Cyril and Methodius, Faculty of Natural Sciences and Mathematics, Institute of Geography; e-mail: [email protected] ABSTRACT According to the area that it occupies, the Skopje region is the smallest, but the most populated region in the Republic of Macedonia. Almost a third of the population of the country lives on only 7% of its territory. The population growth is due to the natural increase and immigration in the region. About 35% of the total internal migration movements in the country took place only towards the Skopje region and within the region in the period 2005-2015. This intensive immigration has certain specificities. Most evident is the direction of movement of the migrants from other regions to certain parts of the Skopje region, more precisely to a place where someone from their previous area of residence had al- ready moved, or an area that is spatially closer to them. Most attractive immigration location are the city municipalities. 60% of all immigrants to the Skopje region have moved only in four municipalities of the city of Skopje. The reasons for moving are different, although for the most part they are economic, but also people move for education, marriage, etc. How- ever, it is very likely that when a change in the social status occurs, there is a need to change the place of residence. Also, the need for migration is closely related to the life cycle and the age of the individual.

Hence, despite the constitutionally guaranteed right to live in a healthy environment, of concern is the fact that already for years the state institu- tions do not pay sufficient attention and do not take concrete measures to preserve and improve the environment.

It is preceded by a comprehensive and complex analysis of the situation in local governance and self-governance in BiH, published under the same title in 2005, and BiH local self-governance development strategy, published in 2006 and supported by a consensus among the most concerned domestic and international stakeholders. Th e analysis fi rst identifi ed the problem in the basic model of local self-governance applied in both entities: a confl ict between uneven territorial structure on one hand, and uniform structure of competences on the other. Subsequently, the research methods used focused on this problem in order to create a fundamental precondition for designing substantial functional and fi scal decentralisation. Th us, a relevant programme was designed, managed by EDA, the development agency from Banja Luka, supported by the Open Society Fund BiH and Local Governance Initiative Budapest.

General information As an independent local self-government unit, the Ilinden municipality has been established in 1996. Total area of the municipality is 98.7km², and according to the last National Census carried out in 2002 the population number is 15,894. The municipality has its flag and coat of arms which were adopted in the time when the municipality was established. Ilinden municipality is located in the immediate vicinity of the City of Skopje, more precisely 10km from the city center and is located in the eastern part of Skopje valley, on the very location where Skopje-Kumanovo-Veles triangle meets. The municipal headquarter is located in the populated area of Ilinden, formerly called Belimbegovo. It borders Gazi Baba municipality to the west, Aracinovo municipality to the northwest and Petrovec municipality to the east and south. The municipality has excellent traffic connections since the main roads M-1, M-3 and M-4 from the international highways are passing through it. These are: Corridor 10 (E-75) north-south and Corridor 8 (E-65) east-west, the main railway line Belgrade-Skopje-Athens and the International Airport “Aleksandar the Great”. The territory comprises 1,240ha of construction land and 9,430ha agricultural land. Total of 6,980ha (74%) is arable land of which: 4,500ha agricultural crops, 1,000ha gardening crops and 500ha fruit growing crops. 2,400ha (25%) are pastures and meadows and only 50ha are covered by forest.
