CITY VIEWS NEWS & EVENTS FOR THE CITY OF HILLSBORO September/October 2015 Hillsboro 2035 Community Plan Guides City’s Future Read the Complete Plan at Hillsboro2035.org Years of planning and help from thousands of community members have led to the completion of the Hillsboro 2035 Community Plan, which is available online at www.Hillsboro2035.org. The Hillsboro City Council approved the plan in late July before it was “unveiled” and distributed at Celebrate Hillsboro. Based on input and ideas from more than 5,000 community members for the future of Hillsboro, the Hillsboro 2035 Community Plan includes a vision of what people want Hillsboro to look like by the year 2035, and an action plan for getting there. The Hillsboro 2035 Community Plan builds on the success of the Hillsboro 2020 Vision and Action Plan, the original, award-winning plan, which led to many community enhancements, including Hondo Dog Park, community gardens, the Hillsboro Civic Center and Tom Hughes Plaza, and youth after-school programs. Residents, employees, businesses, and community organizations all weighed in with ideas for the future of Hillsboro. continued on page 2 MAYOR’S MESSAGE Ready to Volunteer? HillsDoer Day is October 3 Did you know that in 2014, more than 4,000 volunteers served 64,270 hours in Hillsboro? That’s incredible! Think of how those volunteers helped our Parks & Recreation, Library, Fire, and Police departments to deliver an even higher level of service. Others volunteered on City boards and commissions, at special events, or with community non-profit organizations. In August, the City held the 2nd Annual Volunteer BBQ at Shute Park to show appreciation to all City Mayor Jerry Willey volunteers, but the truth is, we cannot thank you enough for your service. -

Introduction This report presents comparative case studies, defined as “the analysis and synthesis of the similarities, differences and patterns across two or more cases that share a common focus or goal in a way that produces knowledge that is easier to generalize about causal questions” (Goodrick, 2014: 1). This follows earlier case studies by the authors at five exemplary transit-oriented developments (TODs) across the U.S.: Redmond TOD in Seattle; Rhode Island Row in Washington D.C.; Fruitvale Village in San Francisco-Oakland; Englewood TOD in Denver; and Wilshire/Vermont in Los Angeles (Ewing et al. 2016). The subject of this sixth case study is Orenco Station, on the west side of the Portland metropolitan area in the suburban city of Hillsboro, OR. -

They were thrilled with the crops, fruits and berries they were able to raise, the rich pastureland as well as the streams teaming with fish and the bounty of wild game available to feed a growing population. It would have been impossible for them to believe that anyone could be hungry or food insecure in this land of plenty. -

We have seen enormous growth here since 1969 when the agency was formed. In that time, due to numerous visionary leaders and passionate citizen involvement that increases with each passing year, this region has made great strides in enhancing our sustainability, livability and economic vitality. One of the key tools in making this work has been to integrate land use and transportation planning, policy and development. TriMet’s role is to provide service across our district in ways that encourage the kind of growth this region has said it wants to accommodate in 2040. The result of this marriage of smart transportation investments—particularly transit— and land use planning is more compact, efficient cities that are easier to serve with non-automobile transportation modes. A fundamental measure of our success is whether more people can conveniently meet their needs Neil McFarlane by walking, rolling, biking or transit without adding to traffic congestion, TriMet General Manager emissions and other local, regional and global impacts. Reliable and frequent bus, light rail and streetcar service, combined with attention to bicycle and pedestrian mobility, make it possible for more and more people to choose not to drive for many or all of their daily needs. The numbers tell the story of this region’s success. Between 1997 and 2007, TriMet ridership grew faster than the region’s population, the amount of service we provide, and the number of miles that people drove. -

The Argus his home in Columbia as the seat of Tuality eventually merges with the Hillsboro District, bounded by the Pacific Ocean, the Independent in 1932 and becomes the town’s Willamette River, and the straits of Juan de Fu- sole newspaper under the leadership of Emma ca. Columbia is renamed Hillsborough (later McKinney and her son W. Verne McKinney. shortened to Hillsboro) in his honor after his 1905___________________________________ death in 1850. The first bridge is built across Jackson Bottom. 1859___________________________________ The stench from an old open sewer pipe in that Oregon becomes the 33rd state. vicinity is so bad that a farmer nearby complains he would not even run his pigs there. 1872___________________________________ Ben Holladay’s Willamette Valley Railroad reach- es Hillsborough. This document is intended to provide snapshots of the innovative projects, plans and programs that shape our region’s growth. As you will see, Portland’s successes have depended upon partnerships among neighborhoods, local municipalities, regional interests, state agencies, environmental groups, developers and private fi nancial institutions. These partnerships are key to our successes. This document was a collaborative effort among TriMet, Metro and 1000 Friends of Oregon, originally published in 1999.
