A Comparison of TIMSS 2011 and PISA 2012 mathematics frameworks and performance for Ireland and Selected countries Seán Close and Gerry Shiel Educational Research Centre, St. Patrick’s College, Dublin 9 Irish schools recently participated in two major international surveys of mathematics achievement – TIMSS 2011 and PISA 2012. These two surveys originate from different philosophies of mathematics education as reflected in their assessment frameworks and tests. This paper compares the two mathematics frameworks in terms of mathematical content and cognitive processes and in terms of the test results, particularly at the level of performance subscales, in the context of Irish mathematics curricula and results for selected countries including UK and Northern Ireland. Some concerns arising from this analysis are discussed along with recommendations which could inform curriculum review. INTRODUCTION In 2011, Ireland participated in the Trends in International Mathematics and Science (TIMSS) Study, which is organised every four years by the International Association for the Evaluation of Educational Achievement (IEA). Whereas TIMSS is offered at both Fourth and Eighth grades (equivalent to Fourth class at primary level in Ireland, and Second year at post-primary level), Ireland participated at Grade 4 only. However, students in Grades 4 and 8 in Ireland will take part in the next TIMSS study in 2015. In 2012, Ireland participated in the Programme for International Student Assessment (PISA), which is organised by the Organisation for Economic Cooperation and Development (OECD). Unlike TIMSS, PISA uses an age-based sample (students aged 15-years), which cuts across grade levels (Second to Fifth year in Ireland, with a majority of students in Third year). -

Comparable in population—4.5m and 3m, respectively—Ireland as a whole is three times the size of Armenia. Historically, both have been shaped by their location between two imperial powers: Britain and America, Turkey and Russia. If there is an eerie parallel in the numbers estimated to have perished in the Irish Famine and the Armenian Genocide—between 800,000 and a million—the deliberately exterminationist policies of the Young Turks are of a different order of political and moral malignity to the laissez-faire arrogance of English colonialism. A mark of these dark pasts, in both cases the diaspora significantly outweighs the domestic population. In recent times, both countries have figured on the margin of larger economic unions, the eu and cis; as a result, their trajectories in the 1990s were diametrically opposed. Armenia had been a high-end industrial hub within the Soviet Union, specializing in machine goods and electronic products. Already hit by the 1988 earthquake, its economy suffered one of the sharpest contractions of the former ussr as industrial disruption was exacerbated by war and blockade. From $2.25bn in 1990, Armenian gdp dropped to $1.2bn in 1993; it did not recover to its Soviet-era level until 2002. By that time, the population had fallen by 15 per cent, from 3.54m in 1990 to barely 3m; by 2013 it was down to 2.97m. -

472 JCER JCER Special Commentary Series The 2009 Irish Referendum on the Lisbon Treaty Ben Tonra University College Dublin The Context and Issues The result of the 2008 Irish referendum on the Lisbon Treaty came as a considerable shock to the Irish body politic. The Irish electorate had, yet again, broken with the established political consensus on Europe. The vote on 13 June 2008 was based on a strong turnout (at over 53 percent) and a comparatively decisive result (53. 4 percent ‘no’ as against 46.6 percent ‘yes’). However, as the only EU member state ratifying the treaty by way of referendum, the electorate’s decision placed the Government in an immediate quandary. In the first instance, it was abundantly clear that there was no willingness among Ireland’s EU partners either to reopen negotiations or to abandon the treaty altogether. The issues to be addressed, the proposed solutions and the balance of interests and arguments among the member states was the same as it had been when the Lisbon Treaty was signed on 13 December 2007. Second, the ratification process was already well advanced with over a dozen member states already having ratified the treaty. Finally, it was not clear precisely on what the Irish electorate’s verdict had been based. The Government’s reaction to the defeat first centred on identifying the issues which had led to the ‘no’ vote. As part of this analysis, the Government commissioned Milward Brown IMS to conduct a detailed quantitative and qualitative survey with preliminary results published in September (Millward Brown IMS 2008). -
The Euro's Three Crises
JAY C. SHAMBAUGH Georgetown University The Euro’s Three Crises ABSTRACT The euro area faces three interlocking crises that together chal- lenge the viability of the currency union. There is a banking crisis: banks are undercapitalized and have faced liquidity problems. There is a sovereign debt crisis: a number of countries have faced rising bond yields and challenges fund- ing themselves. Lastly, there is a growth crisis: economic growth is slow in the euro area overall and unequally distributed across countries. These crises con- nect with one another in several ways: the problems of weak banks and high sov- ereign debt are mutually reinforcing, and both are exacerbated by weak growth but also in turn constrain growth. This paper details the three crises, their inter- connections, and possible policy solutions. Policy responses that fail to take into account the interdependent nature of the problems will likely be incom- plete or even counterproductive. A broader point also becomes clear: a currency union may not need a fiscal union, but it does likely need both a financial union and some way to adjust for unbalanced economic conditions across countries. onsidered almost unthinkable just a few years ago, a breakup of the Ceuro area is today viewed as possible.
