Report of 2013-14 Season

The 2013-14 season presented many challenges to those involved in Cambridgeshire rugby both on the field and off. We reach the end of the season however with our enthusiasm for the game we love undimmed and looking forward to the forthcoming season with relish – new approaches to the development of our young players will need to be bedded in; a new league structure for teams across Eastern Counties will doubtless present opportunities to develop new friendships and the prospect of the Rugby World Cup in Autumn 2015 is a mouthwatering one. The latter also presents us with a once in a generation opportunity to promote our game and its values to the wider community – one that the county will be working hard to seize.

As always, the past season has been full of activity – much of which goes unseen to large parts of the rugby community – but which could not take place without the loyal and generous support of our sponsors. We therefore record our gratitude to:

There can be no doubting the highlight of the domestic club season in 2013- 14 was the revival of matches at first team level between Cambridge and Shelford, with large crowds present at both the National League 2 clashes. Honours were even on the field over the two games as Shelford first defeated Cambridge at Volac Park and Cambridge then returned the favour at the Davey Field later in the season. While both clubs maintain ambitions of playing at a higher level, it was Cambridge who claimed local bragging rights with a higher league position than their rivals this season – but both will be looking forward to renewing their rivalry at the Davey Field on 27 September this season.

Saffron Walden’s season continued right to the very end of the year as they sought promotion to 1. A 22-0 victory over leaders in December saw the Cambridgeshire side top of their league at Christmas, but a pair of unfortunate losses in January meant that they were fated for the play- off position at season-end. A trip to Twickenham RFC (just a mile from HQ) was to follow and a loss in extra time by the odd point in 87 means that the Henham-based club will remain at London 2 level for the next season. The renewed strength of the second team however means that there will be a high level of optimism for going one place better in 2015.

Two Cambridgeshire clubs competed at London 3 level in the last season – both having been promoted two seasons ago. Another season of consolidation for Cantabrigians saw them finish in the upper half of the table without ever seriously challenging for the promotion places. However the club is in good spirits as it approaches its seventieth anniversary season and significant investment in facilities will see them in good heart for the new season. Wisbech also opened their renovated clubhouse this season but will be returning to the Eastern Counties 1 league next season as a late run of losses saw the Fenland club drop out of London 3 by a single point.

For much of the season, Newmarket looked likely to win the Eastern Counties 1, but injuries eventually took their toll as they lost a series of tight encounters in the last two months of the season to miss out to West for the championship and automatic promotion. A play-off against Clapton – runners up in 1 – was lost by a single point and so a further season in Eastern Counties 1 beckons. Ely will remain alongside them as their young side continues to contest the upper reaches of the league – buoyed perhaps by their appearance in the County Cup final – they will be looking to build again in 2014-15.

For Mildenhall Red Lodge in Eastern Counties 2 the vagaries of player availability continues to be a challenge, but they can look back with some pride in having completed their league season, ensured that where they were able to they also honoured the fixtures for their second XV in the Greene King leagues, and will take the field again among their Cambridgeshire colleagues in the new Eastern Counties leagues for next season.

For Cottenham-based Renegades, the season was one of transition as a mixture of youth and experience led to a series of variable results – but an honourable third place in the Green King Premiere table was obtained – while for Sawston and March in the same league, some renewed stability was achieved. Teams were fielded regularly, oppositions were hosted in the appropriate style and genuine community rugby was delivered – no mean achievement in times of increasing demands on players time and continuing economic uncertainty. The same can be said of Cambourne Exiles and Wendens Ambo who graced the Greene King Deuxieme league with good humour, commitment and – at times – skill. Indeed at all levels of our local game, we see individuals playing, refereeing, volunteering for the sheer joy of the game, its camaraderie and its values of teamwork, discipline, sportsmanship, respect and – most importantly – enjoyment. While it might be the first teams who gain the press coverage and can attract several hundred to pre-match lunches and the like, all levels of a club from firsts to fifths contribute to this spirit and provide the framework for games to take place.

Sadly, one famous name in Cambridgeshire rugby met its end this season as Old Perseans finally decided to wind themselves up. As longstanding secretary, Phil Harvey, reported: “It has been several years since the club has played a single game and many more years since a regular fixture list has been in operation. A few months ago I called together some of the local ex stalwarts and it was decided, over a pint or two, that there is no sensible reason to prolong the club's existence. We then had a big reunion on 12th April, including taking in the Shelford v Cambridge match where we wore our old OPRUFC shirts, some more comfortably than others! We had some great years, in the 60s and early 70s especially, and this really is a sad but the inevitable conclusion.”

The Youth and Mini Rugby scene across the county remains vibrant, with an extensive programme of county cups at youth level, mini festivals and tournaments being held. This year’s model of taking various events to different clubs around the county proved successful and enabled the workload to be more widely spread. The new age grade regulations from the RFU have now operated for two seasons and are contributing to a faster and more inclusive mini rugby game … we wait with excitement to see how the increased skill level will translate into the older youth game. County Cups were held at u13 to u17 level and this year the cup winners, runners up and plate winners all took part in inter-county competitions with their counterparts in Norfolk and – a much enjoyed innovation.

The Cambridgeshire Youth County squads had an enjoyable and productive year in terms of player development. With Cambridgeshire providing the largest contingent of players selected for the Eastern Counties under 18 squad, there is a feeling that our player-centred approach to developing young talent is proving its worth. This learning will be taken on board next season as the youth squads – rebranded as the ‘Developing Player Programme’ fall under the wing of the Premiership clubs. Cambridgeshire, along with Suffolk, will form part of the programme while will take Norfolk under their wing. We wait for the final details of the programme and its personnel but an exciting future beckons if the prospectus is to be relied upon.

Every year the county awards the Dickie Jeeps Trophy to the outstanding young player on the county scene, with some illustrious names being among the winners. Those of a certain vintage will recognise ‘AW Hancock’ – trophy winner in 1963 and 1964 and scorer of a famous match-winning try for in the in 1965. This year’s winner was of Northampton Saints and Shelford and before that Wendens Ambo Mini Rugby – a Scottish youth international at under 18 and under 20 this season and part of the Scots’ Junior World Cup squad. Congratulations are due to him and also to Alan Gregory of Cambridge RFC who represented Scotland at under 16 level.

The Cambridgeshire County XV also played two matches and ended up sharing the Inter-Counties Cup with Norfolk. With Gareth Godfrey and Danny Hunter taking on the county coaching duties at short notice – just days before the home match versus Suffolk – it was a huge performance which saw Cambridgeshire lose by just two points at Ely in front of a crowd of assembled members from both counties. With Norfolk defeating Suffolk, all was set for the deciding game at Thetford. Cambridgeshire won by seven points leaving Norfolk and Cambridgeshire unable to be separated and so sharing the trophy – the first time Cambridgeshire’s name would be on the cup since 2008.

The season finished with two county cup finals held at Ely on the first Saturday in May … Cambridge Development defeated the hosts to take the County Cup while Shelford IIIs defeated Cantabrigian IIs in the Junior Cup – congratulations were due to all four teams for an entertaining day of rugby and to Ely for providing a high quality venue and coping with a large crowd so admirably. Next season’ the new league and cup structure will mean that we have five matches to complete on the equivalent day in what should be a real feast of the best in our community game.

One of the features of finals day was the provision of teams of four officials from the Cambridge University and District Rugby Referees Society. We have become used to the high quality support that CUDRRS give to all levels of our game from Sunday morning youth matches, Wednesday afternoon college games, Saturday afternoon senior games – but our gratitude should not go unremarked.

And so we look forward to 2014-15 with undiminished enthusiasm. A new league structure for our lower teams will enable clubs to progress to their appropriate level while meeting new faces on the field; changes in the youth development programme promises exciting new relationships with the premiership ‘big boys’, but the core of our game and its values remains solid. Our task is to grow the game – players, referees, volunteers and administrators – so that it can meet the challenges of the 21st century, grow beyond the image of ‘muddied oafs’ and ‘blazers’ that characterises rugby in the minds of those who know no better, but retain the ethos of a game for all played in the right way and for the right reasons – if we can do that, then with the World Cup on our shores in 2015 the future looks bright indeed.

The Competitions shall be called the Senior, Intermediate & Junior Cups with participation in the competitions agreed by the Cambridgeshire RFU Committee. They are open to all clubs in full membership of the Cambridgeshire Rugby Union and affiliated to the Eastern Counties Rugby Union. In this context full membership means having paid the subscription for the season in question by 1st November. The Competitions shall comply with the laws, Byelaws and Regulations of the RFU. 2. The Competition shall be administered by a Cup Organiser, who shall be appointed annually by the General Committee and who shall be responsible for the interpretation of the Rules with the exception of Rule 11. Otherwise the decision of the Cup Organiser will be final. 3. Participation in the competitions shall be interpreted as acceptance of these Rules. 4. Player Eligibility: a) A club XV, irrespective of which competition they enter, may only play, or select as a replacement/substitute, players who hold effective registration for that club in accordance with the RFU Registration of Players Regulations or hold a bona-fide membership of that club in cases where clubs are not expected to register players in accordance with the RFU Registration of Players Regulations. b) A club may not select a player for a match squad if that player is registered with another club in accordance with RFU Registration of Players Regulations. c) In the Intermediate Cup those clubs entering Development XVs, 2nd or 3rd XVs (under whatever title) may not select players who have played in a higher XV for more than one-third of the possible games played by that player for the club in the season up to the date of the Cup match. d) In the Junior Cup those Clubs entering Development XVs, 2nd or 3rd XVs (under whatever title) may not select players who have played in a higher XV for more than one-third of the possible games played by that player for the club in the season up to the date of the Cup match. e) Players who have been members of match squads for Intermediate Cup matches may only play in Junior Cup matches if they have played less than one-third of the possible games played by the XV entered in the Intermediate Cup in the season up to the date of the Junior Cup match. f) No player may play for more than one club in any one season in either the Intermediate or Junior Cup. g) If, following written objection to the Cup Organiser of the Cambridgeshire RFU (received within 5 days of the match in question), any player is found to have played whilst he is ineligible under the above, then the result shall be awarded against the offending club irrespective of the actual result h) Should both clubs play ineligible players under the above, then both clubs will be disqualified. 5. The rounds of the Competitions shall, whenever possible, be played on set dates prescribed by the Cambridgeshire RFU. However, nothing in these rules shall prevent a routine fixture counting as a competition match, subject to the approval of the Organising Committee. In the event of a competition match being postponed, cancelled or abandoned for any reason, the home club shall inform the Organising Committee as soon as possible and secure their approval for any revised arrangements agreed between the clubs concerned at least 7 days before the revised date of the match. Sides in the Youth Competitions must consist of regular members of the Club’s Youth sides during the current season. 6. The draws for the matches in the Competition will be made immediately following the AGM of the Cambridgeshire RFU preceding the Competitions, with the first team drawn being the home side, unless both sides agree to change.  Arrangements for matches shall be the responsibility of the home club including obtaining the services of match officials.  The Cambridge University and District Rugby Referees’ Society will appoint match officials for the Competitions.  Arrangements however for the Finals shall be responsibility of the Cambridgeshire RFU Committee. 7. In every match, except the Finals, points shall be scored in accordance with Laws of the Game of Rugby Union.  If after the completion of normal time the scores are level, the club that scored the most tries shall go forward to the next round.  If this does not produce a result, the club that scored the most converted tries shall go forward to the next round.  If the scores, the tries, and the conversions from tries are equal, the away club shall go forward to the next round.  Captains must ensure that precise details of scoring are agreed with the referee in the case of scores being level at the end of normal time. 8. Within 5 days after each match, the winning club shall be responsible for notifying the Cup Organiser of the result. 9. In the Finals, points shall be scored in accordance with the laws of the Game of Rugby Union.  If, after the completion of normal time, the scores are level, the teams shall change ends, using the same players and replacements. There shall be an immediate period of replay between the two teams of 10 minutes each way, with a 3-minute interval.  If no result is achieved, the teams shall continue for further immediate periods of replay of 5 minutes (with 1 minute intervals) until the first score. The team that scores first will be the winners. If after four periods of replay there is no score, the game will be decided on the toss of a coin.  During the periods of replay the teams shall change ends at the intervals. 10. If possible the Finals will be played on neutral ground, but in any case the Cambridgeshire RFU Committee shall decide the venue. 11. In the event of an objection being made under Rule 4(g), the President of the Cambridgeshire RFU shall consider it and two independent members of the Union nominated by him. Any decision reached by this panel shall be final. Playing Regulations Replacements etc: Intermediate Cup 1. If the Cambridgeshire Cup tie is played as a double header with a match from an RFU competition then the regulations for that RFU competition will apply. 2. If the Cambridgeshire Cup tie is played as a stand - alone tie then the current RFU KO Competition regulations will apply. 5 of the XVs in the Intermediate Cup are eligible for either the RFU Intermediate, Senior or Junior Vases. The London & South East Division Competitions Secretary will issue the relevant regulations with the draws for the RFU competitions. Replacements etc: Junior Cup 1. As 12 of the 13 XVs in the Junior Cup play in the Greene King Leagues then the rules of those competitions shall apply. In general the RFU laws apply, however a maximum of 7 replacements will be allowed unless: i) otherwise agreed by both captains and referee before the kick-off, or ii) one side has replacements, the other has less than 15 players and has not been offered players before the kick-off by the opposition in which case no replacements shall be allowed. In any event, the referee should agree with the two captains before the game on whether or not replacements are available. 2. There shall be no rotation of players during the game. 3. Teams with replacements available are honour bound to loan such players to an opposing side if that side is short. Shortage of Players: Junior Cup 1. All clubs are advised not to call off any fixture due to shortage of players without first consulting with the opposing club and the Cup Organiser. 2. Opposing clubs are encouraged to provide players in order to fulfil the fixture, even if this means playing fewer than 15 players per side. This could reduce to 10-a-side, where standard RFU rules should apply, in exceptional circumstances in order to provide all those players present with a game Non-Contested Scrummages: Junior Cup These will be allowed in all games in the interest of getting games played by the maximum number of players. If a Club has a problem then they should inform their opponents as soon as possible and the home team should brief the referee. Assessment & Grading Manager: Charles Osbourn Cambridgeshire RFU Representative: James Pepper The Whistlers Trophy The Whistlers’ Trophy is the prize competed for each season by Clubs affiliated to the Society and Cambridgeshire RFU. The trophy is a large silver whistle, 25cm x 12cm, mounted on a wooden plinth, and is awarded by the Society to the Club that has provided the best support to it during the past year.

The competition aims to encourage Clubs to support the recruitment and retention of referees by:  making referees feel welcomed, appreciated and valued;  showing respect for match officials on and off the field;  helping the Society to raise the standards of refereeing. Referees assess Clubs’ performances after each match and report back to the Society. The assessment criteria have been revised over the years and now concentrate on respect and hospitality. These are the two most important factors that determine whether match officials enjoy their rugby at the Club and look forward to returning there. The trophy is awarded to the Club that attains the highest level of performance over all these criteria and factors. Rules for the Cambridgeshire Youth Rugby Cup Competitions

Under 13’s to Under 16’s Cups

1. These rules are the rules of the Cambridgeshire Under 13’s to Under 16's competitions, hereafter referred to as "The Competitions". Where any Cambridgeshire sponsorship is in place for the Competitions, clubs are expected to honour these obligations to the fullest extent possible.

2. The Competitions shall be controlled by the Cambridgeshire Youth Cup Competition’s Committee. The Committee shall have full powers to deal with all disputes and transgressions including the power to disqualify any participating Club which may infringe any rules of the Competitions. Decisions of the Committee will be final and no further appeal shall be allowed. Day to day running and organisation of the youth competitions shall be delegated to the Competition Administrator.

3. All matches shall be played in accordance with the Laws, Bye-laws and Resolutions of the Rugby Football Union and the ‘Spirit of the Game’. All players, officials and spectators are expected to demonstrate high standards of behaviour and sportsmanship as well as complete respect for the match officials. In case of proven failure to reach such standards, in addition to any other disciplinary action taken by the relevant authorities, the Cambridgeshire Youth Cup Competitions Committee may apply any reasonable sanction against the club concerned including but not limited to, expulsion from the competition or deduction of points in the mini league.

4. The Competition Administrator shall invite entries from all eligible clubs within Cambridgeshire and Associate Clubs for the under 13 to under 16 competitions. Entries must be received in accordance with the timescale published each year.

5. (a) Two clubs may apply to the Administrator to combine their playing strength at one or more age groups purely in order to enter the Cup Competitions.

(b) Clubs wishing to take advantage of this concession should advise the Cambridgeshire Youth Cup Committee of their intentions and apply for a special entry form which will need to be signed by the relevant officials of each club.

(c) Each player participating in the competition as part of a combined team must be registered for one of the relevant clubs in accordance with rule 11.

(d) Combined sides will not be eligible to progress to County, Divisional or National competitions as a result of their success in the Cambridgeshire Youth Cup. If they would otherwise have been eligible, the Organiser shall nominate, in their place, the club that has the next best playing record in the competition.

6. (a) Cup entry will be by invitation. The draw for the knock-out competition will be made by the cup committee. Any club wishing to enter a team must contact the committee before the start of the season. The committee has the right to refuse entry to any club/team.

(b) Finals will be played on a set date for each age group. Semi- finals, Quarter-finals and any preliminary rounds will be played by or on a “play by” date set by the Cup Committee. Clubs will be notified of the draw and dates by the Cup Committee and it will be up to the clubs to mutually agree a date for the match with their opponents within the overall framework of the Competitions. Where the is a failure to play the fixture, the final decision will be the Cup Committee’s (see rule 7)

(c) The highest placed club in each age group will represent Cambridgeshire in the Eastern Counties Cup Tournament. This includes East Midlands and Clubs invited into the Cambridgeshire Cup Competition (Huntingdon, Peterborough, St Ives, St Neots and Royston).

(d) In the event of a draw in any match, the away team is considered to have won the game.

7. (a) Any requests to postpone or re-arrange fixtures for good cause must be made to the Competition Administrator no later than seven days before the match is due to be played, stating the full reasons for the request. Should such a request be granted, the team making the request should re-arrange the game with their opponents for the earliest mutually available date. THE OPPONENTS AND ANY REFEREE WHO HAS BEEN APPOINTED MUST BE INFORMED BY THE REQUESTING CLUB OFFICIAL OF ANY AGREED POSTPONEMENTS OR CHANGES AT THE EARLIEST POSSIBLE OPPORTUNITY.

(b) In the case of postponement due to weather conditions the home team official must provide as much notice as possible to the visiting team and referee, if applicable, in order to prevent wasted journeys.

(c) If a postponement is agreed under clause 7(b) or for any other reason, and it is not possible for the teams to mutually agree a suitable alternative date, the Competition Administrator shall, having due regard to the circumstances of both teams, designate a date on which the fixture must be played.

(d) In the case of clause 7(c) where adverse weather conditions leads to a game being postponed more than once and/ or if, in the opinion of the Administrator, there is no realistic prospect of a scheduled game being completed in a reasonable time frame because of ongoing pitch conditions, the Administrator may, after consultation with representatives of both teams, require the match to be played at a suitable alternative venue. If, after consultation, the teams concerned cannot agree on an alternative venue, the Administrator may designate such a venue.

(e) In the case of clause 7(c) where postponement of a game due to failure by clubs to agree a date for a match and, in the opinion of the Administrator, there is no realistic prospect of a scheduled game being completed in a reasonable time frame. The Administrator may, after consultation with representatives of both teams, decide the result by means of a forfeit. 8. Kick off times for all matches except the Final may be mutually agreed between the clubs. If agreement cannot be reached, matches will kick off at 11.00 a.m. The finals of all competitions will kick off at 11 am.

9. The venue for the final, semi-final, preliminary rounds and any play-off matches are determined by the cup draw.

10. The winners of the finals will receive the relevant Cambridgeshire U13, U14, U15 or U16 Cup and will hold it for one year EXCEPT insofar as 14(c) shall apply. Both finalists will receive a SVB> keepsake trophy.

11. (a) All players must have been registered with the RFU before participating in the Competition. All players must be under 13 on 1st September of the current season for the U13's competitions, under 14 on 1st September of the current season for the U14's competitions, under 15 on 1st September of the current season for the U15's competitions, or under 16 on 1st September of the current season for the Under 16 competitions.

(b) Any player registered by a club who has played for that club in a Cambridgeshire Cup Competition game shall be ineligible to play for any other club in the competition for the remainder of that season.

(c) A player shall be deemed to have played for a club if his name has appeared on an official team sheet as a player or replacement and the match has taken place.

(d) As this is a community rugby competition, no player who is contracted to a Premiership Academy or identified as a member of a National Elite Squad will be permitted to play in the EC Cup.

12. (a) Official team sheets will be issued by the Competition Organiser before the start of each season’s competitions.

(b) A maximum of twenty two players per team may be nominated for each match. Seven of these players may be available as replacements in accordance with the Laws and Resolutions of the Rugby Football Union. The squad should include three players trained and eligible to act as front row replacements. The completed team sheet showing the starting teams and replacements must be available to the referee BEFORE the commencement of the match.

(c) In accordance with Rule 6 of the Schools and Youth Regulations, ‘a player who has been substituted may replace any player whether or not that player has been injured’ viz. rolling subs.

(d) On completion of a match, both club team officials should enter the result and score on the team sheet and obtain the signature of the away team official to verify these.

(e) The home club team official must dispatch the completed team sheets to the Cambridgeshire Youth Cup Competition Administrator as soon as possible to arrive no later than the Wednesday following completion of the match.

13. Failure to comply with the rules relating to player registration and team sheets without reasonable excuse may result in sanctions against the transgressing club at the discretion of the Cambridgeshire Youth Cup Competitions Committee. Such sanctions may include exclusion from the remainder of that season’s competition. In the case of the semi finals or final, the match or trophy may be awarded to the transgressing club’s opponents.

14. (a) In line with the ERFSU rules, the maximum score difference in any youth game is 50. In Cup games when the score reaches this figure the game is technically over. (It is the recommendation of the Cambridgeshire Youth Cup Committee and provided that both teams agree that, for the remainder of the match, the sides should be evened up).

(b) In the semi-finals, if at fulltime, the scores are level, the team that has scored the most tries shall go forward to the Final. If this does not produce a result, the team that has scored most goals from tries shall go forward to the Final. If the scores, the tries and the goals from tries be equal, the away team shall be declared the winner.

(c) In the Final, if after full time the scores are level, the match shall be declared a draw. the trophy will be shared and held by each club for a period of six months.

(d) If it is required to produce an outright winner, for the purposes ONLY of progress to another competition, the procedure applied to the semi finals as defined in Rule 14 (b) will be applied; the Cambridgeshire Final shall still be recorded as a draw.

15. Clubs participating in the Finals are to submit the names, dates of birth and playing positions to the Competition Administrator one week prior to the matches.

16. (a) For all matches in the Competitions except the Final the home team shall be responsible for arranging a referee qualified to the appropriate standard i.e appointed of local Society referee. If touch judges are not appointed, each club will provide a competent person to fulfill this role.

(b) In the case of the Finals of the competition the Cambridgeshire Youth Cup Administrator will arrange referees and, wherever possible, touch judges.

17. In the event of Clubs having similar or clashing colours, the home team will be responsible for changing its colours. The referee's decision on the suitability of colours shall be final.

18. The host Club is responsible for the proper promotion of the matches, including correctly and clearly marking the pitch and providing barriers to ensure spectators are kept a reasonable distance from the field of play.

19. During the competition and at the Finals, should any monies be collected from clubs, teams or spectators, (excluding bar and catering takings) including money collected from registration, admission, sale of programmes and car parking will be for the use of Cambridgeshire Youth Rugby activities and will be collected at the discretion of the Cambridgeshire Rugby Football Union.

Any matter in dispute, or claimed transgression of the rules, shall be referred immediately to the Competition Organiser, in person or by telephone with confirmation in writing or by e-mail within 48 hours. Any disputes arising will be reviewed by the Cambridgeshire Youth Cup Committee, whose decision is final.

Bye-Laws of Cambridgeshire Rugby Football Union Following AGM of 11 June 2014

1 NAME, OBJECT & CONSTITUTION 1.1 The name of the Union shall be the “Cambridgeshire Rugby Football Union”, hereinafter referred to as the “Union”. 1.2 The object of this Union shall be the promotion of the game of Rugby Union Football in Cambridgeshire, as regulated by the Laws and Bye- Laws of the Rugby Football Union and the Bye-Laws of the Eastern Counties Rugby Football Union. 1.3 The Union shall be affiliated to the Rugby Football Union and the Eastern Counties Rugby Football Union. 1.4 The Union shall comprise: (a) Clubs – Those Clubs which are allocated to the Union by the Eastern Counties Rugby Football Union and such other clubs which may from time to time be approved for affiliation by the General Committee. (b) Individual members – The officers of the Union, Honorary Life Vice Presidents, Honorary Vice Presidents, Associate Members and those members of the General Committee not included in the foregoing. (c) Other bodies – Such as Cambridge University and District Rugby Referees’ Society and schools in Cambridgeshire affiliated to the Eastern Counties Schools’ Rugby Union. 2 MEMBERSHIP 2.1 Clubs – Any club allocated to the Union shall become a full member of the Union on payment of the annual subscription as determined by the preceding Annual General Meeting. Any other club shall become an affiliated member on compliance with the terms and conditions required by the General Committee. All subscriptions shall be due by 1st September following each Annual General Meeting. Clubs whose subscriptions are not paid by the 1st November following shall lose all privileges including voting rights, participation in the Union’s competitions and the opportunity for any of their members to be chosen to represent the Union until their subscriptions are paid. 2.2 Individual Members – These shall comprise: (a) The Principal Officers of the Union who shall be the President, the President-Elect, the Immediate Past President, the Chairman of the General Committee, the Vice-Chairman of the General Committee, the Honorary Secretary and the Honorary Treasurer. They shall be elected at the Annual General Meeting but the President shall not hold office for more than two consecutive years. (b) Honorary Life Vice Presidents who shall be recommended by the General Committee for election at an Annual General Meeting in recognition of their exceptional service to the Union. (c) Honorary Vice Presidents who shall be recommended by the General Committee for election at an Annual General Meeting in recognition of their particular service to the Union. (d) Associate Members who shall be granted membership, subject to the approval of the General Committee, on receipt of their subscriptions as determined by the Annual General Meeting in each year. (e) Other persons not covered by (a), (b), (c) or (d) above who become and remain members of the General Committee under Bye-Laws 3.1 and 3.2. 3 THE GENERAL COMMITTEE 3.1 The voting membership of the General Committee shall comprise: • The Principal Officers of the Union as listed in bye-law 2.2 a) • Such other officers as are appointed at the Annual General Meeting under the terms of bye-law 4.1 • A representative nominated by each of the clubs in full membership of the union; • Honorary Life Vice-Presidents of the Union; • A representative nominated by the Honorary Vice-Presidents and Associate Members of the Union • A representative appointed by the Cambridge University and District Rugby Referees Society 3.2 The Committee shall meet in accordance with a calendar of meetings to be agreed at the Annual General Meeting and be responsible for administering the affairs and finances of the Union in accordance with these Bye-Laws. It shall have the powers to appoint sub-committees, to fill vacancies occurring during the season, to co-opt up to three additional members during a season and to approve new Associate Members.

3.3 Five members of the General Committee shall form a quorum. 3.4 At the General Committee Meeting prior to the Annual General Meeting the Honorary Treasurer shall submit a report on the financial year ending 30th April preceding the Annual General Meeting and make his proposals for the subscriptions for the following season. The Committee shall make recommendations to the Annual General Meeting regarding such subscriptions, proposals for the election of the officers and the schedule of meetings for the forthcoming year up to and including the succeeding Annual General Meeting. 3.5 The General Committee shall decide the time and place of any Annual or other General Meeting of the Union and the Honorary Secretary shall give twenty-eight days notice to all members of any such meeting together with details of the matters to be considered. 3.6 The General Committee shall have the general power to decide any matters not otherwise covered by these Bye-Laws. 4 GENERAL MEETINGS 4.1 An Annual General Meeting shall be held in June each year for the purpose of: (a) Receiving the Principal Officers’ report on the previous season. (b) Receiving and approving the audited accounts for the preceding year ending on 30th April. (c) Electing for the following season (i) The Principal Officers of the Union. (ii) Honorary Vice Presidents. (iii) The Union’s representative on the General Committee of the Eastern Counties RFU. (iv) Such other officers as the Union might deem necessary based on the recommendation of the General Committee. (v) Honorary Auditor. (d) Deciding subscriptions for following season. (e) Considering any other matters put forward by the General Committee which require approval by an Annual General Meeting. (f) Conducting the draw for all adult County Cup Competitions for the following season. (g) Agreeing a schedule of meetings for the General Committee for the forthcoming year and determining the date of the next Annual General Meeting. 4.2 Clubs in full membership of the Union under the Bye-Law 2.1 shall be entitled to send two nominated and voting members to attend General Meetings in addition to those nominated under Bye-Law 3.1. 4.3 All individual members of the Union under Bye-Law 2.2 shall be entitled to attend any General Meeting. 4.4 The Honorary Secretary shall convene an Extraordinary General Meeting at any time if so directed by the Annual General Meeting, by the General Committee or on receipt of a written request signed by three clubs which state the purpose for which such a meeting is required. 4.5 At General Meetings ten members shall form a quorum. 4.6 The Annual General Meeting shall have the power to delegate any decision which would normally be for its consideration to the General Committee or to an Extraordinary General Meeting, or to such other body of the Union as it shall determine. 4.7 The Honorary Secretary shall maintain a directory of all members of the Union and shall give twenty-eight days’ notice to all members of the Annual General Meeting or an Extraordinary General Meeting together with details of the matters to be considered. 4.8 If the General Committee, or the Chairman of the General Committee having consulted the principal officers of the Union, is of the view that a matter to be discussed requires urgent resolution in order to protect the interests of the Union, the period of notice for an Extraordinary General Meeting can be waived. Notwithstanding this provision, that the Honorary Secretary shall make all reasonable attempts to ensure that all members of the Union have the opportunity to attend the meeting. 5 VOTING 5.1 Only members of the General Committee under the Bye-Laws 3.1 and 3.2 and attending a meeting of the General Committee shall be entitled to vote at that meeting. 5.2 Only persons entitled to attend a General Meeting of the Union under Bye-Laws 4.2 and 4.3 and attending a General Meeting shall be entitled to vote at that meeting. 5.3 At all meetings a person entitled to vote shall only vote once on any one proposal even if that person is present in more than one capacity except that the Chairman of any meeting shall be entitled to a casting vote. 5.4 All matters shall be decided by a simple majority of the votes cast except as provided for in Bye-Law 8.1. 6 PLAYING MANAGEMENT 6.1 The Managers of Senior and Youth Rugby shall be responsible to the General Committee for all aspects of the playing of County Rugby subject to such directions as may be given from time to time by the General Committee regarding administrative matters, budget and financial control, and shall report to the General Committee thereon. 6.2 Otherwise the Managers shall have full authority to organise, select and generally manage the Union’s representative teams for Senior and Junior Rugby with powers to co-opt any additional persons to assist in the carrying out of their duties. 7 COLOURS 7.1 The playing colours of the Union’s representative teams shall be royal blue jerseys with gold hoops, blue shorts and royal blue stockings with a yellow hoop 7.2 The Union tie shall have a dark blue background superimposed with repeated Cambridgeshire crests in gold and may be worn by any player who has represented the Union in a full County match, by any member of the Union under Bye-Law 2.2 and by any other person authorised by the General Committee. 7.3 Players who have represented the Union in a full county match may also wear the Union’s players’ tie which shall be the Union tie with added gold diagonal stripes. 8 Discipline

8.1 In the event that an appropriate authority notifies the Honorary Secretary of an alleged breach of discipline, the Honorary Secretary shall convene a meeting of the Disciplinary Panel to consider the matter. 8.2 A breach of discipline shall be defined as:

(a) A disciplinary offence on the field of play while representing the Union giving rise to dismissal from the field of play;

(b) A series of disciplinary offences on the field of play which – while not giving rise to dismissal on any single occasion – amount to behaviour likely to give rise to disciplinary sanction by the Constituent Body.

(c) Behaviour at an event organised by the Union which amounts to a breach of the RFU code of conduct for players, spectators, coaches or volunteers; or which in the opinion of the reporting authority is contrary to the core values of rugby football or is likely to bring the union into disrepute.

8.3 The disciplinary panel shall consist of three members being either officers of the Union members of clubs in membership of the Union. One member will be nominated by the reporting authority, one by the club of which the alleged offender is a member and the third by the Honorary Secretary.

8.4 The panel shall meet in order to establish the facts of the case and will act in accordance with the principles of natural justice.

8.5 In the event that the panel is satisfied on the balance of probabilities that the alleged breach of discipline did take place, they may apply a proportionate sanction. Possible sanctions might include:

(i) Suspension of playing privileges for a fixed or indeterminate period of time;

(ii) Suspension of the privileges of membership of the Union for a fixed or indeterminate period of time;

(iii) Removal from any office held as a member of the Union;

8.6 In the event that the Honorary Secretary is either the complainant or the alleged offender, their role in the matter shall be carried out by the Honorary Secretary of the Constituent Body or their nominee.

9 AMENDMENTS 9.1 These Bye-Laws shall not be amended except at an Annual General Meeting and then only by a resolution or resolutions passed by a majority of not less than two-thirds of those attending and voting. 9.2 Notice of any proposed amendment to these Bye-Laws must be sent to the Honorary Secretary in writing before 30th April in any season with names of the proposer and seconder who shall be members of the Union. 9.3 All proposals to amend these Bye-Laws shall be considered by the General Committee and its decision on them shall be reported to the ensuing Annual General Meeting.

Dickie Jeeps Trophy

Each season, Cambridgeshire RFU present the Dickie Jeeps Trophy to the outstanding young player on the county scene. This season’s winner was Rory Hutchinson – now of Northampton Saints, but previously of Shelford RFC (First team, colts and youth) and Wendens Ambo Minis. During 2013-14 he was capped for Scotland at both under 18 and under 20 level and played in four of Scotland’s five games at the Junior World Cup in New Zealand. Congratulations to Rory who joins many illustrious predecessors on the role of honour below.
