BOTSWANA NATIONAL ASSEMBLY O R D E R P A P E R (WEDNESDAY 12TH DECEMBER, 2018) QUESTIONS 1. MR. W. B. MMOLOTSI, MP. (FRANCISTOWN SOUTH): To ask the Minister (211) of Health and Wellness to state the number of: (i) nurses on C4-C1 salary scales against the total establishment at Nyangabgwe Referral Hospital; (ii) nurses on D4-D1 salary scales against the total establishment at Nyangabgwe Referral Hospital; and (iii) trained nurses currently unemployed and whether there are plans to employ them. 2. MR. J. MOLEFE, MP. (MAHALAPYE WEST): To ask the Minister of Basic (212) Education if he is aware that the administration block/offices at Madiba Senior Secondary School that was burned down in 2013 has not been re-constructed; and if so: (i) when the administration block at Madiba Senior Secondary School will be re-constructed; (ii) what has caused the five-year delay in re-constructing the administration block; and (iii) when the temporary porta-camps used as administration offices will be electrified and equipped with air conditioners. 3. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister of Mineral (213) Resources, Green Technology and Energy Security: (i) if he is aware that employees at Mowana Mine in Dukwi are not paid on time and are owed some dues; (ii) if he will intervene and make some assurance to these employees regarding their payments; (iii) if the mine will shut down in due course and how many companies are shareholders in Mowana Mine; and (iv) when he will visit the mine and address workers about the mine situation. 1 4. MR. S. KEBONANG, MP. (LOBATSE): To ask the Minister of Agricultural (214) Development and Food Security: (i) whether Botswana Meat Commission (BMC) has intentions to develop its vacant piece of land where staff houses used to be; and if not, (ii) whether BMC would consider selling the land to investors. 5. MR. N. S. L. M. SALAKAE, MP. (GHANZI NORTH): To ask the Minister of (215) Local Government and Rural Development to update this Honourable House on the Primary Schools Feeding Programme in Ghanzi North Constituency and to state: (i) whether there are challenges regarding the supply; (ii) the proportion, in percentage terms, that was supplied to each school in Ghanzi North Constituency; and (iii) whether lack of timely supply is not a contributing factor to the rise of malnutrition in Ghanzi North Constituency. 6. MR. B. M. MOLEBATSI, MP. (MOCHUDI EAST): To ask the Minister of (216) Transport and Communications: (i) to update this Honourable House on the progress regarding the tarring of the road from Modipane, Ntswanalatheko via Malolwane to Ramotlabaki, which will lead to Tuliblock to relieve traffic from A1 road; (ii) if he will consider constructing fully gravelled road from Modipane to Ntswanalatheko via Malolwane to Palacamp and to include a maintenance plan for the road; (iii) if he will consider regular maintenance of Modipane– Radikolo and Dikwididi–Mochudi road; (iv) to explain why patching is no longer used to repair gravel roads; and (v) when Kopong–Bokaa road will be tarred. 7. MR. D. L. KEORAPETSE, MP. (SELEBI-PHIKWE WEST): To ask the Minister (217) of Defence, Justice and Security to explain the reasons for unoccupied salary scales of D2 between the ranks of Major and Lieutenant Colonel and E between the ranks of Colonel and Brigadier in the Botswana Defence Force (BDF) and to particularly state: (i) how long this has been the case and the reasons; 2 (ii) what Tsabadiri Consultancy and Defence Council recommended regarding same; and (iii) if he is aware of the advantages of having these scales occupied. 8. DR. T. O. MMATLI, MP. (MOLEPOLOLE SOUTH): To ask the Minister of (218) Basic Education to state the number of children with: (i) visual impairment; (ii) hearing impairment; (iii) speech impairment; (iv) learning disabilities; (v) physical disabilities in Molepolole who have ever been enrolled in public schools from 2015 to date; and (vi) if Government has a tracer system to establish how much the education or training has benefited the students. 9. MR. E. J. BATSHU, MP. (NKANGE): To ask the Minister of Transport and (219) Communications to state: (i) what delayed the re-sealing of Tutume – Maitengwe road which has remained in a state of disrepair since the effects of Cyclone Dineo in 2017 and thus posing danger to motorists; and (ii) when the repair works will commence. 10. MR. H. G. NKAIGWA, MP. (GABORONE NORTH): To ask the Minister of (220) Defence, Justice and Security: (i) which materials were used for the construction of Hundred Men Block at Glen Valley; (ii) to state how long the said barracks were expected to accommodate soldiers; and (iii) if he is aware that the Hundred Men Block in Glen Valley is not habitable and when soldiers will be relocated to a more conducive accommodation. 3 11. MR. S. M. NTLHAILE, MP. (JWANENG-MABUTSANE): To ask the Minister (221) of Land Management, Water and Sanitation Services if he is aware that several villages in the Southern District including Thankane are experiencing expansion challenges as a result of Molopo Farms; and if so, to state: (i) the proportion of land allocated to private farms; (ii) names and addresses of the owners; (iii) the number of freehold farms; (iv) when they were allocated, lease type and expiry date; and (v) what action has been put in place to address the imbalance. 12. MR. S. LELATISITSWE, MP. (BOTETI EAST): To ask the Minister of (222) Transport and Communications to update this Honourable House on the progress, scope and budget of the following roads: (i) Thalamabele – Mosu Road; (ii) Mandunyane – Mathangwane Road; (iii) Orapa – Mokubilo resurfacing; (iv) to state when the construction of these roads will commence and whether they are budgeted for in the 2018/2019 financial year; and (v) the impact of these projects on the livelihood of the communities upon completion.
