Objectives of this call for application

The objective of this pilot initiative is to establish micro-business for recycling focusing on extracting the plastic available from the region of Dragash. This call for applications targets small business men & women of Dragash. The pilot will provide only to one beneficiary: a pressing machine capable of pressing plastics, cardboard and cans*.

It is expected that the successful applicant will be a resident of Dragash territory, have an appropriate piece of land and hopefully previous experience in recycling or collecting of recyclable. It is also expected that he/she will have sufficient understanding of the business and its complexity especially in relation to collection of the plastic from the different sources: Households, schools, shops, and any other sources.

The success of this project will contribute in improving the situation of waste management in Dragash, reducing the volume of plastic waste substantially and allowing for new economic resources to flow into the local economy. The benefits of eliminating the plastic waste that exists in the territory of Dragash will contribute to the developing Dragash’s Vision for the future†, which implies an improved, clean and healthy environment. This is especially pertinent as part of Dragsh territory recently been incorporated into the Sharr Mountain National Park.

Although the recycling of plastics waste has increased substantially in recent years in , this practice has not reached the region of Dragash. This pilot project is aimed at increasing the recycling of plastics waste in Dragash and it is expected to develop techniques and procedures for decreasing the quantity of plastic waste to a minimum and at opening new markets for recycled plastics (e.g. for PET bottles, PE films or PVC building materials). This should decrease the amount of total waste reaching the dumpsite and total waste being collected by the waste company. It should also contribute to eliminating the amount of plastic laying down in the open fields of Dragash and in the rivers and surroundings of its roads.

General information

Dragash is a 435 square kilometres mountain region, located in the southern region of Kosovo- , and is characterized today by its high level of poverty, migration and great landscape beauty and relevant water resources. Basic background information on Dragash municipality is provided in annexes for the applicant to consider and integrate in producing his proposal. Dragash/Dragaš is one of the Balkan’s hotspots with regards to its exceptional biodiversity containing a considerable number of endemic and rare species. The main

challenge of Dragash municipality in the years to come is to effectively protect its natural territory. Recently (Dec. 2012) a large portion of its territory has been declared part of the Sharr Mountain National Park. The National Park category brings to Dragash the possibility of increased tourism and of branding its products and services accordingly. It is well known that nature based tourism in the world is the preferred destination of tourists, and that regions where national parks exist can benefit from the economic thrive of this categorization.

None the less, one obstacle that may prevent Dragash from improving its economy through the national park category and benefits is the current situation on waste management in their 35 villages and main town. There is a public waste management company which is operational only in 22 villages, while 13 villages are not included in the service. This exclusion contributes to a high level of environmental pollution; even in villages where there is waste being collected some families refuse to pay the collection service and continue to throw their waste in rivers or other public spaces within village.

Waste management today in Dragash‡ is deficient, not only because it does not cover the entire territory, but also because it is an unsatisfactory service, it is irregular and it does not promote improvement with teh citizens themselves. The company itself does not promote any type of recycling or separation of waste at any stage of the process

It is estimated that there is a volume of at least 747 tons of plastic in the waste produced in all 36 cadastral districts in Dragash. This figure could possibly be as high as 2081 tons given the summer population which brings to the territory and important and noticeable population of Diaspora community. Summary of information on waste is also provided in Annexes for analysis by the applicants. A simple table is provided here below:

The figures provided above, need to be analyzed properly by the applicant as it is estimated that in most regions in Kosovo plastic is not collected in winter season. This does not mean that plastic could not be separated at the household and sold to the collection point in summer time or after winter. The level of plastic potentially collected by the collector- beneficiary will largely depend on his initiative to generate the correct economic incentive and to disseminate the information adequately amongst the community.

The beneficiary will have to play some business scenarios - for example, analyzing the potential of targeting the collection of plastic intensively from the main Dragash town and the 8 main sub-centers that have been defined as the villages that have a growing trend in terms of population and where there is a trend of concentration of the main number of SME’s and or registered businesses. Details of these core sub- centers is provided also in Annexes. (Annex 1)

The beneficiary will need to set up a purchasing price for plastic per kilo to create the correct incentive. It is expected also that the beneficiary- collector- will raise awareness of the community and schools ensuring that his business is known throughout the Dragash region. It is expected that he will define a collection mechanism /calendar to ensure that all villages are served by collection of plastic service, which in turn will enable his business to flourish.

It is also estimated that there is a market for selling pressed plastic in different categories, a table of companies that purchase plastic at the collection point is provide in Annex 2. Plastic is sold, depending on the type at a price of 150 to 325 Euros per ton.

ANNEXES

Annex1 Summary of relevant information on Dragash territory

Dragash/Dragaš - Location and Geography Dragash/Dragaš is the southernmost municipality in Kosovo, sharing borders with the neighbouring countries of Former Yugoslav Republic of Macedonia (FYR Macedonia) to the east and south, and Albania to the west. The municipality’s coordinates are 41 50’ 58” - 42 09’ 03” in northern latitude and 20 35’ 39” - 20 48’ 26” in longitude. To its north, Dragash/Dragaš is bordered by which is the centre of the Kosovo South region under which Dragash/Dragaš falls. Dragash/Dragaš town is 37km from Prizren town. The municipality covers an area of 435.8km², approximately 4% of the entire territory of Kosovo and is eighth largest of Kosovo’s thirty municipalities. Dragash/Dragaš municipality comprises 36 settlements with the small town of Dragash/Dragaš as the municipal centre.‡‡ The municipality is edged by the high Sharr/Šar Mountains on its southern and eastern sides, stretching into FYR Macedonia and Albania. This mountain range extends northeast-southwest for approximately 70km in length and 30km in width, with a total surface area of about 1600km². 900km² (56.25%) of this area lies in FYR Macedonia, with 690 km² (43.12%) in Kosovo and 10 km² (0.63%) in Albania. A special characteristic of Dragash/Dragaš are the extended areas of pastureland that has made the area suitable for livestock farming, agriculture and the creation of agricultural products.

Villages and population figures breakdown The highest density of population is in Dragash/Dragaš town, where on average around 305 inhabitants reside per km², although its cadastral zone is also the sixth smallest. The density and average distance between settlements across the municipality demonstrates that the Opoja/ region is almost three times more densely populated than the Gora/Gorë region, with approximately 1.6 times shorter distances between settlements. The thirteen least dense settlements are all located in Gora/Gorë, out of a total of 16 settlements in that central and southern region in total. The large surface areas of the respective settlement territories may account for this, especially in the mountainous areas, and bears little relation to the resident population. Restelica/Restelicë, for example, has the highest population in the municipality but also the largest territorial area; the main urban area where most human settlement occurs, however, is fairly dense while the remainder of the territory is uninhabited. There are large differences in population in the different settlements throughout the year; as mentioned earlier, it is likely that the population is around a third higher in summer than in winter. Thus even the villages that appear largely abandoned throughout the year become very active locations in summer. The 2011 Kosovo

Census revealed that 37.5% of the dwellings in Dragash/Dragaš are uninhabited, of which around 12% are stated for use as temporary residences during holidays and seasonal work.

Settlement structure

Dragash town is the main center of Dragash Municipality and acts as the municipal centre should providing services and supply for the whole municipality at the best level available

A second relevant category of the populated areas is the sub-centres. The sub-centers category has been defined in the MDP based on the existing settlement structure and natural preconditions. Such as population and number of households (HH) - namely, an increase in population and number of HH since 1981, as well as a good social and technical infrastructure. Sub-centres are equipped with Central schools, Family Medical Centres and good road access, and are already an economic sub-centre or have more than 50 businesses. The following settlements are identified as sub- centres: Blaç/Bljad, Bellobrad/Belobrad, Bresanë/Brodosavce, Brezne/Brezna, Brod, Rapča/Rapçë and Restelica/Restelicë.

Most settlements are classified as villages (22 out of 36). The villages shall develop in an organically manner, preserve their traditional character while adapting to the needs of life today. This includes an improvement of technical infrastructure. Regarding social infrastructure (e.g. in the field of health services) but also in terms of commercial development, they benefit from good access to the next sub-centre and to Dragash/Dragašh town as the Municipal Centre. Remote Villages: Some villages in Dragash/Dragaš are characterised by a small population and small number of HH, dramatic decreasing tendencies since 1981, as well as a low number of pupils and few businesses.

Remote Villages are: Bačka/Baçkë, Dikance/Dikanc, Orčuša/Orçushë, Pllajnik/Plajnik and Xërxe/Zrze.

Social structure and economic profile Between 2004 and 2009, the number of companies registered in Dragash/Dragaš rose by 54%.§§ The progression for the whole of Kosovo for the same period is 82%. Only Novo Brdo/Novoberdë (44%) and Leposavid/Leposaviq (52%) have lower rates of progress.

Registered enterprises in Dragash/Dragaš are mostly very small businesses, often only providing employment for the owner. The total number of formal jobs within the municipality is thus estimated at around 2500.

The largest business sector in Dragash/Dragaš is Trade and services, closely followed by Manufacturing. The majority of trading occurs through local shops: groceries, construction yards, warehouses and petrol stations. A very small number of other commodities are provided, selling paint, jewellery, leather, textiles and tools. Four pharmacies are located in Dragash/Dragaš town,one in Bellobrad/Belobrad, one in Blaç / Bljad and two in Bresanë/Brodosavce. In terms of manufacturing only six businesses are registered, most with just one employee processing raw materials (such as wood). Its large contribution to the employment market comes from the Remateks textile factory in Dragash/Dragaš town, which provides 380 jobs mostly in the production of synthetic fabrics with a small amount of wool production, and is the largest single employer in the municipality. The main market for these products is abroad. The administrative staff comes also from Prizren, but the company provides free transport for employees from Dragash/Dragaš. The company was established in 1982, prior to the conflict in 1999 the factory collected whool. Another significant part of the job market is that generated by hospitality and catering enterprises; this generally relates to cafes, bars and restaurants which exist in the majority of villages, rather than to hotels since the tourism industry is as yet under- developed and there is only one registered hotel. The largest employer within the hospitality and catering sector is Dragash/Dragaš town, with 35 registered businesses, followed by Restelica/Restelicë with 23. A relatively high proportion of registered businesses was unable to be identified or did not exist (10%).*** This may be because they may have subsequently shut since registering or changed their location or organisation in some other way.

The business and economic centre is Dragash/Dragaš town, with 228 businesses registered out of the municipal total of 856 and providing for most of the service sectors. Bresanë/Brodosavce and Restelica/Restelicë are the two business sub-centres (88 and 95 businesses respectively). There are fewer than 50 businesses in the remaining 33 settlements; with 13 settlements possessing fewer than ten businesses and which are located in two clusters of settlements – from Buçe/Bude to Pllajnik/Plajnik and from Krstec/Kërstec to Zlipotok.
