ISSUE SIX (2017) World Heritage and Tourism: Urban Exploration, Phenomenology and Accommodating Fringe Groups Francesca Casey Introduction The focus of this issue of furnace is World Heritage and Tourism. A ‘tourist’ has been defined as ‘a temporarily leisured person who voluntarily visits a place away from home for the purpose of experiencing a change’ (V. L. Smith, 1989: 1). This paper will adhere to this broad definition in some respects but will seek to problematize it by applying it to a peripheral and unconventional community of interest - Urban Explorers. In doing so, this paper will make an original contribution to World Heritage scholarship by reflecting on World Heritage discourse through the lens of alternative and fringe visitation approaches to ‘top level’ heritage. For the purposes of this discussion, Urban Explorers will be examined as a specific sub-group of ‘tourists’ who forge powerful unauthorised, embodied, and subcultural engagements with the World Heritage Sites they visit. One such case study explored in this paper is Hashima Island, in Japan. Often cited by the Urban Exploring community as a ‘holy grail’ destination, this site has witnessed powerful performative staging of urban explorer subcultural identity. The site’s future management as a World Heritage Site raises both potential opportunities and challenges in accommodating divergent interest groups at sites of international heritage importance. Urban Exploring, Heritage and Tourism The term ‘Urban Exploration’ (also ‘UE’ or ‘urbex’) was coined in the 1990s. My own definition would be ‘the recreational practice of gaining entry into various abandoned or out-of-bounds areas/structures’, or ‘the infiltration of mostly urban ‘no-go’ areas as performed by individuals or small groups’. -

Fort Ticonderoga has been restored back to its original condition when the French first built the fort in 1755. To add to the realism, there are people dressed in period costume. There are also firing demonstrations and performances on the parade ground. There is always something going on to make a visit even more memorable. In the fort's museum, you will find personal possessions of many of the major players, such as Ethan Allen and John Brown. For example, there is Ethan Allen's gun with his name engraved on the stock that he lent to Benedict Arnold. This plan supersedes all previous plans and may not be reproduced without prior authorization. It provides a framework for structuring and planning State and Local Civil Defense/Emergency Management offsite emergency response to radiological emergencies. Inherent in the issuance of this plan, as an integral part of the Mississippi Comprehensive Emergency Management Plan, is recognition of the interrelationship between radiological emergency preparedness planning and other emergency planning. The State's overall emergency planning effort is based on the premise that similarities among the various emergencies, which threaten the public, require maximum standardization of procedures and practices to the extent possible. The State also recognizes the dynamics associated with planning and, consequently, plan upgrading will be accomplished at least annually, and in the ultimate will be a continuing process with the objective of protection of the people from personal injury or loss of life and mitigation of damage or loss of property resulting from radiological emergencies. By virtue of the authority vested in me, by the Constitution of Mississippi and Title 33, Chapter 15, Mississippi Code of 1972, as amended, I hereby promulgate and issue the MREPP as the official guidance of all concerned. It is in the opinion of the State, the plans/procedures are adequate to protect the health and safety of its citizens by providing reasonable assurance that state, local, and tribal governments can and intend to effect appropriate protective measures offsite in the event of a radiological emergency (44 CFR 350.7(d)). -

Present Pasts, 6(1): 1, pp. 1-15, DOI: http://dx.doi.org/ 10.5334/pp.57 RESEARCH PAPER Spectral Anatomies: Heritage, Hauntology and the ‘Ghosts’ of Varosha Colin Sterling* This paper unravels the idea of the ‘ghost town’ - and more specifically the deserted district of Varosha, Famagusta - as it relates to heritage, questioning the discursive dynamics and affective potential of what can seem a trite and therefore hollow phrase. Drawing on apposite theories of hauntology (Derrida 1993) and the ghosts of place (Bell 1997) I argue that there is a dense back-and-forth between two distinct positions in this term, both of which play into wider heritage processes. The first understands the ghost town as an empty if uniquely atmospheric space, ripe for development or ‘dark tourism’ (Lennon and Foley 2000). Heritage is implicated here in the protection and promotion of sites which may be perceived as ‘ruin porn’ - by turns melancholy and exhilarating but fundamentally removed from contemporary life. The second position unsettles this reading by focusing on the complexities of the very word ‘ghost’, here understood as ‘the sense of the presence of those who are not physically there’ (Bell 1997: 813). From this perspective, common heritage practices (including collecting, exhibiting, and narrating) might be seen as an attempt to psychologically re-inhabit vacant places, a process which takes on extra significance around the highly politicised context of Varosha. Through fieldwork, archival research and intertextual and visual analysis I track the description of Varosha as a ghost town across journalism, contemporary art and diasporic discourse, in the process anatomising this spectral designation to reconceptualise its wider relevance to heritage. -

The Crown Point Reservation consists of the Crown Point State Historic Site and the Crown Point Campground and Day-Use Area, totaling 440 acres. Since the underlying land is Forest Preserve, overall ownership, management and land use planning is that of the DEC. However, day to day management of the State Historic Site is the responsibility of OPRHP. The creation of a joint Unit Management Plan for Crown Point Reservation will allow for the highest protection of the site’s historic and natural resources and better facilitate public use and enjoyment of the entire area. Archaeology of the contemporary past Alfredo González-Ruibal Introduction The archaeology of the contemporary past is a new and interdisciplinary field of research that intersects with heritage studies, art, ethnography and modern history. This kind of archaeology, as it is practised today, was born in the late 1990s. However, its intellectual roots go further back (Harrison 2011: 144-149). While “archaeology” literally means the study of ancient things, archaeologists have always been concerned with the present, although in very different ways. During the nineteenth century, there was no clear-cut division between present and past, archaeology and anthropology, and prehistory books regularly included living societies (but always non-industrial). This perspective soon fell into disrepute, due to its inherent racism and simplistic evolutionism. From the late 1950s onwards, archaeologists renewed their interest in the contemporary world through a new method—ethnoarchaeology—and a new theory— processualism. As in the previous century, it was traditional groups that were targeted: other societies were not studied. This is because ethnoarchaeology was conducted for the sake of developing analogies to understand the past, not as an end in itself to understand the present. Historical Background Despite their lack of concern for contemporary communities, processual archaeologists, like Lewis Binford, paved the way for an archaeological study of the present. On the one hand, unlike culture-historical archaeologists, processualists were not concerned with particular periods and cultures, but with understanding human behavior and social processes in general—and this could include the present. -
