Tujuan dari penulisan ini adalah untuk mengetahui eksistensi Partai Politik Lokal Aceh sebagai kekuatan sosial politik lokal, dan berbagai dinamika baik konflik internal, hingga turunnya kekuatan politik lokal dan suara pemilih setiap pelaksanaan pemilihan umum legislataf dan pemilihan kepala daerah. Penelitian ini menggunakan metode kualitatif deskriptif meliputi pengumpulan data melalui buku, jurnal, media massa dan dokumen lainnya. Teknik penelitian yang di gunakan adalah teknik penelitian studi literatur. Tahapan yang di lakukan dalam penelitian ini yaitu kritik atau analisis sumber, dan interpretasi (menafsirkan sumber). Dalam penelitian ini penulis menggunakan metode deskriptif analitis. Dari serangkaian proses penelitian yang dilakukan, penulis memperoleh kesimpulan bahwa pasca damai Aceh telah terjadi transisi politik, dari kekuatan perlawanan senjata, ke perjuangan melalui Partai Politik Lokal. Eksistensi partai politik lokal salah satu partai mantan kombatan adalah Partai Aceh (PA). Jamil : The Latent Transformation Process of the Free Aceh Movement Ideology After The Peace Agreement -- Palarch’s Journal of Archaeology of Egypt/Egyptology 17(6), ISSN 1567-214x Keywords: Transformation of Ideology, Latent Process, Free Aceh Movement and Post- peace ABSTRACT Gerakan Aceh Merdeka (GAM), translated as the Free Aceh Movement, was established in 1976 with the aim of separation from the Unitary State of the Republic of Indonesia (NKRI). After more than 30 years of rebellion against the central government, the two sides reconciled in 2005. One of the most important points agreed upon is that Aceh remains within the framework of the Unitary Republic of Indonesia. However, once the peace agreement was completed, former GAM combatants could still promote their ideology and symbols in latent forms in their families, in formal organizations and in the community at large. This research aims to describe in detail and analyze the latent process of the ideological transformation of the Free Aceh Movement conducted by former GAM combatants through their families, formal institutions or the social environment in general. -

SUMMARY MINUTES OF MEETING UN-NGO-Donor-Red Cross-Government Coordination Meeting Tuesday, 16 June 2015 Chaired by: Rajan Gengaje, Head of OCHA (Full presentations are available on the OCHA Indonesia website) The meeting was opened by Douglas Broderick, UN Resident Coordinator/Humanitarian Coordinator. He briefed on the planned reconfiguration of OCHA’s presence in Indonesia on 1 July 2015 noting that OCHA will remain focused on supporting the Government of Indonesia and humanitarian community on preparedness and response, and also enhancing liaison with ASEAN. The RC/HC further highlighted some of the current challenges that global humanitarian action is facing. The number and scale of global humanitarian crises are exceeding resources available. International humanitarian community needs to be more innovative and find new ways to generate the resources needed to meet growing humanitarian needs. 1. Security Update – UNDSS In Heram, Abepura, Papua, a joint security team was deployed to the residential compound following a mob attack that killed two and critically injured another on 8 June 2015. Ten houses and eight motorcycles were also burnt in the incident. In Aceh, the police clashed with four armed men in East Aceh regency suspected as the members of an armed group led by Din Minimi. 2. Humanitarian Update – UNOCHA BNPB reported that as of 7 June 2015, 695 disaster events occurred between January to April 2015. In May 2015 alone, BNPB reported 28 events with a total of 21 casualties and hundreds of houses damaged. Floods are the most common natural disaster while landslides are the second most frequent natural disaster with the higest number of casualties (19 people). -

The scholarly literature on this topic has highlighted the roles of patrimonial political economy and democratisation processes in the GAM (Gerakan Aceh Merdeka, Free Aceh Movement) ex-commanders’ transition into a civilian political elite. However, this literature does not adequately explain gendered processes involved in how this elite has ideologically legitimated its hold on power, to win supporters and marginalise rivals through the reconfiguration of a militarised, hegemonic masculinity. The argument of the present thesis draws on interviews with former GAM commanders and rank and file soldiers, other civilian leaders, government officials, NGOs and women activists involved in post- conflict reintegration programs. The thesis argues that certain images and practices of a militarised, hegemonic masculinity have allowed the ex-commanders to position themselves as a dominant group over other GAM groups in the context of new local political contestations. To assert their authority and leadership, the ex-commanders have acted to retain their honoured status via two gendered ideological constructions. -

The amnesty is the prerogative of the President specified in the Constitution of 1945. Amnesty NRI is a form of pardon to political prisoners to be free from legal sanctions. The legal basis for amnesty stipulated in the Emergency Law No. 11 of 1954 on Amnesty and Abolition. The method used in this paper is a conceptual approach. Related to peace efforts in Aceh, the President has issued Presidential Decree No. 22 of 2005 on Amnesty and Abolition against GAM members. Once that happens again insurgency by Din Minimi caused dissatisfaction with the policy of the Governing of Aceh. Counterinsurgency is done by giving amnesty to the group Din Minimi so willing to surrender. When viewed in this aspect of the law, amnesty if forced to give to Din Minimi, it is destructive to the prevailing laws in Indonesia. Do not rule out the possibility of regulation will hit Indonesia polemic, so the solution had to pay attention to various aspects of both of the victim, the offender, and the community by not disregard the rule of law and justice. Gerakan Aceh Merdeka (GAM), Transformasi Politik dari Gerakan Bersenjata Menjadi Partai Politik Lokal Aceh Santi Andriyani.1 Alumni Program Studi Ilmu Politik, IISIP Jakarta Abstrak Temuan dari penelitian, pertama, konflik di Aceh mempunyai latar belakang yang panjang (DI/ TII, GAM, DOM) yang bermuara dengan adanya MoU Helsinki 2005, yang melahirkan kebijakan Otonomi Khusus dan memberikan wewenang berupa pembentukan partai politik lokal Aceh. Kebijakan dari pemerintah pusat ini merupakan wujud dari proses transformasi politik (dari gerakan bersenjata menjadi partai politik lokal Aceh). Kedua, dalam perkembangannya, Partai politik lokal Aceh belum secara maksimal berkontribusi untuk kemajuan masyarakat Aceh khususnya dalam bidang ekonomi dan politik. Dalam bidang politik, secara empiris elite yang berada dalam partai politik lokal Aceh terlibat korupsi bantuan sosial, interen eks kombatan partai lokal dalam pemilihan kepala daerah melakukan intimidasi terhadap sebagian masyarakat Aceh. Kemudian ada kasus salah satu mantan anggota GAM yang bernama Din Minimi, karena tidak menerima dana kompensasi melakukan pemberontakan terhadap elite GAM yang duduk di pemerintahan. Kesimpulan penelitian transformasi politik dari Gerakan Aceh Merdeka (GAM) menjadi partai politik lokal Aceh belum menyentuh pada kepentingan masyarakat Aceh secara menyeluruh. The findings of the study, firstly, the conflict in Aceh had a long background (DI / TII, GAM, DOM) which led to the 2005 Helsinki MoU, which gave rise to the Special Autonomy policy and authorized the formation of local Acehnese political parties. The policy of the central government is a manifestation of the process of political transformation (from armed movement to local Aceh political party). Secondly, in its development, Aceh’s local political party has not maximally con- tributed to the progress of the people of Aceh, especially in the economic and political fields. -

Gender dan Ideologi Maskulinitas pada periode Pasca MOU Helsinki Aceh Sait Abdullah STIA LAN Bandung E-mail: [email protected] Abstrak Proses demobilisasi dan reintegrasi mantan kombatan Gerakan Aceh Merdeka (GAM) sebagai akibat dari perjanjian damai (MOU) Helsinki telah memicu munculnya elit politik lokal baru khususnya dari kalangan mantan komandan GAM. Sejumlah peneliti telah mengaitkan kemunculan elit baru ini dengan konflik antar elite lokal akan alokasi sumber daya ekonomi. Namun apa yang menjadi gap penelitian ini khususnya aspek yang tidak dikaji dalam penelitian-penelitian mereka sebelumnya adalah tentang dimensi gender kritis terhadap dominasi mantan komandan GAM yang terwakili oleh lembaga, KPA (Komisi Peralihan Aceh). Argumen dari makalah ini adalah dalam situasi damai pasca konflik, mantan komandan GAM perlu merumuskan kembali status elit mereka, melalui re-konstitusi maskulinitas hegemonik dan ideologi militeristik. Maskulinitas hegemonik adalah sebuah ideologi kelelakian yang melegitimasi kekuasaan dan status mantan komandan atas laki-laki lain (dan perempuan) dalam masyarakat Aceh. Maskulinitas hegemonik ini ditopang oleh ideologi militeristik yang dipertahankan yang pada akhirnya memperkuat status sosial para mantan komandan GAM atas elit sipil GAM serta para mantan kombatan lainnya.Kata Kunci: Agency theory, government governance, besaran institusi, kinerja, Indonesia Government Index (IGI), dan Indeks Pembangunan Manusia.
