The military helicopter segment has been impacted significantly by continued defense budgetary pressures across most traditional markets, and a recent slide in global crude oil prices has impacted the demand for new civil helicopters as well as the level of activity for existing fleets engaged in the offshore oil & gas exploration sector. European Aviation Safety Agency Notice of Proposed Amendment 2018-13 Appendix I to AMC to Annex III (Part-66) Aircraft type ratings for Part-66 aircraft maintenance licences RMT.0541 (66.024) EXECUTIVE SUMMARY This Notice of Proposed Amendment (NPA) addresses a regulatory coordination issue related to aircraft type ratings. According to the AMC to Annex III (Part-66), type ratings should be endorsed on an aircraft maintenance licence (AML) in accordance with Appendix I to AMC to Part-66 ‘List of type ratings’. An NPA is issued regularly to amend this list, after assessing feedback received from the industry, and to add new aircraft types or to remove aircraft types whose type certificate (TC) has been revoked or surrendered. This NPA adds also the tables of the new Group as a consequence of the introduction of the ‘L’ licence subcategories by Commission Regulation (EU) 2018/1142. The main objective is to ensure a common standard throughout the Member States. Medium Support Helicopter Aircrew Training Facility (MSHATF) Introduction to CAE’s MSHATF The Medium Support Helicopter Aircrew Training Facility (MSHATF) was developed by CAE in partnership with the UK Ministry of Defence. Responsible for the design, construction and financing of the facility that opened in 1999, CAE operates the MSHATF under a 40-year private finance initiative (PFI) contract. CAE’s MSHATF is delivering the total spectrum of synthetic aircrew training demanded by the UK Joint Helicopter Command Support Helicopter Force. The turnkey training program includes academic classroom training and simulator training delivered by experienced instructors. The MSHATF is equipped with six full-mission simulators configured for CH-47 Chinook, AW101 Merlin and Puma helicopters. Under the terms of its PFI contract, CAE also has the ability to provide turnkey training to third-party users. This enables approved military and civil operators across the globe to take advantage of the advanced simulation, training and mission rehearsal capability at the MSHATF on a highly cost-effective basis. Other NATO nations and wider alliances also regard the MSHATF as part of their normal training regime. For example, Royal Netherlands Air Force Chinook crews routinely train alongside their Royal Air Force (RAF) counterparts before operational deployments. In addition, Royal Navy crews operating the UK Merlin and other operators of the AW101 helicopter such as the Royal Canadian Air Force, Royal Danish Air Force, and Portuguese Air Force use the advanced Merlin simulators for a range of training applications, including battlefield and search and rescue (SAR) roles. The MSHATF also offers Puma helicopter training where the customer base includes the RAF and several Middle Eastern customers. -

It was developed by joint venture between Westland Helicopters in the UK and Agusta in Italy in response to national requirements for a modern naval utility helicopter. Several operators, including the armed forces of Britain, Denmark and Portugal, use the name Merlin for their AW101 aircraft. Since the AW101's introduction it has replaced several older helicopter types such as the Sikorsky S-61, performing roles such as medium-sized transport, anti-submarine warfare, and ship-based utility operations. The Royal Canadian Air Force (RCAF) operates a variant of the AW101, designated CH-149 Cormorant, in the air-sea rescue role. -

These weapons, which would be able to kill people without any direct human involvement, are highly controversial. Many experts warn that they would violate fundamental legal and ethical principles and would be a destabilising threat to international peace and security. In a series of four reports, PAX analyses the actors that could potentially be involved in the development of these weapons. Each report looks at a different group of actors, namely states, the tech sector, the arms industry, and universities and research institutes. The present report focuses on the arms industry. Its goal is to inform the ongoing debate with facts about current developments within the defence sector. It is the responsibility of companies to be mindful of the potential applications of certain new technologies and the possible negative effects when applied to weapon systems. They must also clearly articulate where they draw the line to ensure that humans keep control over the use of force by weapon systems. Although only a model and an unrepresentative interior mock- up represented the type, for the Europeans this was a largely unexpected eve of show bonus announcement. Last year the show review published by PAN [in April 2004] conceded that it was Bell that was the headline grabber and once again the HAI Heli-Expo could be said to be Bell’s.
