This document identifies spelling corrections, grammatical changes, formatting improvements and shows some new text/deleted text etc. This ‘track changes’ version has been prepared to enable comparison with the original draft plan published on 25th May 2018. 14th February 2020 Key to highlighted text in this document New/amended text Shown in Red Removed text Shown in Red Note: This ‘Track Changes’ Version of the Written Statement does not include all of the Modifications proposed. Foreword (To be updated prior to the Plan being Adopted by Cabinet Office) Our Island is a special place to live and work. Good planning can keep it that way. That is why Government committed to bringing an Area Plan for the East into operation by the end of 2019 as one of the priority actions for planning in its Programme for Government 2016 - 2021. This will sit alongside the Isle of Man Strategic Plan, planning guidance and procedures to provide a framework for how Douglas and the surrounding settlements grow and change in coming years, replacing all extant plans.

  • The Cabinet Office Area Plan for the East Written Statement
The Town and Country Planning Act 1999 The Cabinet Office Area Plan for the East Written Statement Incorporating the local authority areas of the Borough of Douglas, the district of Onchan and the Parishes of Braddan, Garff (Laxey and Lonan Wards only), Marown and Santon Adopted by Order on 21st September 2020 Approved by Tynwald on October 2020 Coming into Operation on 1st December 2020 Ray Harmer MHK Minister for Policy and Reform Foreword Bringing into operation the Area Plan for the East was a priority action identified back in 2016 in the Programme for Government. I am delighted that the Plan is complete and that we are a step closer to having a single all-Island Area Plan which will be easier to manage and update in the years ahead. Howard Quayle MHK Chief Minister Preface As I write this, much of the world remains firmly in the grips of a devastating pandemic. Many of our national strategic decisions, like many being taken across the world, remain focused on saving lives and providing immediate financial support to those who need it. As we dare to look to the future we can take comfort in the specialness of our Island as we start to rebuild in every sense of the word. By having the responsibility for the Island’s planning policy function, I am aware that we need to have up to date development plans in place for when we need them – they are the land-use planning part of the Island’s measures to ‘rebuild’. I am committed to progressing with our plan-making to support the local needs of our economy, our environment and climate change goals, our public services, our infrastructure and our health and social well-being.

  • National Infrastructure Strategy
GD 2017/0025 THE NATIONAL INFRASTRUCTURE STRATEGY May 2017 1 Minister’s Introduction The Island’s infrastructure is of paramount importance to our everyday Island life. It allows for the efficient movement of people and goods both across the Island, and off the Island. It provides us with the power and telecommunications we need for our homes and businesses. It services our buildings with fresh water and treats the sewage and waste produced. The demands on our infrastructure are forever shifting with changes to our population, our economy and technological advances. Much of our infrastructure has been constructed over a long period of time and built at a rate to support our social and economic growth. In meeting its commitment in the Programme for Government, the Department of Infrastructure has undertaken an audit of the condition of the Island’s infrastructure, and considered how it is meeting the Island’s current and future social and economic needs. This National Infrastructure Strategy provides a number of broad principles and statements that are intended to guide the Island’s infrastructure providers when making decisions for future investments. There are a number of factors which will impact on both the need for, and the performance of our infrastructure; as these factors change, so too will our infrastructure. The valuable work of the Strategic Infrastructure Group representing Island infrastructure providers will continue to provide the platform to ensure there is ongoing collaboration in providing the most right infrastructure to meet the Island’s needs. Looking to our Island’s future, there are many unknowns.

  • The Cabinet Office the Draft Area Plan for the East Written Statement
The Cabinet Office The Town and Country Planning Act 1999 The Draft Area Plan for the East Incorporating the local authority areas of the Borough of Douglas, the district of Onchan and the Parishes of Braddan, Garff (Laxey and Lonan Wards only), Marown and Santon Written Statement Draft Published 25th May 2018 Foreword Our Island is a special place to live and work. Publication of this draft area plan is the next step in a process which commenced in February 2017 with the preliminary publicity consultation. Further evidence is presented and analysed. Highlighting “the significance of land classification and re-classification” during the area plan process was a recommendation of the Planning Select Committee I chaired after I picked up a Tynwald Hill Petition for Redress about planning in 2016. So raising awareness of this significance is an important aim of this document and of this foreword. Preparing new plans takes time but it is vital to get it right. I would like to thank all those who have contributed so far and your participation is welcomed and invited as we move towards a Public Inquiry and eventual adoption of the Plan by Cabinet Office and approval in Tynwald Court.
