Many climate adaptation planning tools fail to address the unique needs, values and cultures of indigenous communities. This Tribal Climate Adaptation Menu, which was developed by a diverse group of collaborators representing tribal, academic, intertribal and government entities in Minnesota, Wisconsin and Michigan, provides a framework to integrate indigenous and traditional knowledge, culture, language and history into the climate adaptation planning process. Developed as part of the Climate Change Response Framework, the Tribal Climate Adaptation Menu is designed to work with the Northern Institute of Applied Climate Science (NIACS) Adaptation Workbook, and as a stand-alone resource. The Menu is an extensive collection of climate change adaptation actions for natural resource management, organized into tiers of general and more specific ideas. It also includes a companion Guiding Principles document, which describes detailed considerations for working with tribal communities. While this first version of the Menu was created based on Ojibwe and Menominee perspectives, languages, concepts and values, it was intentionally designed to be adaptable to other indigenous communities, allowing for the incorporation of their language, knowledge and culture. -

Delaware Indian land Claims: A Historical and Legal Perspective DAVID A. EZZO Alden, New York and MICHAEL MOSKOWITZ Wantagh, New York In this paper we shall discuss Delaware Indian land claims in both a histori cal and legal context. The first section of the paper deals with the historical background necessary to understand the land claims filed by the Delaware. In the second part of the paper the focus is on a legal review of the Delaware land claims cases. Ezzo is responsible for the first section while Moskowitz is responsible for the second section. 1. History The term Delaware has been used to describe the descendants of the Native Americans that resided in the Delaware River Valley and other adjacent areas at the start of the 17th century. The Delaware spoke two dialects: Munsee and Unami, both of these belong to the Eastern Algonquian Lan guage family. Goddard has noted that the Delaware never formed a single political unit. He also has noted that the term Delaware was only applied to these groups after they had migrated from their original Northeastern homeland. Goddard sums up the Delaware migration as follows: The piecemeal western migration, in the face of white settlement and its attendant pressures during the eighteenth and nineteenth centuries, left the Delaware in a number of widely scattered places in Southern Ontario, Western New York, Wisconsin, Kansas and Oklahoma. Their history involves the repeated divisions and consolidations of many villages and of local, political and linguistic groups that developed in complicated and incompletely known ways. In addition, individuals, families and small groups were constantly moving from place to place. -

ABOUT FIRST NATION AUTONOMY & ANISHINABEK UNITY First Nation Autonomy - First Nation autonomy while working together in unity as the Anishinabek, an Indigenous Nation of People, has always been the basis of both the proposed Governance Agreement and the ratified Anishinabek Nation Education Agreement. Autonomy and unity were stated often by approximately 4,000 First Nation citizens who participated each year in the Nation Building and Restoration of Jurisdiction consultation processes from 1995 to now. These processes were facilitated by the Union of Ontario Indians under the direction of the Anishinabek Grand Council. There have been many Grand Council Resolutions providing direction by First Nation Chiefs over the years on the education and governance initiatives. The Anishinabek Grand Council – The Anishinabek Grand Council has its roots in the Ojibway (Chippewas), Odawa and Potawatomi Nations which formed the Confederacy of the Three Fires of peoples who shared similar languages and territories and who met together for military and political purposes. By the mid 1700s, the Council of Three Fires became the core of the Great Lakes Confederacy. The Hurons, Algonquins, Nipissing, Sauks, Foxes, and others joined the Great Lakes Confederacy. In 1870, after Canada's creation in 1867, the Confederacy transformed to the Grand General Indian Council of Ontario and Quebec. According to the minutes of the annual meetings, much of the Grand Council's time was spent on reviewing the Indian Act. Today the Anishinabek Grand Council represents 39 First Nations and approximately 65,000 First Nation citizens. The Union of Ontario Indians - In 1949, the Union of Ontario Indians (UOI) was established to replace the Grand General Indian Council. -

9 The British Alliance of 1812–14 Chapter Outline This chapter examines the War of 1812 and, in particular, the role that Tecumseh had in this event. By the early 1800s, the intentions of the Americans were clear. The Americans were expanding, and it would be to the west where they would seek land. The War of 1812 can be viewed as a continu- ance of the American War of Independence, as this inconclusive war had left unresolved several im- portant matters, such as those relating to Indigenous Peoples and their lands. In a similar fashion to Obwandiyag, Tecumseh, a part-Shawnee and part-Cree leader, rose to the forefront as an advocate for a pan-Indigenous movement. Like Obwandiyag, Tecumseh was linked to a prophet. Tenskwa- tawa was known as the Shawnee Prophet and happened to be Tecumseh’s brother. Tenskwatawa argued that no particular tribe had the right to give up land as its own. Tecumseh had a particular disdain for Americans as both his father and brother were killed in US frontier wars. He chose to side with the British not because he favoured them but rather because he saw them as the lesser of two evils. Tecumseh challenged the cessions of lands that the Americans were obtaining, particularly those claimed in Indiana Territory. Throughout 1812 to 1813, Tecumseh led Indigenous forces to victory af- ter victory over the Americans. Tecumseh eventually met his demise at Moraviantown where, unsup- ported by British troops that had been promised, he was killed in October 1813. The death of Tecum- seh had immediate impacts since no leader could fill his role as a catalyst for a pan-Indigenous move- ment. -
War and Legitimacy: the Securement of Sovereignty in the Northwest Indian War
i ABSTRACT WAR AND LEGITIMACY: THE SECUREMENT OF SOVEREIGNTY IN THE NORTHWEST INDIAN WAR During the post-revolution period, the newfound constitutional government of the United States faced a crisis of sovereignty and legitimacy. The Old Northwest region, encompassing what is now Ohio, Indiana and Illinois, was disputed between several groups. The U.S. government under George Washington claimed the region and sought to populate the land with white settlers, British officials in North America wished to reestablish British hegemony in the Ohio River valley and Native-Americans wished to protect their ancestral homeland from foreign invasion. In the 1790s, war broke out between a British backed alliance of Native tribes and the United States of America. Historians have named this conflict the Northwest Indian War. Examining government records, personal correspondences between Washington administration officials and military commanders, as well as recollections of soldiers, officials and civilians this thesis explores the geopolitical causes and ramifications of the Northwest Indian War. These sources demonstrate how the war was a reflection of a crisis which threatened the legitimacy to American sovereignty in the West. Furthermore, they also demonstrate how the use of a professional federal standing army was used by Washington’s government to secure American legitimacy. Dear Mr. Strickling, Thank you for allowing the Chippewa Cree Tribe to comment on the American Recovery ano Reinvestment Act (ARRA) broadband round two applications pending before your agency. The seven Resewations in Montana have forrned the Montana Inter-tribal Telecommunications Consortium in partnership with the Native American Development Corporation by resolution to submit an application for funding through the Broadband Technology Opportunities Program (BTOP) to spur job creation and stimulate long-term economic growth and opportunity. These large, land based Montana Reservations average over 50% unemployment, located in remote rural areas, and are historically unserved and undeserved. This partnership will provide middle mile Broadband network to bring affordable and effective last mile opportunities to the Reservations in Montana which has few middle mile access points for reservations. Each Reservation will share in ownership of the planned middle mile network, which addresses affordability, access and the opportunity for economic development. Key anchor institutions, such as the Indian Health clinics, which provides critical services to the Reservation population are very supportive of this application's ability to bring information and communication services for health care. In addition the Montana Resewations will be able to leverage with partners Broadband services on the resewation that meet our economic goals and are of the quality that is required.
