Environmental Destruction in the 1991 Gulf War* by Adam Roberts Since the 1991 war between Iraq and the coalition powers there has been much interest in the question of how to limit the environ- mental damage of warfare. In addressing that question, it is necessary to look at the events of the war itself, and to draw some conclusions from that experience as well as from other experience and from more normative approaches. That there would be a high risk of environmental destruction in any war over Kuwait had been expected beforehand — not least because, in September 1990, Iraq had threatened destruction of oilfields. Thereafter, for better or for worse, many of those warning of environmental destruction described the probable damage in apoca- lyptic terms, and used it as an argument against resorting to war at all. In the months between the occupation of Kuwait in August 1990 and the outbreak of war in January 1991 there was rather less public debate about the need to observe laws of war restraints, including those in regard to the environment, if war should break out. The UN Security Council did not address laws of war issues systematically in its resolutions in this period. However, the ICRC, in its representations to governments in mid-December 1990, did refer to protection of the natural environment. Then, in the letter handed to the Iraqi foreign minister in Geneva on 9 January 1991, President Bush warned that the US would not tolerate "the use of chemical or biological weapons, support for any kind of terrorist actions, or the destruction of Kuwait's oil fields and installations". -

David Bullen Limited 15b Ramirez Road Rackheath, Norwich Norfolk NR13 6GD Design & Access Statement in support of application for the construction of a new workshop and exhibit room at RAF Neatishead Radar Museum. 1.0) Introduction 1.1) The application The proposal in this application is to construct a new workshop and exhibit space in the grounds of the existing museum. 1.2) The objectives There is one very specific objective to this proposal. The new building is to house a key historical artifact. The Type14 Mk2 Mobile Radar that the museum possesses currently lives outside and is in a dire state or repair, being attacked by the elements every year. It is reported to be the ONLY remaining example of this type in existence in the entire world. Hence the importance to restore and maintain it for future posterity is crucial. 1.3) Client’s brief “The RAF Radar Museum is quite unique. The artifacts we have on show are often rare. We have space to house these artifacts except the Type 14 Mobile Radar unit. We need to construct a new building to house this truly historic item. The space needs to be suitably sized so that we can, over time, restore the Type 14 back to its former glory. Not only that, the new space will give us room to put more items on display that are currently out of public sight. Thus improving the overall experience of the museum. Once the Type 14 had been restored, it will live in the new workshop. However, the workshop will also allow us to repair and maintain other items on site that we are currently unable to do” 2.0) The Site 2.1) Site location The site is located to the south side of the RRH Neatishead base. -

Box 1346 Ann Arbor, Ml 48106-1346 ilBSTRAGT The Cromer Moraine forms a distinctive geographical region near the coast of the northern part of the County of Norfolk. A pro nounced characteristic of this region is the vridespread cover of heatb-land, far less extensive than in former times. This heathland appears in its turn to have developed from an original woodland cover which was destroyed by the depredations of man and his domesticated animals . It has been necessary first to delimit the region as accurately as possible and this has been accomplished by means of a detailed study of local topography and of well-sections. The earliest evidence of the location of heathland comes from tlie Domesday Survey and this has been confirmed by references to heathland in various other documents dovm to 1750. By the middle of the eighteenth century the new developments in agriculture^ or ’Norfolk Husbandry’ as it was called, became widely known and practised, resulting in this region in a greatly accelerated reclama tion of heathland; so that by the time of the Tithe Survey (183S-42) less than a hundred years later over 4000 acres of heath had been reclaimed. -
