Communiqué Pacific Islands Chiefs of Police • PICP Women’s Advisory Network (WAN) Chairs’ Meeting - 19 and 20 August Shaping our future WAN 2020-2024 • 48th Pacific Islands Chiefs of Police (PICP) Conference – 21 to 23 August A Pacific United: Preventing drug harm within our communities This year the annual PICP Conference and the PICP WAN Chairs’ Meeting were held in Pago Pago, American Samoa. The events were hosted by the American Samoa Department of Public Safety who provided assistance with planning, resources and logistics, and who created a safe and welcoming environment for all the attendees. Over the course of the five days, close to 100 delegates were in attendance including: • Nineteen of the twenty-one PICP Chiefs • Nineteen of the twenty-one PICP WAN Chairs’ • Guest speakers and observers from INTERPOL, International Association of Chiefs of Police, United Nations Office on Drugs and Crime, Pacific Islands Forum, Oceania Customs Organisation, Forum Fisheries Agency, ERS, Ministry of Foreign Affairs and Trade (NZ), Department of Foreign Affairs and Trade (Aus) and other non-government organisations and police services from Pacific countries. Although delegates attended from a range of organisations and sectors, it was clear that all shared common bonds; a commitment to work collaboratively towards solutions, to strengthen communications locally and regionally, and to endorse actions that would lead to better policing and security across the Pacific. A special thank you to the Samoa Police Service and the Government of Samoa who assisted with in- transit transportation of delegates in Apia, Samoa. 37 CHAPTER 2 ASSESSING REGIONAL ORGANIZATIONS’ WORK IN DISASTER RISK MANAGEMENT his chapter looks at one group of important but little-studied actors in disaster risk management (DRM): regional organizations.171 Although regional mechanisms are Tplaying increasingly important roles in disasters, there has been remarkably little research on their role in disaster risk management. In fact, there are few published studies about the relative strengths and weaknesses of regional bodies, much less comparisons of their range of activities or effectiveness in DRM.172 A recent study carried out by the Brookings-LSE Project on Internal Displacement sought to address this gap by providing some basic information about the work of more than 30 regional organizations involved in disaster risk management and by drawing some comparisons and generalizations about the work of thirteen of these organizations through the use of 17 indicators of effectiveness.173 This chapter provides a summary of some of that research. SECTION 1 Introduction and Methodology: Why a Focus on Regions? Since the 1950s when European regional integration seemed to offer prospects not only for the region’s post-war recovery, but also for lasting peace and security between former enemies, regional organizations have been growing in number and scope. Email: [email protected] Abstract Downloaded from In mid-2014, there was global media coverage of a decision by the New Zealand Immigration and Protection Tribunal, heralded as the first legal recognition of ‘climate change refugees’. Despite the hype, the Tribunal had made no such finding. The case concerned a family of four from the small Pacific island State of Tuvalu, who argued, http://migration.oxfordjournals.org/ among other things, that the effects of climate change—in particular, a lack of fresh drinking water and sea-level rise—would have adverse impacts on them if they were forced to return home. While the Tribunal ultimately permitted them to stay in New Zealand, this was not because of the impacts of climate change in Tuvalu, but rather because of their strong family ties within New Zealand. The decision was based purely on humanitarian and discretionary grounds, not on any domestic or international legal obligation. However, since 2013, New Zealand has started to specifically and systematically delineate the legal protection framework applicable to claims based on the impacts of climate change, natural disasters or environmental degradation. While no one has by guest on March 10, 2015 yet been granted protection on these grounds, New Zealand’s jurisprudence provides the most comprehensive analysis by decision-makers to date about the scope and content of protection for people escaping the impacts of climate change and disasters. -

GUEST EDITORIAL Living on the Ring of Fire: Perspectives on Managing Natural Hazard Risk in Pacific Rim Countries Douglas Paton University of Tasmania, Australia rom the perspective of studying natural hazards, the peace and tranquillity that might be expected Ffrom a literal translation of its name does not always capture the reality of life for communities on the Pacific Rim. This reality is more readily discerned in its alter ego: the Ring of Fire. The latter leaves one in less doubt as to the hazardous circumstances likely to prevail in this region. In addition to the hazards posed by the numerous volcanoes that resulted in the ‘Ring of Fire’ appellation, communities situated around the Pacific Rim also have to contend with earthquakes, tsunami, storms, cyclones/typhoons, flood and bushfire. To this list of acute events can be added hazards of a chronic nature such as salinity, environmental degradation and sea-level rise that represent growing threats to many Pacific Rim countries. The region also faces increased risk from health-related hazards. Sydney, for example, has been identified as a pandemic hotspot as a result of it being a hub linking the airways of Asia and the United States. Recognition of the risk these hazards pose to Pacific Rim modate this issue and offer insights into how personal, communities has stimulated interest in identifying how to community, societal, cultural and organizational factors facilitate sustainability by developing community and interact to facilitate sustainability. Furthermore, they do societal capacity to co-exist with the potentially hazardous so in a way that supports the growing recognition of a elements in the environment (Paton, 2006a). -

NIUE TREATY ON COOPERATION IN FISHERIES SURVEILLANCE AND LAW ENFORCEMENT IN THE SOUTH PACIFIC REGION THE PARTIES TO THIS TREATY: GIVEN that in accordance with international law as expressed in the United Nations Convention on the Law of the Sea, coastal States have sovereign rights for the purposes of exploring and exploiting, conserving and managing the fisheries resources of their exclusive economic zones and fisheries zones; TAKING INTO ACCOUNT Article 73 of the United Nations Convention on the Law of the Sea; NOTING that the Parties to the South Pacific Forum Fisheries Agency Convention, 1979 have agreed under Article 5 of that Convention that the Forum Fisheries Committee shall promote intra- regional coordination and cooperation in fisheries surveillance and law enforcement; CONSIDERING the vast areas of ocean covered by the exclusive economic zones and fisheries zones of coastal States in the South Pacific region and the vital economic significance of such zones to the economic development of South Pacific coastal States; WISHING THEREFORE to enhance their ability to enforce effectively their fisheries laws, and deter breaches of such laws; HAVE AGREED AS FOLLOWS: ARTICLE I - DEFINITIONS In this Treaty: (a) 'fishing' means: (i) searching for, catching, taking or harvesting fish; (ii) attempting to search for, catch, take or harvest fish; (iii) engaging in any other activity which can reasonably be expected to result in the locating, catching, taking or harvesting of fish; (iv) placing, searching for or recovering fish aggregating devices or associated electronic equipment such as radio beacons; (v) any operations at sea directly in support of, or in preparation for any activity described in this paragraph; (vi) use of any craft, air or sea borne, for any activity described in this paragraph except for emergencies involving the health and safety of the crew or the safety of a vessel; (vii) the processing, carrying or transhipping of fish that have been taken.
