London Borough of Barking and Response to London Borough of Redbridge (Regulation 19) Pre Submission Local Plan

This letter forms the London Borough of Barking and Dagenham official response to the consultation document set out above. We would like to thank you for giving us this opportunity to respond to your consultation.

At this stage in the local plan process (regulation 19) we note that responses are confined to the soundness of the plan and if the plan meets the tests set out in the National Planning Policy Framework. Nevertheless, as a Local Planning Authority, we also have the right to make more general points regarding issues that impact on our borough under the Duty to Cooperate (Section 110, Localism Act, 2011). Barking and Dagenham welcomes the opportunity to discuss the comments submitted as part of Duty to Co-operate arrangements.

The Vision for Redbridge (Section Two)

In terms of the ‘Vision for Redbridge’ we note that the key diagram illustrates the location of the Investment and Growth Areas. The plan indicates that these go over the LB Redbridge boundary into our local authority (e.g. and Marks Gate). We appreciate that this is simply for illustrative purposes and the policy influence will not go be exported over the borough border. In order to reduce confusion, we would request that the extent of the Investment and Growth Areas do not extend beyond Redbridge and penetrate into Barking and Dagenham.

We would encourage you to give reference to London Riverside. In reality, the unmet need of Redbridge will be met most predominately here, so this seems material to the overall Vision for Redbridge.

Crossrail Corridor Investment and Growth Areas (Section Three) – Billet Road

The broad growth area which is of most relevance to Barking and Dagenham is the ‘Crossrail Corridor Investment and Growth Area’ (Policy LP1B) we note that this is made up of three key sites; 1.) Ford Sports Ground, 2.) King George and Hospital and 3.) Billet Road.

Billet Road, given its extreme proximity to our borough will have a significant impact on Marks Gate (London Borough of Barking and Dagenham), especially with regard to social infrastructure

provision and transport provision. We are therefore pleased policy LP1B states (on page 29) that; land will be developed through working in partnership with the London Borough of Barking and Dagenham to ensure development at Billet Road complements the neighbouring redevelopment at Marks Gate in terms of design principles and sharing of community infrastructure such as schools and library facilities. We also note the commitment to undertake a masterplan.

With regard to this allocation, we would like to know if all social infrastructure impacts are accounted for. Secondly, given the immediate proximity of the Billet Road allocation to Barking and Dagenham it is likely that the development would have a material impact on social infrastructure in our borough; it would be good to understand these impacts more fully.

It is important that the masterplanning process is comprehensive and not simply an exercise to set out design parameters. We request that detail of the masterplan process is set out in the policy. This should include an understanding the quantitative need of social infrastructure and how it will be provided. Planning gain monies and planning obligations procedures should be set out to understand how monies will be allocated to the London Borough of Barking and Dagenham where there is considered to be a material impact (e.g. health care, schools (primary and secondary).

We would also ask that the masterplan assesses possible impacts on the road network, as it is likely that the sites development would be felt on our borough. Traffic is likely to go through Marks Gate to access the A12 and the wider road network (junction at Whalebone Lane).

Key Retail Parades – Loxford Garage Site

We notice that Loxford Garage Site (BP Garage (which includes the Costcutter at Ilford Lane)) has been designated a Retail Parade. This is situated close to the border with LB Barking and Dagenham.

It is not considered that this site fulfils a function synonymous with a key retail parade, given that it is simply a petrol garage with ancillary convenience store function. It is hard to understand how policy LP10(c) would be applied as the site currently does not have a retail use but a sui-generis use.

It may be prudent to review the suitability of this designation and the need for further retail parades in this location given the proximity of the Ilford Lane Local Centre and parades on outside of the border, namely the Triangle and Fanshawe Avenue (NC24)1 and Barking Town Centre.

We also note that policy LP28 – Advertisement and Shop Fronts supports advertisements in Key Retail Parades. Given that the Loxford Garage Site is at a key gateway to Barking Town Centre, we would prefer advertisement signage not to be placed at such an important gateway site for our borough.

Other Allocations Close to the Border with Barking and Dagenham

We note the following allocations which are close to the boundary wit Barking and Dagenham:
