G.1 Compliance with Council Directives Provide details on a programme of improvements to ensure that emissions from the agglomeration or any premises, plant, methods, processes, operating procedures or other factors which affect such emissions will comply with, or will not result in the contravention of; the Dangerous Substances Directive 2006/11/EC, the Water Framework Directive 2000/60/EC, the Birds Directive 79/409/EEC, the Groundwater Directives 80/68/EEC & 2006/118/EC, the Drinking Water Directives 80/778/EEC, the Urban Waste Water Treatment Directive 91/271/EEC, the Habitats Directive 92/43/EEC and the Environmental Liabilities Directive 2004/35/EC. Compliance of Future Improvements In order to address possible expansions to industrial activities in the catchment area of the Monksland Waste Water Treatment Works, possible upgrades to the existing works have been assessed. Upgrades would include increasing the capacity of the treatment plant to treat an increased quantity of influent into the plant and relocating the primary outfall to the river Shannon. Urban Waste Water Treatment Directive The Urban Waste Water Treatment Regulations, 2001 give effect to the EC Directive 91/271/EEC concerning waste water treatment. The regulations set out the requirements of a sanitary authority to provide treatment plants and the effluent quality required. Under the legislation,For inspection purposes secondary only. treatment or an equivalent Consent of copyright owner required for any other use. treatment in respect of all discharges from agglomerations with a population equivalent of more than 10,000 is the basic requirement for all discharges. More stringent standards are prescribed for discharges into sensitive areas or into the relevant catchment areas of sensitive areas where the discharges contribute to the pollution of these areas. The River Shannon is a tributary of Lough Derg which is listed as a sensitive area in the regulations. The regulations require a limit of 2 mg/l of total phosphorus for discharges from urban waste water treatment plants (10,000 - 100,000 p.e.) to sensitive areas. The existing Monksland WWTP provides secondary treatment and total phosphorus reduction for a population equivalent of more than 10,000. Similar standard treatment will be required for the higher loadings on the proposed extended plant. The wastewater treatment works was designed to and complies with the Urban Wastewater Treatment Directive. Water Framework Directive (WFD) The WFD sets a framework for comprehensive management of water resources in the European Community, within a common approach and with common objectives, Attachment No G.1 Compliance With Council Directives G1- 1/3 EPA Export 25-07-2013:23:42:19 Roscommon County Council WWD Application Attachment to Form principles and basic measures. It addresses inland surface waters, estuarine and coastal waters and groundwater. The fundamental objective of the Water Framework Directive aims at maintaining “high status” of waters where it exists, preventing any deterioration in the existing status of waters and achieving at least “good status” in relation to all waters by 2015. The proposed outfall pipeline is within the Shannon River Basin District. Whilst the WFD do not set effluent standards for discharges to the river basin district, the proposed discharge must be sustainable in allowing the River Shannon to achieve/maintain “high status” under the WFD. Current discharge levels are having negligible impacts on the receiving waters, however it is proposed to mitigate this further when discharge loadings increase above current design figures by discharging directly to the Shannon River. Habitats Directive 92/43/EEC and Birds Directive 79/409/EEC The receiving water is not designated under any of the following: • candidate Special Area of Conservation (cSAC) (site code 216) • proposed Natural Heritage Area (pNHA) (site code 216) • Special Protected Area (SPA) (site code 4096) Advise has been requested from the NPWS in relation to any other possible issues to be considered. Dangerous Substances Directive 2006/11/EC This directive sets out the lists of dangerous substances The Dangerous Substances Regulations 2001, prescribe water quality standards in relation to certain substances in surface For inspection waters, purposes e only..g., rivers, lakes and tidal waters. The substances include certainConsent pesticides of copyright owner(atrazine, required for anysi othermazine, use. tributyltin), solvents (dichloromethane, toluene, xylene), metals (arsenic, chromium, copper, lead, nickel, zinc) and certain other compounds (cyanide and fluoride). The Regulations give further effect to the EU Dangerous Substances Directive (76/464/EC) and give effect to certain provisions of the EU Water Framework Directive(2000/60/EC). Sampling of these compounds has not been traditionally recorded, however Roscommon County Council are now testing for these compounds and further actions will have to be taken if the samples show the presence of any of these compounds. Sample results are not currently available. Bathing Water Directive 76/160/EEC and The Groundwater Directive 80/68/EEC, 2006/118/EC Not Applicable Roscommon County Development Plan The Roscommon Development Plan (2002) has the stated aim of conserving the environment of the Shannon waterway and to further develop it as a tourism resource. It outlines the specific measures proposed by Roscommon County Council to improve and maintain water quality and the progress made to date in implementing the Phosphorus Regulations. Table 1.1 presents a summary of river water quality standards to be achieved by 2007 for the rivers in the county. SHEET NUMBER 47 1/2 inch Sheet No. 15 Outline Site Description This is a long, beaded, often high, sinuous esker ridge system that traverses a lateral distance of just under 70 kilometres across the Central Midlands, including counties other than just Roscommon. Geological System/Age and Primary Rock Type The esker is formed on bedrock which is Lower Carboniferous limestone. The feature itself is Quaternary in age, having been deposited at the base of the ice sheet moving west to east during early deglaciation after the last Ice Age. Main Geological or Geomorphological Interest The esker system is one of the finest examples of a long, wide tunnel-deposited esker in the country. The ridge also has many associated fan, delta, and sandur (a plain formed of glacial sediments deposited by meltwater outwash at the terminus of a glacier) features associated with it. This ridge is one of the three major conduit systems that subglacially drained the melting ice sheet in the Irish Midlands. It crosses Roscommon between the Suck and the Shannon Rivers and follows the R357 road for most of its course. It is generally oriented in an east-west direction and has many small and large pits, both currently in use and disused, cut into it.

Some changes, like reducing frequency of mowing, can not only add to the biodiversity in your area but can also make life easier for volunteers by reducing workload. Changes can also lead to cost savings over the long-term. For example, instead of spending money every year buying annuals, an investment can be made creating a bed of pollinator-friendly perennials which will last many years. The One Change for Biodiversity Project has by organised by the Heritage Office in Roscommon County Council. The project is funded by the Department of Culture, Heritage & the Gaeltacht under the National Biodiversity Action Plan.
