    Christine Daum, Igor Kostin "The vodka was supposed to cleanse our thyroid glands" Igor Kostin on his Chernobyl photos Igor Kostin took the first photo of the exploded reactor in Chernobyl and later joined the "liquidators" clearing away contaminated debris. Later he documented the evacuation of people from the thirty kilometre zone, and over the next seventeen years photographed the visible and invisible consequences of the contamination. Here he talks about his life work. Christine Daum: Mr Kostin, you took the first photo of the catastrophe in Chernobyl. How did that come about? Igor Kostin: A friend of mine, a helicopter pilot, called me in the middle of the night and said: come quick, something's going on in Chernobyl! Something's happened there! It takes about forty−five minutes to fly from Kiev to Chernobyl. The helicopter made a terrible din, so we'd put on ear protectors and didn't talk on the way. On our approach to Chernobyl, I suddenly saw the extent of the catastrophe, the burning, open reactor: an eerie, magical scene. And it was completely silent −− I couldn't hear a thing because of the ear protectors. I grabbed my camera immediately. I didn't know what I was doing. I just opened the doors of the helicopter and began taking photos. At this moment we were perhaps around fifty metres over the open reactor. I took a camera, one with a motor, pressed the automatic trigger and got off around twenty or thirty pictures. Suddenly the camera gave up. I took another. That also stopped working after five shots.

Despite the temptation to claim Chernobyl to be the sole reason for the failure of the Soviet citizens’ belief in their state, as well as the fall of the Soviet Union, it would be an oversimplified misjudgement, as Chernobyl was a trigger but not the cause.

    Reading Chernobyl: Psychoanalysis, Deconstruction, Literature Stuart Lindsay Submitted in partial fulfilment of the requirements for the award of Doctor of Philosophy Division of Literature and Languages University of Stirling 29th September 2014 Abstract This thesis explores the psychological trauma of the survivors of the Chernobyl nuclear disaster, which occurred on April 26, 1986. I argue for the emergence from the disaster of three Chernobyl traumas, each of which will be analysed individually – one per chapter. In reading these three traumas of Chernobyl, the thesis draws upon and situates itself at the interface between two primary theoretical perspectives: Freudian psychoanalysis and the deconstructive approach of Jacques Derrida. The first Chernobyl trauma is engendered by the panicked local response to the consequences of the explosion at Chernobyl Reactor Four by the power plant’s staff, the fire fighters whose job it was to extinguish the initial blaze caused by the blast, the inhabitants of nearby towns and villages, and the soldiers involved in the region’s evacuation and radiation decontamination. Most of these people died from radiation poisoning in the days, weeks, months or years after the disaster’s occurrence. The first chapter explores the usefulness and limits of Freudian psychoanalytic readings of local survivors’ testimonies of the disaster, examining in relation to the Chernobyl event Freud’s practice of locating the authentic primal scene or originary traumatic witnessing experience in his subjects’ pasts, as exemplified by his Wolf Man analysis, detailed in his psychoanalytic study ‘On the History of an Infantile Neurosis’ (1918). The testimonies read through this Freudian psychoanalytic lens are constituted by Igor Kostin’s personal account of the disaster’s aftermath, detailed in his book Chernobyl: Confessions of a Reporter (2006), and by Svetlana Alexievich’s interviews with Chernobyl disaster survivors in her book Voices from Chernobyl: The Oral History of a Nuclear Disaster (2006).

    Module XVI Emergency preparedness and response International Atomic Energy Agency, June 2015 V1.0 Background In 1991, the General Conference (GC) in its resolution RES/552 requested the Director General to prepare 'a comprehensive proposal for education and training in both radiation protection and in nuclear safety' for consideration by the following GC in 1992. In 1992, the proposal was made by the Secretariat and after considering this proposal the General Conference requested the Director General to prepare a report on a possible programme of activities on education and training in radiological protection and nuclear safety in its resolution RES1584. In response to this request and as a first step, the Secretariat prepared a Standard Syllabus for the Post- graduate Educational Course in Radiation Protection. Subsequently, planning of specialised training courses and workshops in different areas of Standard Syllabus were also made. A similar approach was taken to develop basic professional training in nuclear safety. In January 1997, Programme Performance Assessment System (PPAS) recommended the preparation of a standard syllabus for nuclear safety based on Agency Safely Standard Series Documents and any other internationally accepted practices. A draft Standard Syllabus for Basic Professional Training Course in Nuclear Safety (BPTC) was prepared by a group of consultants in November 1997 and the syllabus was finalised in July 1998 in the second consultants meeting. The Basic Professional Training Course on Nuclear Safety was offered for the first time at the end of 1999, in English, in Saclay, France, in cooperation with Institut National des Sciences et Techniques Nucleaires/Commissariat a l'Energie Atomique (INSTN/CEA).
