A key element in its consistency was the principle of stare decisis, according to which decisions of the senior courts created binding precedents to be followed by courts of equal or lower status in later cases. In order to follow a precedent, the courts first needed to be aware of its existence, which in turn meant that it had to be recorded and published in some way. Reporting of cases began in the form of the Year Books, which in the 16th century gave way to the publication of cases by individual reporters, known collectively as the Nominate Reports. However, by the middle of the 19th century, the variety of reports and the variability of their quality were such as to provoke increasing criticism from senior practitioners and the judiciary. The solution proposed was the establishment of a body, backed by the Inns of Court and the Law Society, which would be responsible for the publication of accurate coverage of the decisions of senior courts in England and Wales.

    Communication and Critical/Cultural Studies Vol. 3, No. 1, March 2006, pp. 1Á/26 ‘‘What Lips These Lips Have Kissed’’: Refiguring the Politics of Queer Public Kissing Charles E. Morris III & John M. Sloop In this essay, we argue that man-on-man kissing, and its representations, have been insufficiently mobilized within apolitical, incremental, and assimilationist pro-gay logics of visibility. In response, we call for a perspective that understands man-on-man kissing as a political imperative and kairotic. After a critical analysis of man-on-man kissing’s relation to such politics, we discuss how it can be utilized as a juggernaut in a broader project of queer world making, and investigate ideological, political, and economic barriers to the creation of this queer kissing ‘‘visual mass.’’ We conclude with relevant implications regarding same-sex kissing and the politics of visible pleasure. Submission from Town and Country Broadcasting Limited to The National Assembly for Wales’ Communities, Equality and Local Government Committee inquiry into the future outlook for the media in Wales. Town and Country Broadcasting (TCB) is Wales’ largest commercial radio group with unrivalled experience and success in operating local radio services in Wales. The 2010 Hargreaves Report on Digital Media to the Assembly Government noted; “Radio is an aspect of creative industries which figures too little in the debate about the economic importance of creative industries in Wales.” We agree wholeheartedly with this sentiment and are therefore pleased to be able to make a contribution to the National Assembly’s inquiry into the future of media in Wales and to highlight areas of interest to Welsh citizens in any future UK Communications legislation. In the past decade, whilst local press has declined and many heritage regional TV and radio brands have disappeared, TCB has launched or acquired seven local radio stations and developed them into popular and profitable operations in a dynamic and successful media business. From its original shareholding in Radio Pembrokeshire, we are proud to have grown and to now serve listeners from West Wales to the capital city. Our local services in Pembrokeshire, Ceredigion, Carmarthenshire, Swansea and Bridgend are fiercely local, whilst Cardiff-based regional station Nation Radio has developed a considerable following with its distinctive music mix.
