They have been celebrated as brave and loyal fighters, yet also are known for being rebellious. They have been portrayed as honest to a fault, even gullible, although also as clever and astute. Despite being known to be skillful and adaptive to different circumstances, they continue to be poor, and in the perception of outsiders, “backward”. These stereotypes and contradictions made the Hmong an interesting group to research for many anthropologists in Vietnam. Since I started working as a researcher at the Vietnam Institute of Anthropology (IA), the study of Hmong people has been my dream. It is through this thesis that my dream has become a reality. This, however, would not have been possible without the financial, academic and emotional support of several organizations and individuals. I would like to express my gratitude to the Australia Awards program of the Australian Department of Foreign Affairs and Trade (DFAT) for providing me with the financial grant to undertake PhD studies at the Australian National University —Australia’s leading university. With deep gratitude, I would like to acknowledge all my Hmong interlocutors who have been involved in my study. They include Mr. Hùng Đình Quý from Hà Giang town, and Mr Ma Khái Sò and Mr Vàng Tài Phủ from Quản Bạ district who each spent several days sharing stories of their lives and who patiently explained the narratives of the Hmong culture. Mr. Giàng M. C. and his family hosted me during the time I was in Mã Pì Lèng village in Mèo Vạc. They not only provided me with shelter during my fieldtrip but also with the warmth and intimacy of a home. They allowed me to participate in and enjoy the life of the Hmong people. C. also helped me make a connection with other Hmong people in the village. He helped me translate my interviews from Hmong into Vietnamese and vice versa. Indeed, numerous Hmong people in Mã Pì Lèng village welcomed me to their homes and communities, and taught me Hmong language and Hmong culture. They allowed me to participate in their family rituals, events and daily activities. And more significantly, gave me an opportunity to learn, understand and interpret the Hmong experiences of life on the very high karst mountains. One view portrays the Hmong as finding self-realisation in mountain settings, which are deemed to provide them a secure refuge from lowland chaos; an ideal place for their distinctive economic pursuits; and a space of cultural and political autonomy. Another viewpoint sees the Hmong relationship with the mountains as being uncomfortable. They are portrayed as refugees, forced to leave their homeland in China, and ending up in remote highland realms in Vietnam, Laos and Thailand under the arbitrary rule of culturally alien lowland states. They have been marginalised, dislocated and reformed according to lowland criteria, and find solace only in millenarianism or conversion to new religions. This thesis contributes a new perspective to this discussion with a case study of Hmong people living on the Đồng Văn Karst Plateau in Hà Giang, Vietnam. Through the concept of belonging, the thesis uncovers the complex nature of the Hmong relationship to the limestone landscape, which is experienced, with ambivalence, as a place of security, awesome power, hardship, familiarity and accomplishment. In their stories, memories, beliefs and rites; through practices of migration, home-building and farming; and by collaborative effort, endurance and ingenuity, Hmong people establish a sense of belonging in the karst mountains. The findings of this thesis are based on 12 months of ethnographic fieldwork in Mèo Vạc district of Hà Giang Province. From my base in a village on a limestone mountain near the border with China, I observed and participated in Hmong villagers’ daily activities and rites; mapped the social landscape; and conducted informal and in-depth interviews with key interlocutors on their beliefs and customs and narratives of migration and history.

Morton* EXECUTIVE SUMMARY • Since the early 2000s an expanding coalition of ethnic minorities in Thailand, initially based in the North, has formed under the global banner of “Indigenous Peoples” (hereafter referred to as IPs) to push for state recognition of their distinct identities and rights as well as to empower themselves to address their particular strengths and problems. • Those claiming IP status in Thailand are pursuing equal rather than special rights relative to other, more full-fledged members of Thai society. They have been lobbying for the passage of a state law governing the “Council of Indigenous Peoples in Thailand” (CIPT), a new, independent quasi-state organ comprised of IP representatives with the central mandate to advise the state on IP-related policies and plans. • While the Thai government remains steadfast in its official position of non-recognition with respect to IPs in Thailand, especially towards their claim of being “indigenous”, the IP movement has nevertheless continued to develop and expand beyond the North to different parts of the country. • In recent years the IP movement has shifted its campaign strategy from an earlier focus on public demonstrations to that of lobbying relevant state agencies. The movement has further devoted its limited time and resources to developing the internal administrative structure of their flagship organization, the “Council of Indigenous Peoples in Thailand”. * Micah F. This study utilized a quantitative survey design that allowed participants to respond to questionnaire items in a Likert scale format. A total of 58 (n=58) participants were selected via nonprobability snowball sampling and asked to respond to multiple survey questions regarding their demographics, mien background, religious/spiritual affiliations, mental health perception/utilization, and perception of religion/spirituality relating to mental health. Data analysis showed associations between Mien American’s identify their mien background and how Mien Americans identify their religion/spirituality beliefs.

    Indochina War Refugee Movements in Laos, 1954–1975: A Chronological Overview Citing New Primary Sources Frederic C. Benson1 Abstract This paper outlines the history of the relief and resettlement assistance program established by the US Agency for International Development (USAID) to assist civilians displaced during the Second Indochina War in Laos. Many of the primary source materials cited in this paper can be found in a digitized collection of reports and documents that was recently made available in the University of Wisconsin’s Southeast Asian Images & Texts (SEAiT) digital collection. A fundamentally humanitarian undertaking, the USAID refugee program ultimately became a significant part of a larger, integrated political-military engagement, in which the Central Intelligence Agency (CIA) played a significant role. The objective of this paper is to summarize the complexities of the USAID refugee program as it developed from January 1955, when the American embassy was opened in Vientiane, until the Second Indochina War came to an end and USAID was evicted from Laos in June 1975, the year in which the Lao Democratic People’s Republic (Lao PDR) was established. Viewed in historical and geographical contexts, population shifts within the hinterlands of Laos, which peaked during the war, continue into the present post-conflict period. This has been due in part to more recent interactions and struggles prompted by “political memories” of the Second Indochina War alignments, which have led, to an extent, to post-1975, anti-Lao PDR insurgencies and land (re)allocations that address security concerns and accommodate both foreign land-based investments and cross- border migrations.

The questions asked have expanded, as econo- mists have used satellite images of light density at night and other big spatial data to proxy for development at the desired level. The focus has also shifted from uncovering cor- relations to identifying causal relations, using elaborate econometric techniques including spatial regression discontinuity designs. In this survey we show how the combination of ge- ographic information systems with insights from disciplines ranging from the earth sciences to linguistics and history has transformed the research landscape on the roots of the spatial patterns of development. We discuss the limitations of the luminosity data and associated econometric techniques and conclude by offering some thoughts on future research.
