TransPennine Express maintains Station Travel Plans for all 19 stations where they are currently the Station Facility Owner (SFO). Why Develop a Station Travel Plan? Up until March 2020 demand for rail continued to grow, with more and more people choosing to travel by rail each year. It is predicted that, post the COVID-19 pandemic, within the next 30 years demand for rail will more than double. TransPennine Express is at the heart of this growth, with double digit percentage growth in passenger journeys year on year historically, with a doubling of customer numbers since the franchise was established in 2004. With growth of this magnitude, it is important that alongside investing in new trains, operating more services and enhancing the customer experience, we are considerate of how customers travel to and from the station to access the railway network. That sounds like some sort of electrical connection that needs attention! To be a parish priest was not something that I had envisaged would happen and would laugh if it was suggested. But then one thing I have learnt over the last 10 years or so is not to tell God of your plans because he too will laugh. And so it is a privilege to be given the opportunity to serve you in this role and to continue in the steps and to develop the work of those who have held this position in times past. The last 18 months have been busy in many different ways and I am grateful for your support during this time. It is my fervent prayer that we continue to work closely together in the future. The Ministry Team will continue to work together and the Pastoral Team will be of great support to all of us in their ministry of care for those who are ill, bereaved and assisting in baptism preparation. The part time post means a commitment of Sunday plus 2 - 2½ days a week. There has to be a certain amount of flexibility here as I will continue to teach one day a month and to run other courses relating to my textile work.

Recommendation(s): That the Committee approves the reduction in the proposed 50mph speed limit through Grasby crossroads shown at Appendix B and that the necessary consultation process to bring this into effect may be pursued. 1. Background 1.1 In November 2016, the Secretary of State for Transport announced a new Safer Roads Fund of £175m which covers the four financial years 2017/18 - 2020/21. 1.2 The Fund is specifically targeted at delivering road upgrades and improvements to reduce the number and severity of fatal and serious injury collisions on the 50 highest risk road sections, based on the Road Safety Foundation’s analysis published in 2016. 1.3 Lincolnshire County Council were invited to submit bids at 4 locations : 1. A1084 between Brigg and Caistor (in partnership with North Lincolnshire) 2. A18 between the A16 and the County Boundary (in partnership with NE Lincs) 3. A631 between Louth and Middle Rasen 4. A631 between Bishop Bridge and Middle Rasen The bids were submitted by the Lincolnshire Road Safety Partnership on 29 September 2017 and we have been successful in all four bids. 1.4 In summary, the works proposed relate to general road safety measures such as improvements to the road surface grip, signing and markings, lower speed limits, as well as some more specific junction improvements at a couple of locations.

    RAILWAYS ACT 1993 2018 PERIODIC REVIEW REVIEW NOTICE: STATION LONG TERM CHARGES TO: (1) the persons whose names are set out in Part 1 of Annex 1 to this Review Notice (the “Train Operators”); (2) the persons whose names are set out in Part 2 of Annex 1 to this Review Notice; (3) Network Rail Infrastructure Limited (“Network Rail”); and (4) the Secretary of State for Transport, the Scottish Ministers and the Treasury, together the “Addressees”. 1 General 1.1 This review notice (the “Review Notice”) is given in accordance with paragraph 4 of Schedule 4A to the Railways Act 1993 (the “Act”). 1.2 The Office of Rail and Road (“ORR”) has undertaken a review of: (a) the amount in respect of each station set out in the relevant annex of the Station Access Conditions which is referred to in the definition of “Long Term Charge” in the relevant Station Access Conditions (the “Long Term Charge”); and (b) the times at which, and the manner in which, those amounts are payable, (the “Review”). 1.3 ORR’s conclusions on the Review, and its reasons for those conclusions, are: (a) set out in a series of documents referenced in the document entitled “2018 periodic review final determination: Overview of approach and decisions – October 2018” and published by ORR on 31 October 2018, and in particular those documents referenced in Chapter 1 of that document1; and (b) hereby incorporated into this Review Notice. 1.4 By publishing this Review Notice and serving it on each of the Addressees, ORR is initiating the implementation of the Review.
