During his acceptance speech, Griffin said he had played a role in several key projects that had shaped the area‟s growth and had watched the region evolve and grow. Outgoing BAHEP Chair Richard Allen, president and CEO, Space Center Hous- ton, reviewed his year and commented on the success of the new five-year strate- gic plan implemented in 2012. Incoming 2013 BAHEP Chair Stephen K. Jones, Jr., CEO, Clear Lake Regional Medical Center, said he is looking forward to the next year and will continue on course with the strategic plan. More than 600 busi- ness leaders, elected officials and educators attended the banquet. II. Business Assistance Programs Bay Area Houston Legislative Priorities for 83rd Legislative Session BAHEP, in partnership with the Clear Lake Area Chamber of Commerce, traveled to Austin, Texas, for the 83rd Legislative Session on March 6, 2013, to advocate for the region‟s legislative priorities. The priorities include education, state fran- chise tax, recreational maritime jobs preservation, tort reform and telecommunica- tions. Feedback from the travelers indicates the trip was a huge success. BAHEP Annual State of the Economy The Small Business Committee hosted the Annual State of the Economy address by Dr. Robert Hodgin and Dr. Jason Murasko, associate professors of Economics in the School of Business at the University of Houston - Clear Lake. A new, data- driven Bay Area Houston analysis by the professors captures the industry drivers and population characteristics that have spurred this region‟s remarkable growth trajectory since 1980. The event, held at the Hilton Houston NASA Clear Lake, was attended by more than 175 business leaders, educators and elected officials. ―Today we’re the job producing capital of America--– the place to which more people are moving than anywhere else in the nation.‖ Houston Mayor Annise Parker 2013 State of the City Address Congressman Randy Weber Addresses BAHEP Membership BAHEP members heard Congressman Randy Weber (R-TX) give an update on legislative affairs at the March general membership meeting held at Di Amici Up- scale Events. Following an introduction by BAHEP Board Chairman Stephen Jones, Jr., Weber discussed his work on several committees and addressed key issues such as energy, the Affordable Care Act, NASA missions and national de- fense, and he cited support for a storm surge suppression system for the upper Texas coast. Chemical Industry Breakfast Meeting with Congressmen Weber and Stockman On the morning of Feb. 19, 2013, BAHEP, in conjunction with the East Harris County Manufacturers Association (EHCMA), hosted a well-attended breakfast in Seabrook at Carothers Coastal Gardens that gave influential members of the chemical industry the opportunity to interface with newly-elected Congressmen Randy Weber (R-TX) and Steve Stockman (R-TX). BAHEP President Bob Mitchell and EHCMA Executive Director Craig Beskid opened the morning by acknowledging the benefits of the industry to the region. The congressmen briefed the audience on the mood in Washington, D.C., which revolves around entrenched partisan posturing and the standoff over sequestration. Both congressmen ensured the group they were fighting hard to continue to sup- port the U.S. economic recovery which is being propelled in large part by abun- dant and affordable natural gas while assuring that Congress will temper EPA regulations that are not scientifically based. BUSINESS BRIEFS Spring 2013 2 Chemical Day at State Capitol Bay Area Houston Economic Partnership joined the Texas Chemical Council and several local chemical manufacturers on March 27, 2013, in Austin to support legislation which would boost Texas‟ competitiveness in the global market. The group advised legislators that the state must commit to strategic economic devel- opment to maintain Texas‟ position as the nation‟s top chemical exporter. The group also advocated for educational priorities, necessary to provide a skilled and educated workforce for Texas employers. Additionally, the chemical industry supports dedicating $2 billion to finance the Texas Water Development Board. Doing so would support water infrastructure and conservation education. BAYCAP/Bayport Plant Emissions Report Indicates Downward Trend BAHEP‟s C.A. Shields attended the Bay Area Community Advisory Panel meet- ing at the Armand Bayou Nature Center. BAYCAP is a voluntary gathering of industry and community representatives that meets monthly to have an open dia- logue and discuss topics such as plant operations and emergency response. Mem- ber cities including Taylor Lake Village, Seabrook, El Lago, Pasadena, Nassau Bay, and parts of Houston. More than 30 chemical plants participate. BAYCAP reviewed and discussed the area‟s industry emissions. The readings indicate a downward trend that has led to a reduction in air emissions over the past decade. The Houston Ship Channel was the first federal project to have a local match component to it. In 1909, Houston Mayor Horace Baldwin Rice and U.S. Congressman Tom Ball presented the ―Houston Plan‖ to the U.S. House of Representatives Rivers and Harbors Committee. Congress ap- proved it, and every port constructed in the U.S. since 1910 has followed this concept which guarantees local financial support. (Port of Houston Authority) Roundtable Addresses Future Security Concerns for Port of Houston Bob Mitchell of BAHEP participated in a roundtable organized by Congressman Michael McCaul (R-TX), chairman of the House Committee on Homeland Secu- rity, at the Port of Houston Authority (PHA). McCaul and representatives from the security industry and business leaders discussed future security concerns for the port. The roundtable discussion included an overview of Port of Houston se- curity initiatives, an introduction to key security partners, a discussion of public, private cooperation on homeland security efforts, and the importance of the port to the nation‟s economy and energy security. Japanese Consul General Briefed on Bay Area Houston Region Bob Mitchell of BAHEP briefed Japanese Consul General Jota Yamamoto on BAHEP activities and its involvement with the specialty chemical industry during a half-day session hosted by Kuraray America Inc. Yamamoto also received briefings from Kuraray America President George Advey and the managers of the Kuraray EVAL Plant and Kuraray Technical Research Center. Yamamoto, Mitchell, BAHEP‟s C.A. Shields and others were given a tour of these facilities. Dr. Bill Merrell Chairs International Maritime Advisory Committee BAHEP is delighted that Dr. William (Bill) Merrell, Texas A&M University – Galveston, will serve as the chair of its International Maritime Advisory Commit- tee in 2013.     Texas BOMA Legislative Update by Robert D. Miller, Yuniedth Midence Steen, and Gardner Pate November 7, 2012 The elections are (finally) over! Last night, across the country, voters chose not just the President, but also members of the U.S. Senate, Congress, and various state and local races. Texas was no different. The Presidential Race President Barack Obama (D) defeated former Governor Mitt Romney (R) in the race for President. President Obama won at least 303 electoral votes (at the time of writing, Florida has not yet been called for either candidate) to Governor Romney’s 206, putting the President above the required number of 270 needed to win the election. Federal Races Despite the literally billions of dollars spent this election cycle on congressional and U.S. senate races, very little changed in the grand scheme of things. In the U.S. Senate, Democrats will have 55 seats to the Republicans 45, a net pickup of 2 seats for Democrats and a corresponding net loss of 2 seats for the Republicans. In the U.S. House, while a few races are still outstanding, Republicans will comfortably maintain their majority. In Texas, former solicitor general Ted Cruz (R) handily defeated former Rep. Paul Sadler (D) to become the next U.S. Senator from Texas, replacing retiring Sen. Kay Bailey Hutchison (R). After the 2011 census, Texas added four new congressional districts, expanding the delegation from 32 to 36. In 2013, the Texas partisan breakdown will be 24 Republicans and 12 Democrats, a change from the current 23-9 split. Next year, four members of the 2011 delegation will not return to Congress: Quico Canseco* (R-San Antonio), Charlie Gonzalez (D- San Antonio), Ron Paul (R-Surfside), and Silvestre Reyes (D-El Paso).
