Community Resilience, Disaster Risk Reduction and Climate Change Adaption: Learning with Coastal Communities in Central Vietnam Community Resilience, Disaster Risk Reduction and Climate Change Adaption: Learning with Coastal Communities in Central Vietnam by Nguyen Huu Trung A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Geography Carleton University Ottawa, Ontario © 2016, Nguyen Huu Trung ABSTRACT Vietnam has made significant efforts through disaster risk reduction (DRR) and climate change adaptation (CCA) programs to enhance the resilience of its coastal communities and reduce climate risks. These programs have contributed to significant declines in weather-related human fatalities, but the increases in human injuries and economic losses over the last two decades reveals that these programs have not been fully successful. This research explores and evaluates factors shaping the success of the recent DRR and CCA efforts in central Vietnam’s coastal communities and investigates opportunities to enhance community resilience (CR) and thereby reduce risks of future climate change. The empirical part of this research relied on community-based participatory action research approaches to engage local residents in Tuong Van community and their representatives from local to provincial agencies. Findings from the case study showed that the success of DRR and CCA programs in enhancing CR and reducing climate risks were shaped by the availability, quality and interplay of five forms of capital (physical, financial, natural, human and social resources) as well as the quality of DRR and CCA governance across multiple scales. Factors that need to be addressed in the transition towards more resilient coastal communities in central Vietnam include limited public participation, low transparency and accountability, as well as lack of responsibility of, poor collaboration and co-ordination amongst actors at local through national levels in the development and implementation of the two programs aimed at reducing climate risks. Overall this research reinforces recent efforts to engage local communities in global environmental change research. It not only contributes to efforts to reduce the i uncertainties about global climate change and its impacts at the community level, but also advances our knowledge about the interplay between DRR and CCA approaches (concepts and practices) to enhancing CR and reducing climate risks. The research also shows that fostering the development of climate-resilient communities will depend in part on our capacity to further integrate five research themes: climate change, the five capitals, CR, DRR and CCA. ii ACKNOWLEDGEMENTS This thesis was completed with the extraordinary support and helps of many people and institutions.     Project description / 2020 Health, Risk and Climate Change: Understanding Links Between Exposure, Hazards and Vulnerability Across Spatial and Temporal Scales (HERCULES) Climate related health risks are not yet thoroughly understood. We know that climate change related health risks will be distributed unevenly, with some population groups being more likely to suffer the adverse consequences. Urban populations, especially in socially and economically disadvantaged areas, are likely to be particularly vulnerable to the unfavourable effects of climate change due to already existing exposure to for example, air pollutants and social stressors. What are the specific socio-environmental preconditions that make citizen groups in disadvantaged areas vulnerable to climate change? What are these preconditions, and how are they spatially distributed in cities? What type of actions ought to be taken in order to improve the adaptive capacity and resilience of Finnish cities under climate change? While adaptation within cities has been advancing, there is little knowledge of how adaptation is being implemented and how effective it is. As impacts of climate change are projected to worsen over time, the current adaptation measures may become insufficient, or inappropriate. HERCULES begins from the standpoint that climate change directly influences on individuals’ well-being and health, but that this often happens through long-term, complex, and often concealed processes, including broader trends of urban development. We shall examine how the spatial pattern and intensity of health-relevant climatic hazards and other environmental exposures have changed since the 1980s, and how these will change during the coming decades. For this, we shall use extensive high-resolution data on climate and land-use, and sophisticated modelling.

This framework is developed after extensive literature review of relief supply chains, supply chain resilience, and disaster management disciplines. This review reveals that our understanding of supply chain resilience for food supply chains in a disaster scenario is still in its infancy. We note the lack of any consolidated framework or generalized theory in this area. Different topics related to resilience are usually discussed in isolation; hence, this research has attempted to combine different concepts drawn from various areas into one framework. We postulate that food supply chains can develop certain capabilities such as agility, adaptability, and alignment within the four supply chain domains of logistics, collaboration, sourcing, and knowledge management. Supply chain orientation and risk management culture plays the facilitating role in this framework. Adopting this systems approach would allow greater insights into how food supply chains can become more resilient to natural disasters.
