All photos in this report were taken by Khalid Omar 2 Introduction Engagement with media is crucial for young people from Culturally and Linguistically Diverse (CALD) backgrounds. It provides an opportunity for CALD youth to express themselves in a society in which their perspectives are often marginalised, stereotyped or ignored. This handbook shows you how to develop a training program to equip culturally diverse young people who are not yet involved in broadcasting with the skills, knowledge, enthusiasm and networks for ongoing participation in the media. We particularly want to encourage radio stations to deliver programs like this in collaboration with community organisations servicing migrant and refugee young people. The handbook can also be used by government, community groups and private organisations in the same way. Mercy Ngun Ceu With Australia’s mainstream media, coming into sharp criticism recently for not representing the cultural diversity of this country , training projects such as this are important as ever to diversify media in Australia, increase the number of CALD journalists and provide the public with an understanding of diverse experiences and perspectives. The National Ethnic and Multicultural Broadcasters’ Council (NEMBC) is acutely aware that culturally diverse young people are not just underrepresented in the mainstream media but underrepresented in community broadcasting as well. -

“YOU’RE IN THE RADIO LAB!” - UNIVERSITY RADIO STATIONS SERVING THE WIDER COMMUNITY, USING CASE STUDIES FROM THE UNITED KINGDOM, AUSTRALIA AND THE UNITED STATES JANEY GORDON UNIVERSITY OF BEDFORDSHIRE PROJECT LEADER RADIO LAB0 Introduction In a number of areas globally,the development of what has come to be known as ‘commu- nity’ radio has occurred in many forums, such as ICT centres, community groups, churches or social clubs. However a number of countries have found universities to be natural hosts for the early development of this type of broadcasting. This has occurred in some areas due to radical political changes, for example in the ex communist country of Hungary (Velics, 2012) or the newly democratised state of Uruguay (Light, 2012), and the university has been regarded as a ‘neutral’ area.In other countries, universities have had a keyplace in the development, formation and sustainability of this sector of broadcasting, notably the United States, Australia and latterly the United Kingdom. Community radio may be seen as a natural development of what happens in universities anyway, - experimentation into the physics of broadcasting, a commitment by politically active academics and students to use radio to provide alternative views and culture to the mainstream media andthe enhancement of education using broadcasting technologies. There are also pragmatic reasons for universities to host community radio stations. A uni- versity is a semi-public site, the university authorities can welcome external visitors but also provide some restrictions and security to access if needed. A university frequently occupies large premises that may be able to find space for a fledgling community radio station and its volunte- ers. -

It is experiencing rapid growth with an increase in the number of licensed radio stations, however, government funding has not proportionally increased and this is threatening the financial viability of many stations. The key issue addressed in this research is the need to find ways to enhance community radio’s sources of funding without imperilling its status as a not-for-profit sector. This study argues that there is no inherent conflict between entrepreneurial principles and not-for-profit principles, and as long as all revenue is invested back into the station, then there should be no limit on income generation for community radio. COMMUNITY PARTICIPATION IN THE DEVELOPMENT OF DIGITAL RADIO: THE AUSTRALIAN EXPERIENCE CHRISTINA SPURGEON (Refereed) Creative Industries Faculty, Queensland University of Technology ELLIE RENNIE AND YAT MING FUNG Institute for Social Research, Swinburne University of Technology Abstract The participation of the community broadcasting sector in the development of digital radio provides a potentially valuable opportunity for non-market, end user-driven experimentation in the development of these new services in Australia. However this development path is constrained by various factors, some of which are specific to the community broadcasting sector and others that are generic to the broader media and communications policy, industrial and technological context. This paper filters recent developments in digital radio policy and implementation through the perspectives of community radio stakeholders, obtained through interviews, to describe and analyse these constraints. The early stage of digital community radio presented here is intended as a baseline for tracking the development of the sector as digital radio broadcasting develops. We also draw upon insights from scholarly debates about citizens media and participatory culture to identify and discuss two sets of opportunities for social benefit that are enabled by the inclusion of community radio in digital radio service development. The first arises from community broadcasting’s involvement in the propagation of the multi-literacies that drive new digital economies, not only through formal and informal multi- and trans-media training, but also in the ‘co-creative’ forms of collaborative and participatory media production that are fostered in the sector. The second arises from the fact that community radio is uniquely placed — indeed charged with the responsibility — to facilitate social participation in the design and operation of media institutions themselves, not just their service outputs. -
