Removal of condition No 2 of planning permission 07/01803/F requiring the building to be clad. DRAWING NUMBERS: 995-DW-06 This application is referred to the Planning Committee at the discretion of the Head of Development and Regulation due to its relevance to the other applications at the hospital being considered at Committee. Planning permission was granted in 2007, under reference 07/01803/F, for a two- storey modular office building within the parking area, south of the woodland, on the eastern part of the site. Condition two of the permission stated: “The developer shall by the 30 June 2008 have obtained the Local Planning Authority’s written approval of a specification for the materials to be used to clad the external surfaces of the building hereby permitted and have applied the cladding in accordance with the approved details. Reason: To ensure that the Local Planning Authority may be satisfied with the detailed design of the proposal and with regard to policy Cf2 of the Reigate and Banstead Borough Local Plan 2005.” As a S73 application, relating to a condition only, this is not an application that would normally be brought to Committee. However, in light of applications 11/01384/F and 11/01385/F also being considered by Committee, for similar structures to this one permitted in 2007, it was deemed appropriate for all applications to be considered together. The applicants had not proposed to clad the building in their original application and the modular building installed is finished with an appropriate weather-proof finish. The reason for the condition was to attempt to enhance the visual appearance of the building and the Committee is now asked to re-consider whether this is necessary. Information submitted in support of this application to remove the condition requiring the cladding states that the cost to implement such works have been calculated at circa. £330,000.00. The hospital has stated that to expend such a large amount of money on aesthetic works would affect the implementation of other proposed hospital improvements. Like many public services, the hospital is under severe financial constraints in the current economic climate and it is understandable that they would rather spend the money required to implement the cladding works on other services. The building has a functional and utilitarian appearance but it is characteristic of much hospital development at this site and other hospital sites elsewhere. Whilst the merits of an enhanced appearance are appreciated, the building does not impact on the wider area, outside the hospital and is not visible from wider views. The removal of the condition would not have any impacts other than the limited visual appearance of the area viewed within site as discussed above. For the reasons stated, and when balanced against the financial needs of this important community service, it is recommended that the condition be removed. RECOMMENDATION Planning permission is GRANTED. REASON FOR PERMISSION The development hereby permitted has been assessed against development plan policies Pc2D, Pc4, Pc12, Co1, Co6, Cf2, SP3, SP5, CC1, CC4 and material considerations, including third party representations. It has been concluded that the development is in accordance with the development plan and there are no material considerations that justify refusal in the public interest.
