Aasim Sajjad Akhtar1 On 11 May 2013, Pakistan’s people issued an electoral verdict in favour of the Pakistan Muslim League – Nawaz (PML-N), whose leader Nawaz Sharif was later installed as the country’s Prime Minister for the third time, almost fourteen years after he was unceremoniously ousted in a military coup half-way through his second term in power. Dutton Series Overview This China Maritime Report on Gwadar is the second in a series of case studies on China’s Indian Ocean “strategic strongpoints” (战略支点). People’s Republic of China (PRC) officials, military officers, and civilian analysts use the strategic strongpoint concept to describe certain strategically valuable foreign ports with terminals and commercial zones owned and operated by Chinese firms.1 Each case study analyzes a different port on the Indian Ocean, selected to capture geographic, commercial, and strategic variation.2 Each employs the same analytic method, drawing on Chinese official sources, scholarship, and industry reporting to present a descriptive account of the port, its transport infrastructure, the markets and resources it accesses, and its naval and military utility. -

The author may be contacted at [email protected] Abstract The almost unanimous passage of a landmark consensus constitutional amendment—the 18th Constitutional Amendment—restored Pakistan’s constitution to its original intent of a decentralized federation of four provinces as envisaged in the 1956 and 1973 constitutions. This amendment was hailed by policy makers and academics alike as a major step forward in reforming the multi-order governance in Pakistan. This paper takes a closer look at the provisions of this amendment and highlights both the potentials and pitfalls of the new constitutional order for good governance in Pakistan. The paper concludes that the amendment must be seen as a first yet small and incomplete step in reforming multi-order governance in Pakistan. A large unfinished reform agenda remains to be charted. The Policy Working Paper Series disseminates the findings of work in progress to encourage the exchange of ideas about development issues. An objective of the series is to get the findings out quickly, even if the presentations are less than fully polished. -

Sindh Technical Education Vocational Training Authority (STEVTA) has been established to streamline and strengthen Technical Education and Vocational Training under one umbrella, I am confident that inefficiencies persisting in the domain of TEVT will now be done away. STEVTA is committed to developing qualitative and skilled workforce through our institutions around the province by focusing on demand driven training programs. During the first year of inception, STEVTA has taken major initiatives such as curriculum up-gradation through German experts, institutional infrastructural development, and faculty development through Technical Trainings at National Institute of Science of Technical Education (NISTE) that will go a long way in improving the learning environment in our institutions. STEVTA offers best opportunities of skill training through several institutions around the province. I hope the youth will prefer the track of Technical Education and Vocational Training for becoming part of the blue-collar workforce of Pakistan. In recent years, role and importance of Human Capital around the globe has changed due to advancements in technology, changes in political, social, & economic environment. Religions and Development Research Programme Religion, Politics and Governance in Pakistan Mohammed Waseem Mariam Mufti Lahore University of Management Sciences (LUMS) Working Paper 27- 2009 Religions and Development Research Programme The Religions and Development Research Programme Consortium is an international research partnership that is exploring the relationships between several major world religions, development in low-income countries and poverty reduction. The programme is comprised of a series of comparative research projects that are addressing the following questions: z How do religious values and beliefs drive the actions and interactions of individuals and faith-based organisations? z How do religious values and beliefs and religious organisations influence the relationships between states and societies? z In what ways do faith communities interact with development actors and what are the outcomes with respect to the achievement of development goals? The research aims to provide knowledge and tools to enable dialogue between development partners and contribute to the achievement of development goals. We believe that our role as researchers is not to make judgements about the truth or desirability of particular values or beliefs, nor is it to urge a greater or lesser role for religion in achieving development objectives. Instead, our aim is to produce systematic and reliable knowledge and better understanding of the social world. The research focuses on four countries (India, Pakistan, Nigeria and Tanzania), enabling the research team to study most of the major world religions: Christianity, Islam, Hinduism, Sikhism, Buddhism and African traditional belief systems. The research projects will compare two or more of the focus countries, regions within the countries, different religious traditions and selected development activities and policies. -

Khan* Region-based political groups in Pakistan have historically mobilized for political power largely around ethnic and linguistic identities. Since colonial times, there has been a history of political bargaining by groups in the Indian subcontinent along ethnic lines.1 From amongst the different ethnic groups that formed part of Pakistan at its inception, the Bengalis, Sindhis, Pakhtuns and Balochis were, at different moments in pre-parti- tion India, known for their vociferous political agitation against the Brit- ish colonizers.2 To varying extents, their political agitation in the late nineteenth and early twentieth centuries took the form of organized movements that called for British withdrawal from India on the one hand and territorial and political independence for these groups on the other.3 With the creation of Pakistan and the merging of these groups into a sin- gle polity, the groups’ demands for territorial independence transformed into agitation for regional political autonomy within the new nation- * An earlier draft of this article was presented at the Comparative Constitutional Law Colloquium at Northwestern University School of Law in January 2014, and at the International Conference on ‘Re-envisioning Pakistan: The Political Economy of So- cial Transformation’ at Sarah Lawrence College in April 2014.
