A key component of improving services at the local level is the improvement in the handling of solid waste. Macedonia is currently without municipal systems to adequately deal with integral solid waste management. Problems stemming from poor handling of solid wastes are become more severe with a growing number of landfills and large amounts of litter and rubbish being strewn. Little in the way of systematic attempts to direct the flow of rubbish into recycling efforts is being attempted. Perhaps more important, the current rubbish and garbage collection systems do not know address the separation of organic from inorganic material, creating a potential serious hazard from leaks and toxins arising from the organic wastes. USAID is interested in gauging, through a pilot effort, the potential for a small municipality to effectively manage solid waste being generated (integral solid waste management). Solutions exist for systematizing the collection, separation and treatment of waste so as to extract the maximum recyclable material and dramatically reduce the flow of waste to landfills and dumps. A pilot effort would substantiate the capability of a local municipality to operate and create system for integral solid waste management with strengthening capacities of Public Communal Enterprise.

Activities performed: appropriate approvals for the land; communication with consultants, municipality government, the NGO and the public communal enterprise; developing milestones; monitoring; reviewing legislation; assist the public promotion.
