Undeclared War: unmanned drones, human rights and collective security Susan Carolyn Breau, University of Reading/Mark Olssen, University of Surrey Drones constitute, as Barbara Ehrenreich notes, in her ‘Foreword’ to Medea Benjamin’s Drone Warfare: Killing by remote control, the “ultimate action-at-a-distance weapons, allowing the aggressor to destroy targets in Pakistan or Afghanistan while ‘hiding’ thousands of miles away in Nevada” (Ehrenreich, 2013, p. vii). Yet, as Ehrenreich continues, “it is hard to even claim that their primary use is ‘military’ in any traditional sense. Drones have made possible a programme of targeted assassinations that are justified by the US ‘war on terror’, but otherwise in defiance of both international and US law” (p. viii). She notes how Benjamin in her book documents impressively how “it is the CIA, not the Pentagon, that operates most drone strikes in Western Asia, with no accountability whatsoever. Designed targets…have been condemned without evidence or trial – at the will apparently, of the White House. And those who operate the drones do so with complete impunity for the deaths of any civilians who end up as collateral damage.” (p. viii) Although the technical expertise for producing drones was developed as early as the WWI, and although unmanned aerial vehicles were used for gathering intelligence and for reconnaissance during WWII and during the Vietnam and later Balkan wars, their adaptation to becoming lethal military vehicles for the purposes of attacking and destroying specified targets has taken place more recently. Although Abraham Karem assisted the Israeli’s in developing unmanned robots in the 1970s, and built the first Predator drone in his garage in Southern California in the early 1980s 1, the first official use in military conflict only occurred since 1999 with the NATO Kosovo intervention where unmanned robotic aircraft were adapted to carry missiles “transforming them from spy planes into killer drones” (Benjamin, p. -

Attending to this gap in the scholarly literature, this dissertation challenges conventional depictions of Plato as hostile to diversity by showing that Plato makes a compelling case for why we should engage with foreigners: the epistemological benefits of cross-cultural engagement. Through exegetical readings of the Republic, Laws, Phaedrus, and Menexenus, I argue that Plato finds cross-cultural dialogue epistemologically beneficial owing to its ability to provoke us to philosophize together, an activity at once conducive to the quest for wisdom and generative of friendship. Put simply, conversations with foreigners perform the same role as the Socratic gadfly of stinging us into consciousness. This finding has major implications for the field of political theory and, specifically, for the role of the new subfield commonly referred to as comparative political theory. By demonstrating the centrality of cross-cultural dialogue to Plato’s conception of political theory, this dissertation suggests that comparative political theory is not a deviation from the tradition of Western political theory, but a restoration of it. -

Yeisley, Lieutenant Colonel, USAF The modern international system in which nation-states compete for survival has historically assumed three primary configurations: uni polarity, in which a single state acts as a hegemon;1 bipolarity, in which two states control the majority of power with weaker states aligning with one or the other; and multipolarity, where three or more nations are powerful enough to act as poles in the system. Since the 1648 Treaties of Westphalia, multipolarity with various great-power states jockeying for supremacy has been the norm. As the fortunes of these states waxed and waned, war typically has been the ultimate result of perceived power im balances among them. While there have been historical instances of bi polarity, each of these was regional rather than global in scope.2 Many scholars argue that the international system has assumed a unipolar orientation since 1991, with the United States the sole remaining “super power.”3 Perhaps more important are predictions of what will follow for international relations. For example, some believe the United States will face no viable challengers in the near term, with unipolarity a stable and long-term likelihood.4 Others see a return to a multipolar environment wherein many nations will possess military and economic might sufficient to be recognized as great-power states.5 Still others foresee a return to bipo larity with the United States and one future great power locked once again in a struggle for primacy.6 This last possibility is increasingly influenced by Brazil, Russia, India, and China (BRIC). -

Chapter 2 Political Violence and War In their respective conclusions to examinations of the literature on possible linkages between internal and external conflict, both Stohl (1980) and Levy (1989) decry the apparent lack of theory development as the main impediment to progress in our understanding and the accumulation of knowledge on this subject. Stohl goes on to claim that, The construction of an adequate theory of conflict linkages is dependent upon the reciprocal development of theories of political conflict and violence in general. As previously indicated, theorists of internal and external conflict have avoided consideration of conflict outside their particular focus when constructing their theories. The evidence we have reviewed...suggests that this has been an error and thus a hindrance to the development of conflict theory. (Stohl 1980, 326) It is, however, unusual within the political science discipline for scholars to lend much credence to such linkage and other macro-theoretical arguments. The skeletal structure lent to our global security affairs by the construction of modern political states demarcated by spatial borders and exclusive juridical domains provides a strong rationale for closure, compartmentalization, and specialization in scholarship. Yet, the idea of a nexus between internal and external conflict, and especially warfare, gains in both saliency and immediacy as the political borders separating the internal from the external become more permeable. It seems almost facetious to suggest that the key to an understanding of any nexus between internal and external political conflict should focus on the agency and structure of that which defines the distinction, that is on political borders themselves. -

Introduction The coronavirus pandemic has brought at least half of the world under lockdown ( New York Times, 3 April 2020), and killed — at the time of writing — over half a million people (Johns Hopkins University, 31 July 2020). As humanity struggles against this deadly threat, the virus has transformed political priorities and behavior across the globe. Political conflict is a function of politics: as politics shift, so too do political violence patterns. The end of June marked 16 weeks since the World Health Organization (WHO) declared COVID-19 a pandemic (WHO, 11 March 2020). Since March, the Armed Conflict Location & Event Data Project (ACLED) has monitored resulting shifts in political violence and protest patterns around the globe through the COVID-19 Disorder Tracker (CDT). The project has documented varying responses across countries and contexts. In some places, reactionary populist leaders refused to take the virus seriously, preferring to perform politics as usual against a backdrop of the rising death toll. In others, power shifted between the people and the state, with the pandemic bringing a halt to mass protest movements and increasing the opportunity for government repression (Foreign Policy, 21 July 2020). -

ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

Conflict, Security and the Reshaping of Society This book is an examination of the effect of contemporary wars (such as the ‘War on Terror’) on civil life at a global level. Contemporary literature on war is mainly devoted to recent changes in the theory and practice of warfare, particularly those in which terrorists or insurgents are involved (for example, the ‘revolution in military affairs’, ‘small wars’, and so on). On the other hand, today’s research on security is focused, among other themes, on the effects of the war on terrorism, and on civil liberties and social control. This volume connects these two fields of research, showing how ‘war’ and ‘security’ tend to exchange targets and forms of action as well as personnel (for instance, the spreading use of private contractors in wars and of military experts in the ‘struggle for security’) in modern society. This shows how, contrary to Clausewitz’s belief that war should be conceived of as a ‘continuation of politics by other means’, the opposite statement is also true: that politics, insofar as it concerns security, can be defined as the ‘continuation of war by other means’. This book will be of much interest to students of critical security studies, war and conflict studies, terrorism studies, sociology and international relations in general. Hybrid Warfare Challenges to the Armed Forces: Realities and the Way Ahead Kunendra Singh Yadav In all fighting, the direct method may be used for joining the battle, but indirect methods will be needed in order to secure victory. —Sun Tzu Introduction With the recent landmark changes in the political landscape of Jammu and Kashmir (J&K), a whole new era has been ushered in. A state which was unfortunately the test-bed of Pakistan’s nefarious agendas for decades, has now been subjected to a bold, exigent and logical step. The dissonance in decision-making has finally given way, laying fresh ground for renewed endeavours. With “Hybrid Warfare Challenges to the Armed Forces: Realities and Way Ahead” being the subject of scrutiny, a certain degree of factual clarity needs to be brought in right away. Three fundamental queries need to be answered at the outset. First, is the term hybrid war a relatively recent construct? The answer is a definite no. The phenomenon is actually as old as the history of warfare itself. This is particular ly true for the classical period wnere the sources are few and scattered. For the archaic period the situation has been somewhat better. One of the first attempts toward the study of Corinthian 1 history was made in 1876 by Ernst Curtius. This brief art icle had no pretensions to a thorough investigation of the subject, merely suggesting lines of inquiry and stressing the importance of numisihatic evidence. A contribution of 2 similar score was undertaken by Erich Wilisch in a brief discussion suggesting some of the problems and possible solutions. This was followed by a second brief discussion 3 by the same author.
