Slides attached. WC thanked SB for his time and informative presentation. MB left the meeting at this stage. 20/001 To receive apologies for Absence. The official Council meeting was started and WC welcomed Councillors to the first meeting of the new year and thanked the members of public for attending. Apologies were received from MB as he had another meeting to attend. County Councillors Kay Hammond and Barbara Thomson and Borough Councilor Derek Allcard has also sent apologies but a meeting had taken place with KH and DA on 09/01/20. Chris Lowe from Norwood Hill Residents Association sent apologies. 20/002 Declarations of Interest and dispensations There were no declarations of interest 20/003 Public Notices - For information only - Village Hall Celebration Day – Saturday 25 January 2020 – 3pm to 4.30pm - Councillors Surgery – Friday 7 February 2020 – 19:00 – 19:30hrs - Council Meeting at Salfords – Monday 10 February 2020 at 19:00hrs – Guest Speaker Chairman Sanjay Patel, Salfords Cricket Club 20/004 Public Question Period (limited to no more than 15 minutes) A resident from Picketts Lane raised concern about planning application 19/02276/CU. He provided details and insight for Councillors to consider when determining the application WC thanked the resident for the information and said this would be 1 of 15 Mins S&SPC Council – January 2020 considered later in the meeting when the planning application was reviewed. 20/005 To confirm the Minutes of the COUNCIL MEETING held on Monday 9 December 2019 The minutes were approved and recorded as a true and accurate record of the meeting. 20/006 Planning / Licence Applications A To review and agree responses to Planning / Licence Applications received in December 2019/ January 2020 See attached Appendix B – January 2020 Planning List with full commentary. JB advised 5 of the 8 Councillors attended the Councillor surgery on Friday 10 January when all planning applications were reviewed. The Councillors agreed to respond to 7 planning applications – 1 no observation, 5 no objection with comment and 1 objection WC advised that a resident had attended from Picketts Lane to gain information from the Parish Council and feedback to residents about the concern of the planning application 19/02276/CU, Land Parcel 1 on Picketts Lane. A meeting was being held for those local residents on 20/01/20 which WC/JB and CM would facilitate. Action ▪ Clerk to respond to 7 planning applications - 1 no observation, 5 no objection but comment and 1 objection CM ▪ CM to liaise with residents about meeting on 20/01/20 CM B T/o review Planning / License Decisions made by R&BBC and agree if any action required Refer to Sheet 314 January 2020. There were 3 planning applications: ▪ 1 Approved ▪ 2 Approved with conditions WC advised we had received notification from Sarah Finch (SF) that a judge has refused permission for judicial review for Horse Hill. Sarah Finch advises this is not the end of the claim. After taking legal advice she has decided to request a 'renewal' – that is for the decision to be reconsidered by a different judge at a short hearing in open court. This is her right and also a very common occurrence. SF solicitors are preparing the paperwork and she expect the hearing to take place within the next three weeks. There is no additional court fee and this all comes within her fixed costs agreement with the solicitors. Her Counsel advised her that the grounds are arguable, despite the negative ruling. She hopes that the new Judge will give the arguments proper consideration. 20/007 Meeting Reports The following meetings were attended: - 20/12/19 – SS Highways Cabinet Member Matt Furniss – WC/SR/JB/CM 06/01/20 – Principal Authority Meeting – WC/JB/CM 13/01/20 – Health & Wellbeing with Mari Robert/ Cllr Ashwood – WC/CC/CM 2 of 15 Mins S&SPC Council – January 2020 A SCC HIGHWAYS CABINET MEMBER MATT FURNISS Use of side roads unsuitable for HGV’s – examples New House Lane and damage to verges MF advised that roads can be given environmental and weight limits. These are then enforced by Trading Standards. We have raised this with K Hammond to progress this. Roadworks and damage undertaken – who is responsible for reinstatement? Contractor/ Utility company is responsible for reinstatement. They have a 6- month period to complete the works. Contractors often batch work up so some sites can be left a long time prior to complete reinstatement. There is less control with emergency works over scheduled improvement works. Planned works require a control permit to be applied for and granted. SCC will be introducing a charge of Lane rental (as Kent and London do). This is hoped to be launched in mid-2020 at a charge of £2,000 per day so the longer the works take the higher the charge the utility company takes. There will be a team of 5 individuals who monitor this. Contractor/ Utility Company liable for repairs for first three years. Decisions by Local Committee on traffic improvements This is up to Local Members. In 2020/21 over a two-year period there will be an additional £40m giving a total of £92m for repairs to roads, pavements and cycleways. This funding is for the whole of Surrey. Local Committee will not decide which roads that need improving. This will be a central decision and will be asset led. Each County Cllr will be receiving an additional £23k for capital repairs in their area. Tree planting on Highways verges There will be a new policy for tree planting in early 2020. Consider planting shrubs rather than trees. If Parish Council/ Individual plants a tree then they are responsible for watering for first few years of tree’s life. SCC charge £350 to plant and water the tree for the first three years. MF advised it is imperative to include County Cllrs in this so speak to K Hammond and Graham Knight. Lonesome Lane – cars parked on verges still If the land is owned by Highways then the cars should be removed. Liaise with JET team and County Cllrs. Some years ago, County spent money on raising pavements at bus stops to help accessibility on to & from local buses by matching pavement heights to bus floor levels. What can County do to improve the raised kerb stones at bus stops to provide ease of accessibility that benefits prams, buggy & wheel chair users. Overtime the regular kerb stones that SCC specified to be used have mellowed & become dirtied, and now blend in with the regular run of ordinary kerb stones. By not marking the raised kerb area is that, all too often, drivers overshoot the raised portion. MF recommends the bus companies write to Highways requesting some markings be painted on to assist drivers to stop correctly. The Parish Council can also raise with local County Cllr. SR asked what can be done to stop cars blocking bus stops. MF stated TROs are expensive and a more cost-effective option would be to have a parking review and then a traffic order which was borough wide. 3 of 15 Mins S&SPC Council – January 2020 At the Council meeting SR asked if this was something that S&SPC would want to follow up on. Councillors requested CM to add this to the SCC Parking Review and raise with Cllrs Hammond and Thomson. Are there plans for the shared cycle paths to be marked for cyclist and pedestrian zones? There are no plans for this as it is not legally necessary. If the Parish Council wants de-markation then this should be applied for through the Local Committee What plans/ budget are there for street lights and potential unlit stretches of pavement? (Many LED units have a narrower field or angle of coverage so on some roads there could be patches of darkness where the LEDs fail to illuminate) SCC have chosen LED units with near identical illumination coverage patterns. The new units will perform optically as well as the current units so no additional units are required. £88k is being invested to change lights to LED which will save £4m p.a. The project will take two years to complete and there will be no difference in the lighting for residents. What is the policy for cutting back vegetation around street lights? SKANSKA is the lighting contractor and responsible. Any light which is not working or has vegetation growing around it should be reported on line. SCC are exploring options to use just hot water to kill weeds. Impact of traffic in Reigate with increased trains from May 2020. There is no cost-effective solution available at this stage so we will have to review the situation. Unfortunately, trains trump roads! Transport planning for Gatwick expansion. County are reviewing and working with other County Councils and Borough Councils.
