6374 MINUTES OF REGULAR MEETING OF MARKET WEIGHTON TOWN COUNCIL HELD AT THE COUNCIL CHAMBERS ON WEDNESDAY 13 TH JUNE 2012 AT 7.00PM Present: Councillor Hemmerman (Town Mayor and Chair) Botting Cary Chicken Curwen Frith King Macqualter Peaks Rudd Smith Stellings Townshend Clerk to the Meeting Mrs Lesley-Jane Holt 1. APOLOGIES FOR ABSENCE Cllr Smith had put in apologies at a previous meeting due to holidays. 2. AN OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE TOWN COUNCIL Two residents from Station Road, attended regarding the work on Aspen Road Park. One resident wished to know about trees, access to properties and any decision on when the work would commence. The resident wanted to know if they would be got back in touch with. Cllr Hemmerman stated that MWTC had fought against the work that the Environment Agency were doing but it had to go ahead by law of course subject to planning permission. There were many trees that would have to come down but have been informed replacements will be put in and services would be rerouted and this would be communicated to all residents. Cllr King confirmed that plans would be available for the public to examine here or at ERYC CSC. Two residents attended and asked about the article in the newsletter regarding proposed parking measures. They were disappointed as there was no mention of Princess Road near the infants school – there were many problems due to the fact it was one way and the residents stated they were speaking on behalf of all the residents in that area. The residents went on to state that many households now had more than one car. Cllr Hemmerman said he was aware of the problems but the yellow lines would be a long process as this, once comments and suggestions were gathered, had to go to the East Riding. The working party would be looking at and possibly modifying these suggestions in due course. Cllr Rudd stated that there had been regular meetings with the school regarding parking problems and that the head teacher had been lobbying for more parking but there was no area available. There was even a scheme (agreed by Tesco) to try and get parents to park in the Tesco car park when taking to and picking up children from school. It was realised as well that there needed to be parking for teachers and staff from Sure Start. If there were restrictions where would the cars go? The residents did make one or two suggestions regarding the triangle piece of grass and moving of a seat etc. It was thought that ERYC did not see it as a big enough problem area as there was no accident rate. Cllr Chicken asked the resident to write in and the comments would be added to those already received. 3. DECLARATIONS OF A PERSONAL AND PREJUDICIAL INTEREST – Members to declare any interest in items on the Agenda and the nature of those interest. Councillor Hemmerman signed the book with regard to planning. 4. TO AGREE THE MINUTES OF THE MARKET WEIGHTON TOWN COUNCIL MEETING HELD ON WEDNESDAY 16 th MAY 2012 It was proposed by Cllr Chicken and seconded by Cllr Townshend that the previous Minutes be signed as a true and correct record. AGREED. 6375 5. ONGOING MATTERS AND PROGRESS REPORTS – Town Clerk Folio 6342 – The Clerk mentioned that it had been reported to her that youths have been using the St Helens Well disabled parking bay to park up and drink and light fires etc. The handyman visited and only found 4 bottles and they were all placed near the bench. The handyman had suggested erecting a bin on a pole (the bin is currently in the workshop) near the bench and he will collect on a weekly basis. After discussion Councillors agreed this at least as a temporary measure until other bins could be placed in the area. Folio 6361 – The Clerk had spoken to the accountant Sue Vicary regarding the value of the Cemetery House and she had confirmed this value was for insurance purposes but it might benefit from being reviewed. After discussion Councillors agreed that a valuation be done by Hornseys. Folio 6364 – The Clerk reported that with regard to the Yorkshire Forward sign currently stored behind the shed Cllr Burton had called to see it. He thinks that it could be straightened by a blacksmith (had number of Pocklington one if the Market Weighton one cannot do it). Cllr Burton confirmed that the sign was agreed by a sub group of the Weighton Regeneration and given to the Town Council (Lead person was now chief executive of the Deep) and was part of a £34,000 leader programme. It could be claimed on the Town Council’s Insurance if not. After discussion the Clerk was asked to contact John Lister (from Bridlington Regeneration team) and John Harland and John Skidmore from ERYC. Folio 6364 – The Clerk had heard from ERYC regarding the holes on Glenfield that at 40mm it was not deep enough to meet thee criteria for being serious. After discussion Councillors asked that the Clerk re write to Ron Brown about this matter in the strongest terms and to also ask that a time be given as to when building was likely to be completed in that area. 6. TO CONFIRM COMMITTEES REQUESTED BY NEW CO-OPTED COUNCILLOR Cllr Curwen had asked to join the following Committees: • Personnel, Cemetery and Parks, Events and Town Planning This was AGREED by all. 7. TO CONSIDER CORRESPONDENCE RECEIVED BY MARKET WEIGHTON TOWN COUNCIL SINCE THE LAST REGULAR MEETING – 16 th MAY 2012 ERYC 1. Thank you note from Kay West – Civic Service 2.
