    Law, Time, and Sovereignty in Central Europe: Imperial Constitutions, Historical Rights, and the Afterlives of Empire Natasha Wheatley Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy In the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2016 © 2016 Natasha Wheatley All rights reserved ABSTRACT Law, Time, and Sovereignty in Central Europe: Imperial Constitutions, Historical Rights, and the Afterlives of Empire Natasha Wheatley This dissertation is a study of the codification of empire and its unexpected consequences. It returns to the constitutional history of the Austro-Hungarian Empire — a subject whose heyday had passed by the late 1920s — to offer a new history of sovereignty in Central Europe. It argues that the imperatives of imperial constitutionalism spurred the creation a rich jurisprudence on the death, birth, and survival of states; and that this jurisprudence, in turn, outlived the imperial context of its formation and shaped the “new international order” in interwar Central Europe. “Law, Time, and Sovereignty” documents how contemporaries “thought themselves through” the transition from a dynastic Europe of two-bodied emperor-kings to the world of the League of Nations. The project of writing an imperial constitution, triggered by the revolutions of 1848, forced jurists, politicians and others to articulate the genesis, logic, and evolution of imperial rule, generating in the process a bank or archive of imperial self-knowledge. Searching for the right language to describe imperial sovereignty entailed the creative translation of the structures and relationships of medieval composite monarchy into the conceptual molds of nineteenth-century legal thought. While the empire’s constituent principalities (especially Hungary and Bohemia) theoretically possessed autonomy, centuries of slow centralization from Vienna had rendered that legal independence immaterial.

    "The Sokol Movement" — A Tribute to the National Revival and Culture of the Czechoslovak Nation MILADA LEJKOVÁ-KOEPPL The period of cultural and political progress of the Czechoslovak nation in the nineteenth century is generally known as the time of its national revival. Until then the nation was dying, culturally and nationally, and did not truly exist as a sovereign state. But by the twentieth century, it had regained its independence and taken its place among the progressive and independent nations of the world. A great deal of credit for the change belongs to the "Sokol movement". To study this sociological process, one must examine the part played by the whole nation, as well as the roles of some leading individuals, although one must admit that actually the national revival of Czechs and Slovaks was mainly influenced by individuals. Nevertheless, one must recognize the importance of the internal response, the subconscious will, and the patriotic feelings of the whole nation. The founder of the Czechoslovak republic Dr. Tomás G. Masaryk, recognized several periods in the process of national revival which he identified according to their leaders' names. But he did not underestimate the importance of the social revival in progress. Many of the basic elements of the Czechoslovak national program are to be found in the program of individual revivalists. Among the most important leaders here were Josef Jungmann, Ján Kollár, Josef Safafík, Frantisek Palacky, Karel Havlicek Borovsky, and Miroslav Tyrs. Each of them - and many others - played an immense part in the formation of cultural progress and the later political independence.

Komska January 2009 © 2009 Yuliya H. Komska HEIMAT IN THE COLD WAR: WEST GERMANY’S MULTIMEDIAL EASTS, 1945-1989 Yuliya H. Komska, Ph. D. Cornell University 2009 As a result of two world wars, decolonization, and labor migration in the twentieth century the notion of belonging underwent a radical transformation. This dissertation examines how the German concept of Heimat, an arguably untranslatable term that connotes localized belonging, was politically and culturally affected by the Cold War. The dissertation focuses on the role of Sudeten Germans, ethnic Germans expelled from postwar Czechoslovakia, in forging a link between Heimat, border tropes, and the physical landscape of the Iron Curtain between West Germany and Czechoslovakia. It interrogates this linkage, which allowed the expellees to fashion Heimat into an intermedial site of Cold War aesthetics, a linchpin between the postwar era and the Cold War, and an idiom of international law. Chapter One reframes current public and academic discussions of ‘Germans as victims.’ It moves beyond a German-Jewish dyad to consider how Sudeten Germans engaged Palestine’s political, cultural, and religious meanings in order to re- imagine Palestine as a quintessential homeland. Chapter Two reconsiders the role of nostalgia in processes of sensory and, above all, visual contact with Heimat as documented in Sudeten German borderland photography, travel reports, and poetry published during the Cold War.

Dezember 2017 Dale Askey Askey – Writing Poems for the Paper 3 Abstract At the conclusion of the Second World War, a reconstituted Czechoslovakia expelled the majority of its German population. A small community of 200,000-300,000 remained behind, consisting mainly of individuals with specialized trades or skills, in mixed marriages, and/or with antifascist credentials. For various reasons, many related to Cold War political realities and endemic anti-German discrimination in Czechoslovakia, these individuals largely disappeared from view. The expelled Sudeten Germans rapidly assimilated into post- war German society, in the process forming an influential and politically active interest group that cast a further shadow over the Germans who remained behind.
