This mandate is aligned with the University’s core functions namely teaching, research and community service. It is also aligned with the University’s vision. PRELIMINARIES This section will highlight the following key points: creation and agreement, vision, mission, objectives, motto, philosophy, values and principles. I.1.1. CREATION AND AGREEMENT Kigali Independent University ULK is a private institution of higher learning founded on 15th March, 1996 and now governed by the new Law N°27/2013 of 24/05/2013 governing the organization and functioning of Higher Education in Rwanda; the Law N°13/2009 of 27/05/2009 regulating Labour in Rwanda; the Presidential Order N°51/01 of 13/07/2010 establishing quality standards in higher learning institutions; the ULK Statutes; its Internal Regulations as well as Manual of Procedures. I.1.2. Vision Kigali Independent University ULK is destined to stand out as a remarkable university for excellence at the heart of Africa with highly motivated students and high qualified personnel endowed with elevated ethical values. I.1.3. Mission The mission of ULK is to educate, teach, conduct research and serve the community. The fundamental mission of ULK is to provide the students with a training which will enable them to become actors and organizers of a complete development of the nation. I.1.4. Objectives The following are some objectives related to the mission of our university: 1. Providing a solid scientific , intellectual and professional training to the students, 2. Promoting research in order to meet the community needs, 3. Rending services to the community, 4. Organizing conferences and seminars to reinforce its teachings and researches. 5. etc… I.1.5. Motto The motto of ULK is “Science and Conscience” 5 I.1.6. Philosophy The philosophy of ULK is based on four fundamental principles: 1. To have faith in God;
