Introduction The strategy is worked out in co-operation with local partners from the nine municipalities in Kyustendil district (Bobovdol, Boboshevo, Dupnitsa, Kocherinovo, Kyustendil, Nevestino, Rila, Sapareva banya and Treklyano) as well as the municipalities of Kriva Palanka, Rankovitse, Kratovo, Probistip, Vinitsa, Delchevo, Kochani, Sveti Nikole and Berovo in Macedonia, part of the cross border region. The necessity of its working out is determined by: • The possibilities for implementing into practice the concept for “territorial cohesion” of European Union, the accession of Bulgaria to which was on 01.01.2007, and Macedonia is a candidate for full-right member. • The existing social and economic problems in the cross border region and insufficient degree of its tourist potential mobilization and utilization. -

This right should be guaranteed by the state in a manner of securing conditions for its implementation. On the other hand, the citizens are those who should also contribute in promotion and protection of the healthy environment. Hence, despite the constitutionally guaranteed right to live in a healthy environment, of concern is the fact that already for years the state institu- tions do not pay sufficient attention and do not take concrete measures to preserve and improve the environment. -

The Local development is more specific and has a greater specificity if it is a part of a mountainous rural area. Such mountainous rural areas are the Maleshevo Mountains, especially the space around Berovo (Maleshevо) valley, the little town of Berovo is the central settlement and there are also several rural settlements which administratively belong to the municipality of Berovo. This mountainous rural area with its natural and anthropogenic characteristics and their demographic features offer excellent opportunities for tourism development, especially development of rural tourism as a specific form of tourism. It is this kind of tourism-Rural Tourism which has a great economic and social impact on the rural areas which are developing. This influence can be directed through direct tourism consumption and indirect by encouraging and supporting the development of other economic activities, local infrastructure, etc...). If we view the development in such a way of rural tourism in the Maleshevo region it will represent serious basis for the local development w ith all its segments in the concrete rural space.
