Niger Page 1 of 3 Niger International Religious Freedom Report 2008 Released by the Bureau of Democracy, Human Rights, and Labor The Constitution provides for freedom of religion, and other laws and policies contributed to the generally free practice of religion. The Government generally respected religious freedom in practice. There was no change in the status of respect for religious freedom by the Government during the period covered by this report. However, in a few instances local authorities interrupted celebrations of Eid al-Fitr that were on different days than the Government's officially declared end of fasting. There were no reports of societal abuses or discrimination based on religious affiliation, belief, or practice, and prominent societal leaders took positive steps to promote religious freedom. The U.S. Government discusses religious freedom with the Government as part of its overall policy to promote human rights. Section I. Religious Demography The country has an area of 490,000 square miles and a population of 14.8 million. Islam is practiced by more than 90 percent of the population. Approximately 95 percent of Muslims are Sunni and 5 percent Shi'a. There are also small communities of Christians and Baha'is. Christians, both Roman Catholics and Protestants, account for less than 5 percent of the population and are present mainly in the regions of Maradi and Dogondoutchi, and in Niamey and other urban centers with expatriate populations. Adherents of Christianity include local believers from the educated, the elite, and colonial families, as well as immigrants from neighboring coastal countries, particularly Benin, Togo, and Ghana. -

NIGER: COVID-19 Situation Report – #09 22 June to 20 July 2020 Situation in Numbers 1,105 COVID-19 confirmed cases 69 deaths 6,25% Lethality rate @UNICEFNiger/J.Haro (Ministère de la Santé Publique, July 20th, Situation Overview and Humanitarian Needs 2020) As of the end of the reporting period, Niger registered 1,105 cases of COVID-19, 1,014 3,800,000 patients healed, 69 deaths, 9,197 followed contacts, with a decreasing trend in cases. Children affected Even if the rate of imported cases is high, local transmission is still active. 4 out of 8 by COVID-19 regions didn’t report any cases for at least 2 weeks. UNICEF works closely with the Government and its partners to respond to the ongoing outbreak in the country, which is school reopening already facing the consequences of multiple crisis (nutrition, conflicts, natural disasters). As part of the national COVID-19 response plan, UNICEF is providing technical support to the government of Niger to scale-up the national safety net program to mitigate the social and economic impacts of the COVID-19 crisis on the most vulnerable population, US$ 25.8 M with a special focus on children and women needs. UNICEF continues to support the back funding required to school activities by providing the Ministry of Education with Education and WASH supplies, technical assistance, key messages about COVID-19 prevention and a monitoring system based on RapidPro. UNICEF assists particularly the Ministry of Health (MoH), in the field of risk communication/community engagement (RCCE), infection prevention and control (IPC), supply and logistics, epidemiological surveillance and healthcare provision and it is co-leading 3 of the 8 sub-committees established by the MoH (RCCE, IPC and logistics) at central and sub-national level. -

Preliminary findings by the joint SAP/INS/WFP/SIMA/FEWS NET/FAO mission on economic conditions and household food insecurity should be available by July 10th. Joint monitoring activities in food-insecure areas by the SIMA (Agricultural Market Information System), WFP and FEWS NET show grain prices still holding steady, with small localized drops in prices highly food-insecure areas. -

NIGER 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Niger is a multiparty republic. In the first round of the presidential elections on December 27, Mohamed Bazoum of the ruling coalition finished first with 39.3 percent of the vote. Opposition candidate Mahamane Ousman finished second with 16.9 percent. A second round between the two candidates was scheduled for February 21, 2021. President Mahamadou Issoufou, who won a second term in 2016, was expected to continue in office until the second round was concluded and the winner sworn into office. International and domestic observers found the first round of the presidential election to be peaceful, free, and fair. In parallel legislative elections also conducted on December 27, the ruling coalition preliminarily won 80 of 171 seats, and various opposition parties divided the rest, with several contests still to be decided. International and local observers found the legislative elections to be equally peaceful, free, and fair. The National Police, under the Ministry of Interior, Public Security, Decentralization, and Customary and Religious Affairs (Ministry of Interior), is responsible for urban law enforcement. The Gendarmerie, under the Ministry of National Defense, has primary responsibility for rural security. The National Guard, also under the Ministry of Interior, is responsible for domestic security and the protection of high-level officials and government buildings. The armed forces, under the Ministry of National Defense, are responsible for external security and, in some parts of the country, for internal security. Every 90 days the parliament reviews the state of emergency declaration in effect in the Diffa Region and in parts of Tahoua and Tillabery Regions. -

NIGER Food Security Outlook January - September 2008 • The food situation is deteriorating in northern Figure 1. Current food security assessment, January departments affected by armed conflict. Food security through March 2008 conditions are poor across Ouallam, Téra, Dakoro, Keita, Tahoua, Abalak, Mayahi, Tanout, Gouré, Dogon Doutchi, Loga, Nguigmi and Mainé Soroa departments due to dwindling reserves and an erosion in purchasing power. According to the findings by the joint survey of vulnerability to food insecurity conducted in November‐ December of 2007, 1,441,967 persons are classified as severely food‐insecure (12 percent of the country’s population), up from a figure of 1,100,000 for the same period of 2006. The food situation in Tillabery, Say, Filingué and Konni departments is improving and the state of nutrition is stable in the southern part of the country (Figure 1). • In the most likely scenario for the period from April Source: FEWS NET Niger through June of this year, off‐season crop availability will decline and households will begin to deplete their grain reserves, particularly in Doutchi, Loga, Ouallam and Téra departments and in large portions of the agropastoral area of Tahoua, Maradi, Zinder and Diffa departments. Crops will be available on local markets, but there will be a small seasonal upswing in prices. The food situation in the third quarter of the year, from July through September, should be normal for that time of year, with an average start‐of‐ season for 2008/09 crops in June and farmers and traders unloading their inventories and selling their grain crops. -
