125/14 Monthly Neighbourhood Beat Manager Report:- PCSO S. Tibbles reported as follows:-  Crime Figures for the period from 16th April to 13th May – Criminal Damage = 3 (1 detected); Burglary = 3 (0 detected); Theft = 3 (0 detected); Possession of Drugs = 1 (0 detected); Assault = 2 (1 detected). Total = 12 (2 detected).  PCSO S. Tibbles reported he had been approached by a member of the public regarding the traffic at Trezaise. Vice-Chairman thanked PCSO Steve Tibbles for attending the meeting and reporting to the Parish Council. 126/14 Monthly Councillor Report:- Cornwall Councillor J. Wood reported as follows:-  Traffic in Victoria Road, Roche – He has received complaints they are having damage to their properties, due to sheer vibration on the road from lorries and larger vehicles, this is also why the drains are continually breaking away. He went out yesterday with a letter to people and went last night for replies before the Parish Council Meeting. Along the road 21 people want the humps removed and 5 people want them retained. Cormac Highways have been informed and are going out to take a serious look at them and meetings are being held to discuss this further due to the sheer number of people wanting them removed. It is the heaviest used B road through Cornwall at the moment. Councillor B. Higman advised his concerns were with the new development at Finsbury Rise and whether this could cause more speeding traffic along this stretch of road if the humps are removed. Cornwall Councillor J. Wood advised there would still be some form of traffic calming.  PCSO S. Tibbles reported he had received concerns regarding the sheer traffic and crossing the road on the new estate next to the Cemetery and he has suggested she contacts Cornwall Councillor J. Wood and the Parish Council. Cornwall Councillor J. Wood advised this would need to be looked at along with the Doctors Surgery as well in the village at some point in the future.  Glebe Land development – he could not get hold of the Bishop and he has written him a letter. He has lodged a complaint for this as an open space. The County Planners are against this which is good. He read a letter that had been sent to Bishop Tim from him with a copy of the application for the green space, of which a copy was passed to the Parish Clerk for retention.

Chairman thanked Cornwall Councillor J. Wood for attending the meeting and reporting to the Parish Council. 127/14 Public Forum:- Two members of the public queried when the planning applications would be considered as they wished to be in attendance for any questions if required. Page 2 Min.94/14 Glebe Land Development:- Clerk reported a response had been received from Cornwall Council advising the current draft Local Plan does not identify specific areas for open space at this stage. This type of work is being undertaken for the Allocations Document for the main towns, which will follow the current Local Plan. In smaller towns and villages the Local Plan supports the development of Neighbourhood Plans to outline how their

communities manage change. We provide some guidance on the Council’s web pages. As part of that process, areas can be designated for their environmental value. A further consideration would be to identiy the area as “village greens”. This is a specific legislative framework which allows communities to protect land which has a well-documentated community use. If you wish to persue this approach, the background information and forms can be found on the Council’s web site; search for “commons”. Copy correspondence had also been received from Matthew Taylor and an email from Reverend Ruth Murfitt with Section H Action: Clerk to inform Reverend Clerk Ruth of correspondence from Cornwall Councillor J. Matters Arising from Minutes of the Burial Sub-Committee Meeting held on Tuesday the 29th April 2014 and acceptance of contents and any matters arising:- Chairman of Burial reported the street light is still one even Clerk though it has been reported Action: Clerk to report street light again.

Updating Registry of Graves:- Clerk reported she had heard from David Hancock this week and he confirmed that he could no longer carry out the survey as he did not have the necessary equipment. Clerk advised the only missing details in the book are from 2004 to date and said it could take some considerable time but she could take a look to see if she could carry out to produce some new records to be added as an addendum to the existing folder Action: Clerk to bring up to date as and when time allows. Clerk

Extension to Roche Cemetery:- There had been nothing further heard in respect of the land.

Tree in Field next to Church Yard:- Clerk reported this is in progress and she had heard from the County Tree Officer regarding the TPO for the Ash Tree requesting some further information as to why this was required. Clerk advised she had sent some information received regarding possible development on the land. The County Tree Officer advised this gave him a clearer picture and if any planning application were to be granted which showed the tree as removed it would over-ride a Tree Preservation Order. However, a Tree Preservation Order on the tree might accentuate its importance and might lead to a layout which allowed retention. He would have a more detailed look at the tree and provide feedback Action: Keep Pending. Clerk

Audit of Mortuary – Mowers/Ride on Mower and General Buying and Replacement of Equipment and Proposed Works next to Mortuary:- Clerk and Councillor M. Edyvean reported it was a shock. The Mountfield Mower is to be a write-off and the John Deere may need approximately £250.00 or so spent on it. We went through the whole of the Mortuary and various items. It appears a lot of equipment belong to the Environment Warden and he was happy to leave some of it. The list of items that would possibly need to be purchase in future years was read out. A lot of the equipment was in quite a bad condition and some needs to be replaced.

There was a considerable amount of scrap iron in the Cemetery and a lot of this belonged to the Environment Warden. Vice-Chairman proposed deferring until Staffing Matters.

Councillor J. Smith had a query today regarding someone re-selling a burial plot. He believes the last time we paid the original fee and a possible administration fee to be dealt with. Clerk to follow up what was actioned the last time, in case we are approached. It was suggested this could be added as an addendum to the Burial Fees and Charges in due course. 139/14 Roche Public Conveniences:- Clerk reported that the original paperwork received was incorrect and since this it has come back incorrect again. It is hoped the works would be carried out by the 31st August 2014. Articles for Parish Council Website/Monthly Magazine Report:- Clerk 140/14 reported the website is going well and any news and events could be forwarded for inclusion. Councillor B. Higman asked for agenda item to be put on both on Village Plan and if anyone has any ideas to let the Clerk know or if they are willing to be involved in helping set up the Plan Action: Clerk to put in Village Magazine and on the Website. Clerk 141/14 Playing Fields:- Councillor M. Edyvean reported that remedial action has taken place with regards to the mud underneath the swing, which he would like to discuss under staffing.

National Lottery Application and Matched Funding:- Councillor M. Edyvean advised there was no update at the present time. 142/14 Renewal of Lease:- Clerk and Vice-Chairman advised a meeting will be held with Football Club, Social Club and Cricket Club. Clerk advised that apparently the Cricket Club do actually have a lease as confirmed by Mr. Jack Burdon. 143/14 Bus Shelters:- Clerk reported the Insurance Company had now agreed to the repairs to the Bus Shelter at Bilberry and Councillor P. Gale had been copied in on correspondence regarding repairs Action: Keep Pending. Clerk

144/14 Footpath Signs/Matters & Footpath for Victoria – Survey Costings:- Cornwall Councillor J. Wood reported he had not got the costings and would get back to the Parish Council in due course on this. 145/14 Roche Railway Station & Noticeboards in the Parish:- Councillor P. Gale reported there is no station news and he still has to meet the Head Teacher. 146/14 Section 106 Agreements:- Vice-Chairman reported the reason for this being included on the agenda is because of the national wording/template, etc. He wants to move forward on the Woodland Barton (Jon Hyatt) and we have received a contract which he wants to go through with a couple of Councillors and remove a lot of items. We do not wish to have the Clerk have to go through every year and have to send press releases, etc. A meeting would be arranged to discuss this and go through. 8

Traffic Calming Issues for Roche:- Cornwall Councillor J. Wood dealt with 147/14 earlier under his report. 148/14 Correspondence – Clerk listed correspondence and actions required: 1. W.S. & Mrs. E.J. Carkeek – Concerns at Tremodrett Road. Councillor Mrs.S. Tippett reported her daughter was out on her bike tonight and said she had narrowly been missed by a hammer, which was witnessed, so there is obviously a serious problem in this area Action: Clerk to pass a copy to PCSO S. St. Austell Voice - Community Page Roche Action: Resolved Clerk calls her and updates her on the problems/issues in the village, asking she Clerk drives down to the bottom of the village to view the traffic problems with Victoria Road and the whole village and the footpath and how we have been striving for years to get one in place and also one for Trezaise and the large amount of money to carry out this work. We have had lottery funding and 106 funding for the park and made a difference to the park but we would like to put some exercise equipment in at some point. 17.
