledge to fight for Texas lives in every way we can.” El Paso is proudly represented by Senator César J. Blanco and representatives Joe Moody, Mary González, Lina Ortega, Art Fierro, and Claudia Ordaz Perez. .

87th LEGISLATIVE SESSION AND COVID RESTRICTIONS On January 12, 2021, lawmakers from across the state will convene the 87th Texas Legislative Session, meeting for the Regular Session over the following 140 days through May 31. This will be the first time that all 181 legislators will come together since the beginning of the Covid-19 pandemic, and the virus is top-of-mind for everyone involved. While the Governor recently announced the re-opening of the Capitol building on January 4, we have minimal knowledge of the health and safety protocols the members, staff and Capitol visitors will have to follow when they enter the building next week. It will surely be a much different environment than previous sessions. We know the following requirements will be in place as of today, per a memo released by the State Preservation Board last week: • The Capitol building will only be open from 9 a.m. to 6 p.m., Monday through Friday; it will be closed Saturday and Sunday for cleaning. • The public may only enter through the North Capitol entrance. • Covid testing will be encouraged and provided on the North Plaza at no expense. • A mask will be required to be worn inside the building at all times. • All deliveries to the Capitol, including food and beverage, must be left at the loading dock; no delivery personnel will be allowed beyond the loading dock or through the public entrance. • No public tours or groups or sponsored event space will be available. • The House and Senate will manage public access to their offices once convened and rules are adopted, and the public will need to check with the offices directly for specific guidelines.

The first section examines the location of the members of the Texas Senate and of the Texas House on the liberal-conservative dimension along which legislative politics takes place in Austin. In both chambers, every Republican is more conservative than every Democrat and every Democrat is more liberal than every Republican. There does, however, exist substantial ideological diversity within the respective Democratic and Republican delegations in each chamber. 2020 General Election Results – Texas
TO: Theresa Tran FROM: Imperium Public Affairs DATE: November 4, 2020 SUBJECT: 2020 General Election Results – Texas 2020 General Election The results of the elections are in (mostly), and 2020 continues to be unprecedented in recent memory in terms of redefining what is considered “normal”. Prior to these elections, Republicans held a majority across all levels of state government. But shifting voter demographics, the Covid-19 pandemic, economic uncertainty social upheaval, and a polarizing race for President have all combined to create a dynamic election that has driven more voters than ever to turn out. This increase voter participation did not result in the significant shift in Texas politics that many predicted. More than 9.7 million Texans voted early and another heavy vote count on Election Day obliterated the record for voter turnout in any previous election in the state but did not ultimately change the balance of power in the state. Some votes remain to be counted, and data will still be coming in for the next several days and need to be canvassed and certified by election officials. At the end of the night, Republicans will still control all statewide offices, the Texas House of Representatives and the Texas Senate. Democrats will pick up a seat in the Texas Senate and potentially make progress in the Texas House but the balance of power will stay intact at least for this political cycle. The team at Imperium Public Affairs has compiled this memo to analyze the election results and provide information about how the 2020 elections will impact the political power structure in Texas for the near future.

Weekly Legislative Report 87th Session of the Texas Legislature The 87th session of the Texas Legislature was kicked off at noon on Tuesday, January 12, 2021. As prescribed by the Constitution, the regular session of the legislature will last for 140 days. The last day of the session will be May 31, 2021. GOVERNOR: Welcoming Senate and House Members Governor Greg Abbott made welcoming speeches in both the Senate and House chambers on Tuesday. He said, “I am looking forward to seeing the innovative solutions that you are able to provide to the challenges that the people of this state are facing. I look forward to working with you this session just as effectively as we did last session. Let’s be clear, last session was a tremendous success. Among other things that we accomplished, we passed sweeping reforms to our school finance system. And, we made major investments in our students and in our teachers. But now, new challenges await us this session. Over the past year, Texans have been challenged like never before. But, Texans are resilient and our state will emerge from this episode stronger than ever before and in our typical superior fashion. To do that, however, we all need to come together and work together over the next 140 days exactly like we did last session. Over the next 140 days, we have the opportunity to put Texas on a trajectory to make our state even more extraordinary.” He discussed his priorities, including: • Tackling COVID challenges; • Ensure better access to health care for all Texans; • Support law enforcement officers and keeping communities safe; • Safeguarding freedoms for all Texans; and • Getting Texans back to work.

Box 12428 Austin, TX 78711 Delivered via Email Dear Governor Abbott, The ongoing novel coronavirus pandemic has created a situation in which regular polling location practices in Texas would not fall along health and safety guidelines laid out by the Centers for Disease Control and Prevention. We have considered the needs of our constituents during this crisis: their restricted mobility, their reduced income, and their health concerns. Therefore, we would like to recommend the following steps to adapt our election systems and processes during this pandemic to ensure every eligible voter in Texas has an opportunity to cast a ballot in the upcoming primary runoff election and in the November general election. We must create a plan to allow Texans to fully exercise their constitutional rights safely, while ensuring every voter has full faith and trust in the electoral process. As members of the Texas House of Representatives, we are following closely the ongoing pandemic and federal and state responses. We understand that the recent federal stabilization package allocated $400 million to support states in preparing and adapting their elections to the challenges posed by the novel coronavirus. We understand that of the $400 million, approximately $24.4 million will be allocated to Texas, and with a required 20% match by the state, the minimum amount Texas will dedicate to this effort is about $29.3 million. The funding allocation from Congress was created to help us prepare for and respond to the coronavirus’s impact on our elections.
