This will help us to promote the students of our vocational courses. 1 From the year 1991 Mr. Rudolf Schwartz had been tirelessly working for the students of underprivileged society. 3623 students were benefited by the scholarship scheme introduced by him. More than 7000 students were benefited from the vocational institutes and presently working. 7764 cases were attended by the Home Nursing Bureau started by Mr. Schwartz. The organization will be publishing a book on him. “The man who transform the life of thousands of students and gifted a bright future”. Rudolf Schwartz – Founder of ISEAF. The book was co-authorized by Jacob Mathew, President ISEAF and Ms. Reena Borkar, a beneficiary of ISEAF. All our vocational institutes are working well. Besides the certifications from the government examination boards from this year we introduced “Indo German Board of Technical Education Society” a registered autonomous body consisting of 13 members to conduct examinations and to issue certificates. No. 165 Dandoswada Mandrem pernem Goa by the staff of Pernem Police Station in presence of SDPO Mapusa Shri Serafin Dias where in one Mr. Ilia Alexsandrovich Shtennikov, age 30yrs, Russian national was found illegally cultivating cannabis plants in his rented apartment. The offence vide Pernem Police Station Crime No. 29119 u/s 20(a) (i) of NDPS Act, 1985 was registered and cannabis plants weighting 608 grams amounting Rs. 65, 000/- were seized. The accused Ilia Alexsandrovich Shtennikov, age 30yrs , Russian national was arrested. During the Course of interrogalion of accused Ilia Alexsandrovich Shtennikov it was revealed that there are some foreigners staying in a particular house aI Danoswada Mandrem and are also suspected to be dealing in narcotics drugs. Accordingly Pernem Police Station Staff along with SDPO Mapusa Shri Serafin Dias identified the said house as per the information gathered and conducted a search of Hno.l65 Danoswada Mandrem Pernem Goa. It was seen that in this particular house foreigner were residing and on minute search , seized from the persons residing in the house narcotics drugs as under . It was not, however, always this way. Until the 1960s Calangute, nowadays Goa’s most raucous package resort, was the watering hole of the Portuguese elite, who arrived in May for their annual mudança (movement), to ‘take the air’ along the sedate seaside promenade. Aside from Calangute, the northern coastal strip remained a simple string of fishing villages, bounded to the south by the Portuguese Fort Aguada, and to the north by Terekhol Fort.     Colonialism, Christians and Sport: The Catholic Church and Football in Goa, 1883-1951 James Mills University of Strathclyde Glasgow, Scotland Abstract The chapter uses the development of football in Goa, the Portuguese colony in India until 1961, as a case study with which to critique existing histories of sport and colonialism. The start point of the article is that when taken together existing studies of football in particular, and to an extent sport in general, in colonial contexts bear a range of similarities. Broadly speaking a model can be drawn from them, one in which Christian missionary activity and colonial government projects act to introduce and encourage western sports among colonised populations who then eventually adopt and adapt the games. The Goa example offers a fresh perspective as it argues that while elements of the story of football there are familiar from these other studies, the role of indigenous agents in propagating the game at its earliest stages is crucial to understanding how the sport took off and became embedded in local society and culture. Introduction A range of studies of sport in colonial contexts that have been published over the last decade or so point to the importance of Christian missionaries in introducing modern games and sporting activities to non-western societies. J.A. Mangan’s oft-repeated publications on the mission schools in India are perhaps the best known of those that have examined the role of Western Christians in colonial contexts. In his most recent examination of the issue he returned to the examples of Theodore Leighton Pennell and Cecil Earle Tyndale-Biscoe in the North West Frontier Provinces and Kashmir respectively.1 The North West Frontier region had a pre-existing indigenous interest in physical preparation for martial pursuits that manifested in displays of ‘tent- pegging’.
