Identification No. CELIIP 01/ 2016-17 Dated: 12.04.2016(On line) (Pertaining to Lower Indra Canal Division No.II, Bangomunda) The Technical Bid ( Part-I )& Financial Bid ( Part-II ) to be eventually drawn in P1 Contract are invited by the Chief Engineer, Lower Indra Irrigation Project, At/PO: Khariar, Dist. Nuapada (Odisha) on behalf of Hon’ble Governor of Odisha on-line Percentage rate bids through e - procurement for execution of the works detailed in table below. The Bid should be submitted by the eligible class of contractors as mentioned below registered with the State Governments and contractors of equivalent grade / class registered with Central Government / M.E.S. / Railways / C.P.W.D. and other State Government for execution of Civil Works through On-line in the Govt. website www.tendersodisha.gov.in . The bidders should have necessary portal enrolment (with own digital signature certificate). The registered bidders from outside of Odisha can also participate in this on-line tender process after necessary portal enrolment but shall have to subsequently undergo registration with appropriate authority of the state Govt. within a month of acceptance of bid. The bidders from outside of state are to submit an undertaking in form of an affidavit, that they are not registered under VAT Act in the state of Odisha as they have not started any business in the state and they have no liabilities under the Act. In case the contractor proposes to engage machineries and equipments as asked for in the tender document, owned or hired but deployed outside the state, he / she is required to furnish additional 1% E.M.D. / Bid security. The entire Bid security including the additional bid security shall stand forfeited incase the contractor fails to mobilize the machineries within the stipulated time as per the tender document. The cost of tender paper (non refundable) accepted only in shape of Bank Draft / Demand Draft in favour of Financial Advisor & Chief Account Officer, Lower Indra Irrigation Project, Nuapada and payable at State Bank of India, Nuapada . The scan copy of Bank draft will be submitted in web-site at the time of submission of technical bid with the tender papers. 3. Furnishing with scan copies of valid Registration Certificate, VAT Clearance Certificate (TIN), PAN card, Bid Security & Affidavit about the authenticity of the tender documents No relation Certificate etc. on “ on line ” are mandatory along with the tender documents otherwise his / her bids shall be declared as non-responsive and thus liable for rejection. 5. The Financial Bid (Part-II) documents consisting of plans, specification and schedule of quantities of work are available in the web site www.tendersodisha.gov. in . and set of terms and conditions of the contract and other necessary documents can be seen in the web site till date 05.05.2016 upto 1.00 PM i.e. last date of availability of tender online for bidding. Interested tenderer may obtain further information at the web site www. tendersodisha.gov. in . 6. Additional performance security shall be deposited by the successful bidder, when the Bid amount is seriously unbalanced i.e. less than the estimated cost by more than 10%. In such an event the successful bidder will deposit the additional performance security to the extent 1.50 times of differential cost of bid amount and 90% of the estimated cost in shape of the Post Office Savings Bank Account / National Savings Certificate / Post Office Time Deposit Account / KissanVikasPatra / Deposit Receipt of any Nationalized Schedule Bank duly pledged in favour of the Executive Engineer Lower Indra Canal Division No-II, Bangomunda, Dist :Balangir. The bids for the work shall remain open for acceptance for a period of 90 (Ninety) days from the last date of receipt of bids. If any bidder / tenderer withdraw his bid / tender before the said period or make any modification in terms and conditions of the bid, the E.M.D deposited at the time of submission of the tender shall stands forfeited. 7. No Engineer of Gazetted rank or other Gazetted officer employed in the Engineering and Administrative duties in the Engineering department of State Government is allowed to work as a contractor for a period of two years after his retirement from the Government service without permission of Government. 8. The technical bid will be opened in the office of the Chief Engineer, L.I.I.Project, Khariar, Nuapada on dated 07.05.2016 at 9.00 Am . All bidders should deposit the paper costs prior to opening of tender .The successful lowest bidder only shall submit the originals of all the scan documents within 5 days from the date of drawal of lottery during office hours for verification in the office of the Executive Engineer Lower Indra Canal Division No-II, Bangomunda, Dist :Balangir as per works Dept. Memorandum no 7885/W dated 23.7.2013 vide clause no. 15.6.4. 10. The Bidder must go through the Bid documents meticulously before uploading the tender to the web site. 11. The Proforma/ Table(s) furnished in the bid documents should be filled in properly & be submitted in extra papers may be added if necessary after filling of tables in complete shape being mandatory failing which the Bid is liable for rejection. 12. The Bidder should only furnish the documents of machinery & equipments owned or hired as sought for by the Department. The total machinery & equipments owned or hired should not be uploaded as it decreases the specified bytes. 13. The abstract of balance sheet, profit & loss account liquid assets/bank balance etc duly audited by the chartered accountant only be uploaded. No other papers should be uploaded. 14. The contractor has to quote the percentage excess or less up to two decimal points only as per Works Deptt. Memorandum no.7885/W dated 23.7.2013, vide clause no. 16.4. 15. Non-submission of bid security including paper cost in original before schedule date and time in the online bidding system, the bidder’s portal registration shall be blocked. His name shall be informed to the registering authority for cancellation of his registration as contractor as per works Deptt. file no F.A.R.-3/08-1027/w dt. 24. 01. 2009. 16. If the bidder backs out from the offer before acceptance of the tender by the competent authority, the EMD deposited by the tenderer shall be forfeited. 17.
