    Motion Maissen Antworten der SRG auf Fragen des Bundesamtes für Kommunikation (Bakom) Vorwort 2010 schlägt der ehemalige Bündner Ständerat Theo Maissen einen SRG-Fernsehkanal mit Sendungen aus allen vier Sprachregionen vor. In seiner Motion (10.3055) begründet er seinen Vorstoss wie folgt: «In den letzten Jahren sind die zentrifugalen Kräfte in der Schweiz stärker geworden. Das Bewusstsein, was auf der anderen Seite der Sprachgrenze geschieht, wird geringer.» Maissen ist der Ansicht, die SRG erfülle ihren Auftrag, «das Verständnis, den Zusammenhalt und den Austausch unter den Landesteilen, Sprachgemeinschaften, Kulturen» zu fördern (Art. 24 Abs. 1 Lit. b RTVG), nur ungenügend. Seine Motion wird vom Bundesrat zur Ablehnung empfohlen. Der Bundesrat warnt vor einer «‹Ghettoisierung› wertvoller integrativer Beiträge». Auch lasse sich ein zusätzlicher Kanal aus den bestehenden SRG-Mitteln nicht finanzieren. Er empfiehlt stattdessen, Beiträge zum sprachregionalen Austausch über die bewährten Kanäle laufen zu lassen, die bereits hohe Akzeptanz geniessen und dadurch auch die «notwendige Breitenwirkung» entfalten können. Entgegen der Empfehlung des Bundesrates nehmen National- und Ständerat die Motion an – jedoch mit einer Änderung: Sie verlangen keinen eigenen Fernsehkanal, sondern beauftragen den Bundesrat, dafür zu sorgen, dass die SRG den interkulturellen Austausch und die Förderung der Verständigung zwischen den Sprachregionen verstärkt. Spätestens Ende 2012 solle der Bundesrat das Parlament über die erzielten Fortschritte informieren. Dieser Bericht ist derzeit am Entstehen. Einerseits stützt sich der Bundesrat auf die Programmbeobachtungen, die das Bundesamt für Kommunikation jährlich bei Schweizer Forschungsinstitutionen in Auftrag gibt (quantitative Programmanalysen), andererseits wurde die SRG in Form einer schriftlichen Befragung zu einer Stellungnahme aufgefordert. Con 6902 dipendenti per un totale di 5537 posti a tempo pieno (in­ clusa la società affiliata SWISS TXT), un fatturato annuo di 1,45 miliardi di franchi, 17 reti radiofoniche e 7 reti televisive nonché siti web complementari e servizi di tele­ text, la SSR è la più grande azienda nel settore dei media elettronici in Svizzera. Le sue reti radiofoniche e, in prima serata, anche le sue reti televisive sono leader di mercato nelle quattro regioni linguistiche e si affermano con successo nei confronti di numerose emittenti straniere, dotate di mezzi finanziari molto più cospicui. Die No-Billag-Initiative hat die grösste Debatte über den Service public ausgelöst, die Europa je gese- hen hat. Am 4. März 2018 wurde die Volksinitiative, welche die Auflösung der SRG bedeutet hätte, mit über 71 Prozent der Stimmen und einer deutlichen Mehrheit bei den Jungen an der Urne abgelehnt. Dieses klare Bekenntnis zum Service public soll aber nicht heissen, dass wir uns zurücklehnen können. Die SRG muss sich weiterentwickeln und ihre Inhalte, ihr Organisationsmodell sowie ihre Technologie laufend einem Medienumfeld an- passen, das sich in einem tiefgreifenden Wandel befindet. Die jugendlichen Zielgruppen wenden sich in grosser Zahl den Onlineangeboten zu – sowohl im Audio- als auch im Videobereich. Die grossen internationalen Plattformen wie Netflix, Amazon und Apple pflügen den Markt für Spielfilme komplett um. Die Telekomanbieter versuchen, die Rechte an Sportübertragun- gen an sich zu reissen. Zudem kommen Sprachassistenten ins Spiel. Auch sie werden, ähnlich wie die Podcasts, die Hörgewohnheiten des Radiopublikums grundlegend verändern. Nach einer detaillierten Analyse des Abstimmungsergebnisses hat die SRG eine neue Strategie verabschiedet. Mit dieser verfolgen wir drei Ziele: ▪ Erstens setzen wir auf noch mehr Unterscheidbarkeit, sowohl in unseren Pro- grammen als auch hinsichtlich unserer Haltung.
