In considering requests for the Welsh Ministers to call in a planning application, the decision maker (whether officials or the Minister) should have all relevant information about all the issues raised by the application. In some cases the full picture on an application can only be obtained after the LPA has completed all its consultations - statutory and otherwise - and an assessment provided by the authority’s officers in the report they are required to prepare for the Planning Committee/Council. This report does not have to be made public until, in the case of most LPAs, 3 working days before the date that the Planning Committee/Council is due to meet. The setting of the dates for Planning Committee/Council meetings is a matter entirely for the LPA and not something over which the Welsh Ministers have any control or input.
