Apologies were received from MB as he had another meeting to attend. County Councillors Kay Hammond and Barbara Thomson and Borough Councilor Derek Allcard has also sent apologies but a meeting had taken place with KH and DA on 09/01/20. Chris Lowe from Norwood Hill Residents Association sent apologies.

20/005 To confirm the Minutes of the COUNCIL MEETING held on Monday 9 December 2019 The minutes were approved and recorded as a true and accurate record of the meeting.

20/006 Planning / Licence Applications A To review and agree responses to Planning / Licence Applications received in December 2019/ January 2020 See attached Appendix B – January 2020 Planning List with full commentary.

JB advised 5 of the 8 Councillors attended the Councillor surgery on Friday 10 January when all planning applications were reviewed.

The Councillors agreed to respond to 7 planning applications – 1 no observation, 5 no objection with comment and 1 objection

WC advised that a resident had attended from Picketts Lane to gain information from the Parish Council and feedback to residents about the concern of the planning application 19/02276/CU, Land Parcel 1 on Picketts Lane. A meeting was being held for those local residents on 20/01/20 which WC/JB and CM would facilitate.

WC advised we had received notification from Sarah Finch (SF) that a judge has refused permission for judicial review for Horse Hill. Sarah Finch advises this is not the end of the claim. After taking legal advice she has decided to request a 'renewal' – that is for the decision to be reconsidered by a different judge at a short hearing in open court. This is her right and also a very common occurrence. SF solicitors are preparing the paperwork and she expect the hearing to take place within the next three weeks. There is no additional court fee and this all comes within her fixed costs agreement with the solicitors.

Her Counsel advised her that the grounds are arguable, despite the negative ruling. She hopes that the new Judge will give the arguments proper consideration.

A SCC HIGHWAYS CABINET MEMBER MATT FURNISS

Use of side roads unsuitable for HGV’s – examples New House Lane and damage to verges MF advised that roads can be given environmental and weight limits. These are then enforced by Trading Standards. We have raised this with K Hammond to progress this.

Roadworks and damage undertaken – who is responsible for reinstatement? Contractor/ Utility company is responsible for reinstatement. They have a 6- month period to complete the works. Contractors often batch work up so some sites can be left a long time prior to complete reinstatement. There is less control with emergency works over scheduled improvement works. Planned works require a control permit to be applied for and granted. SCC will be introducing a charge of Lane rental (as Kent and London do). This is hoped to be launched in mid-2020 at a charge of £2,000 per day so the longer the works take the higher the charge the utility company takes. There will be a team of 5 individuals who monitor this. Contractor/ Utility Company liable for repairs for first three years.

Decisions by Local Committee on traffic improvements This is up to Local Members. In 2020/21 over a two-year period there will be an additional £40m giving a total of £92m for repairs to roads, pavements and cycleways. This funding is for the whole of . Local Committee will not decide which roads that need improving. This will be a central decision and will be asset led. Each County Cllr will be receiving an additional £23k for capital repairs in their area.

Tree planting on Highways verges There will be a new policy for tree planting in early 2020. Consider planting shrubs rather than trees. If Parish Council/ Individual plants a tree then they are responsible for watering for first few years of tree’s life. SCC charge £350 to plant and water the tree for the first three years. MF advised it is imperative to include County Cllrs in this so speak to K Hammond and Graham Knight.

Lonesome Lane – cars parked on verges still If the land is owned by Highways then the cars should be removed. Liaise with JET team and County Cllrs.

Some years ago, County spent money on raising pavements at bus stops to help accessibility on to & from local buses by matching pavement heights to bus floor levels. What can County do to improve the raised kerb stones at bus stops to provide ease of accessibility that benefits prams, buggy & wheel chair users. Overtime the regular kerb stones that SCC specified to be used have mellowed & become dirtied, and now blend in with the regular run of ordinary kerb stones. By not marking the raised kerb area is that, all too often, drivers overshoot the raised portion. MF recommends the bus companies write to Highways requesting some markings be painted on to assist drivers to stop correctly. The Parish Council can also raise with local County Cllr. SR asked what can be done to stop cars blocking bus stops. MF stated TROs are expensive and a more cost-effective option would be to have a parking review and then a traffic order which was borough wide.

At the Council meeting SR asked if this was something that S&SPC would want to follow up on. Councillors requested CM to add this to the SCC Parking Review and raise with Cllrs Hammond and Thomson.

Are there plans for the shared cycle paths to be marked for cyclist and pedestrian zones? There are no plans for this as it is not legally necessary. If the Parish Council wants de-markation then this should be applied for through the Local Committee

What plans/ budget are there for street lights and potential unlit stretches of pavement? (Many LED units have a narrower field or angle of coverage so on some roads there could be patches of darkness where the LEDs fail to illuminate) SCC have chosen LED units with near identical illumination coverage patterns. The new units will perform optically as well as the current units so no additional units are required. £88k is being invested to change lights to LED which will save £4m p.a. The project will take two years to complete and there will be no difference in the lighting for residents.

What is the policy for cutting back vegetation around street lights? SKANSKA is the lighting contractor and responsible. Any light which is not working or has vegetation growing around it should be reported on line.

SCC are exploring options to use just hot water to kill weeds.

Impact of traffic in with increased trains from May 2020. There is no cost-effective solution available at this stage so we will have to review the situation. Unfortunately, trains trump roads!

Transport planning for Gatwick expansion. County are reviewing and working with other County Councils and Borough Councils.

Impact of North Gatwick Gateway development, Bonehurst Road. R&BBC can do their own traffic survey. The results have to be severe to enable them to reject the planning application.

Longstanding issues at A23 Bonehurst Road. Write to the County Cllr for Development Planning and request that all developments are looked at together to see when it his critical point. Sequential testing needs to be carried out for the wider area on future applications.

Ongoing concerns about Orchard Drive and Cross Oak Lane junction. Raise this through the Local Committee and County Cllrs.

Daily congestion at Three-Arch Junction with A23 causing delays, in particular, accessing East Surrey Hospital. This is noted and there are plans to improve the junction. Funding is being arranged and this is on the Local Committee agenda and radar.

General Bunding is often a cheaper & more effective alternative to bollards when applying physical parking restrictions.

B PRINCIPAL AUTHORITY MEETING

Travellers on Picketts Lane/ Cross Oak Lane DA provided update stating that if the applicant has not sent information by 10/1/20 to the Inspectorate this affects the appeal. A new application has been received which is for change of use. This site is not in the DMP

Finns Farm, Sidlow Fires continued to be burnt over the festive period. DA is chasing Environment Officer – post meeting note. Further evidence should be submitted to R&BBC

Roads KH will speak to Zena Curry about introducing weight limits for Picketts Lane and New House Lane.

Horse Hill Planning application The JR has been refused. Planning application for planning conditions on noise, traffic and light have been received.

Signs SCC refuse to have new signs on Highways so cannot install a sign to show where Salfords Social Club/ playground is from A23 and on Honeycrock Lane.

Blocked Drains The three drains by the bridge on Honeycrock Lane is scheduled for jetting in February 2020.

C HEALTH AND WELLBEING DISCUSSION WITH MARI ROBERT / CLLR ROD ASHFORD

CC and WC advised this was a very informative meeting with lots of useful information. The key messages to come out of the meeting are that there are many volunteer groups/ charities out there that are looking for venues to be able to hold regular events. It appears the Parish Council can gain benefit from this by offering the village hall space when available to these groups who would organize and run the events. This would take minimal time by the Parish Council but could provide real benefit to the community.

S&SPC are holding the Village Hall Celebration day to give residents the opportunity to visit and come and talk to Councillors and hall hirers about what is available in the hall together with reviewing the village plan and providing feedback to Council as to what residents believe is important to them to have in the village.

MR advised there are no ‘Stay and Play’ facilities in the local areas as SCC closed the centres at and Dovers Green so residents may benefit from this. RA added that speech and language and breast-feeding clinics were also well attended.

Cllr Ashford (RA) advised to start small and build on experience. Try not to take on too much at once and be aware that what is popular for one part of the Borough may be different in another.

MR and RA provided details of various organisations to contact and it was agreed that MR would provide a list of organisations and also arrange for WC/CC and CM to meet with her Community Development Officers who have been working on these projects and have experience on developing communities and connection people.

Councillors agreed to review the R&BBC LDF Consultation and feedback any comment to CM by end of January for final deadline submission of 08/2/20

JB and MB had reviewed the Post Implementation Review (PIR) of Gatwick Airport Limited’s Route 4 RNAV-1 SID Airspace Change Proposal.

Paragraph 4 says the Route 4 RNAV should closely replicate the route flown when using conventional SID ie, as in 2012.

Paragraph 6 shows the CAA recognised the change would move aircraft over different people. However it is misleading for the CAA to say the airspace change approved on 14 August 2013 had the ‘effect of bringing the mean track of the final north-easterly leg of the traffic on the SID further south, further away from communities such as Leigh, Reigate and Redhill’. Reigate and Redhill were not overflown by the conventional SID and the effect of that change was to move the aircraft nearer to and over people who were not overflown before that change.

Paragraph 22 says the RNAV route did not achieve what it was supposed to on the easterly leg.

Paragraph 26 onwards talks about redefining the NPR. The approved Route 3 does not follow the NPR so it has been accepted that the route flown does not have to be on the NPR provided it is in the swathe. There is precedent with Route 3 for the adopted route not to be on the NPR so this can be the case for Route 4.

Paragraph 44 says ‘The CAA notes that Gatwick Airport is currently progressing another Airspace Change Proposal to consider the implementation of PBN on Route 4.’ We hope this comment by the CAA means Gatwick Airport’s proposed route must closely replicate the 2012 conventional SID.

The CAA is inviting stakeholders to comment on the draft report’s findings. The objective of this is ensure that the CAA has not missed, misunderstood

or misinterpreted any relevant matters. It is not an opportunity for new representations nor to go back over material that the CAA has already considered.

The consultation which closes on 03/02/20 only asks for details of the person/organisation commenting and one question: -

‘What do you believe we have missed, misunderstood or misinterpreted anything in the report on the PIR?’

Councillors agreed to respond stating:- 1. We welcome CAA’s recognition that Route 4 should closely replicate the route flown when using conventional SID i.e., as in 2012. 2. The approved Route 3 RNAV is not on the centreline of that NPR so it is a mistake to believe the Route 4 RNAV must be on its NPR centreline. There is no need to redefine the Route 4 NPR.

Councillors agreed to copy comments to local MPs and to share our comments with local residents who may also want to comment. It was noted that other local Community Groups, such as Plane Wrong, were very much opposed to these changes as it would be reverting the flight path back to where it was in 2012.

Councillors were liaising with Plane Justice who would be intending to send All an update out to their supporters.

Councillors considered the CAA consultation on noise modelling and agreed to allow AEF to review and comment as they had the expertise in this field. S&SPC would review their response and consider whether to CM comment by 04/03/20 CM LGW had sent an invite to Parish and Town Councils to attend a meeting on 06/02/20 to receive an update on the northern runway project. It was agreed CM that JB and SR would attend and CM to advise LGW accordingly.

The Council noted the other correspondence and agreed no action was necessary.

Action ▪ All to review the R&BBC LDF Consultation and feedback any comment to CM by 31/1/20 for final deadline submission 8/2/20 ▪ CM to submit response on Post Implementation Review (PIR) of Gatwick Airport copying to Crispin Blunt (Reigate MP), Paul Beresford (Mole Valley MP), Claire Coutinho (East Surrey MP) and R&BBC/ TC and encourage residents to comment ▪ CM to review AEFS’s response to CAA consultation on noise modelling and consider whether to comment by 04/03/20 ▪ CM to advise LGW that JB and SR will attend a meeting on 06/02/20 to receive an update on the northern runway project.

20/010 Clerk Report and Matters Arising See Appendices C and D for updates which were noted by Council.

Masons Bridge Road – build out to slow traffic design. As part of the consultation the Fire Service have raised concerns about emergency service vehicles responding to emergency calls travelling towards East Surrey Hospital, passing vehicles waiting at the build-out. This is a safety concern which could potentially lead to collisions should the build out be constructed in this location. For this reason, SCC are looking again at the design of this scheme. Should alternative proposals be feasible, residents will be contacted again about the proposals and notices will be displayed on site directing motorists to information on the SCC website. They will also advise the Parish Council.

Millstream Farm Enforcement made a site visit to the Millstream Farm site/ Lammas site on Brighton Road on 17/12/19 where over 50 shipping containers have been bought onto site. There are approximately 50 new containers on the site of about which 30 are going to be staying as the owner is using them as part of his vehicular storage consent. Around 20 will be removed this year as they leak or are damaged. There are some which have been placed on top of others which the landowner has been requested to move and only one tier high because of the effect on neighbouring properties.

Picketts Lane site The landowner has appealed the enforcement notice for the 6 plots. The planning application has now also been validated. The Clerk has received lots of correspondence from residents about this

New House Lane/ Picketts Lane roadworks CM continues to receive complaints about the state of New House Lane verges and traffic being used as a rat run. Although the gas works are complete on Picketts Lane there was a large fly tip so Picketts Lane had to remain closed longer than expected. This was the fourth one in as many weeks while that road was closed.

Village Hall The village hall has had its annual fire check of appliances. We needed to get a new fire blanket and new extinguisher as they were over 10 years old.

Christ the King lease We have received the draft heads of terms for the new lease with CtK which we are reviewing.

Litter Pick The next Great British Spring Clean will be held from 20 March - 13 April 2020. Councillors agreed to hold an event on Sat 21 March. CM and CC to arrange.
