City of Delta COUNCIL REPORT F.13 Regular Meeting To: Mayor and Council File No.: 8100-01 From: Parks, Recreation & Culture Department Date: July 09, 2021 2021/2022 City of Delta and Community Events Listing The following report has been reviewed and endorsed by the City Manager. ■ RECOMMENDATION: THAT the City of Delta and Community Events Listings for Fall/Winter 2021 (August to December 2021) and 2022 (January to December 2022) be supported. ■ PURPOSE: To provide Council with an update of City of Delta (Delta) and community events for August to December 2021 and January to December 2022. ■ BACKGROUND: In previous correspondence to Mayor and Council, it was advised that Delta and community events would be postponed to August 2021 due to the COVID-19 pandemic. The Province of British Columbia (BC) is now in Phase 3 of BC's Restart Plan (Plan), which is a careful, four-step process developed to bring BC back together. Under the Plan, Phase 3 allows for in-person gatherings, with fewer restrictions. Phase 3 of the Plan allows for fairs, festivals and community organized events, and can be operated under the guidance of a Communicable Disease Plan. In Phase 3, Delta is now able to resume the process of scheduling Delta and community events. ■ DISCUSSION: Delta's events enrich the lives of residents by providing opportunities for the community to connect and celebrate together. These events contribute to social and economic well being, provide valuable volunteer opportunities and build a sense of community, pride and spirit. Residents, while cautious and careful in their approach to gatherings during the pandemic, are now inquiring about events that will bring the community together. The Fall/Winter 2021 (August to December 2021) events listing (Attachment A) and the 2022 (January to December 2022) events listing (Attachment B) will provide Page 2 of 3 2021 /2022 City of Delta and Community Events Listing File No.: 8100-01 July 09, 2021 opportunities to celebrate the openings of some of Delta's newest facilities that were unable to be opened during the panden:iic, including: • North Delta Track & Field Facility • Douglas J. Husband Discovery Centre • North Delta Centre for the Arts In addition, events have been scheduled that will allow for celebrations at Halloween, Remembrance Day and Christmas. The listing of Delta and community events up to the end of December 2022 has been updated, including the largest and most popular corporate and community based events. In 2022, the community can look forward to the return of many popular events including the Boundary Bay Airshow, the Luminary Festival and many other family favourites. The status of BC Superweek is currently unknown. Staff will report separately. While virtual events will wind down as Delta enters Phase 4 of the Plan, Delta staff will continue to develop alternate ways to deliver programs and services for those who may not yet feel comfortable returning to larger gatherings. There is interest from the community for larger and more exciting family oriented and community wide celebrations, which could include music festivals, arts and cultural events and special celebrations. Events would include options for all ages that would celebrate the rich diversity of residents. Implications: COVID-19 Implications - Delta will continue to follow all of the Provincial Health Officer's directions for Step 3 and Step 4 of BC's Restart Plan (once in place). Foundation for the Future Implications - Delta and. community events support The Social Pursuit and Recreation & Community pillars by providing opportunities that encourage recreation and culture, and provide a social support in the community. Financial Implications - The 2021 Financial Plan includes funding for events taking place in the remainder of 2021. The 2022 events will be funded as part of the 2022 Financial Plan. ■ CONCLUSION: Delta continues to navigate the challenges around COVID-19. The planned 2021 events will celebrate the grand openings of new facilities, and will also welcome the community back to regularly scheduled events. The planned 2022 events will provide the community with continued hope for a return to gatherings that will allow residents to celebrate their resilience and strength.
