    PR.37 14/15 Policy and Resources Committee 15 January 2015 Subject: Collection Fund – Council Tax Surplus & Council Tax Base 2015/16 Report by: Director of Resources (S151) Contact Officer: Group Accountant 01427 676560 Purpose / Summary: The report sets out the declaration of the estimated surplus on the Council’s Collection Fund relating to Council Tax at the end of March 2015 and how it is shared amongst the constituent precepting bodies. It also sets out the Council tax base calculation for 2015/16. The tax base is a key component in calculating both the budget requirement and the council tax charge RECOMMENDATION(S): 1) That Members note that the estimated surplus of £711,000 be declared as accruing in the Council’s Collection Fund at 31 March 2015 relating to an estimated Council Tax surplus. 2) That the Council uses its element of the Collection fund surplus in calculating the level of Council Tax in 2015/16. 3) That the calculations of the Council’s tax base for 2015/16 as set out in Appendix A be approved, and that in accordance with the Local Authorities’ (Calculation of Council Tax Base) Regulations 1993 (as amended), the tax base for each part of the Authority’s area shall be as set out in Appendix B. 4) That this report be referred to Council for approval. 1 IMPLICATIONS Legal: It is a requirement under the Local Government Finance Act 1992 that the Council calculates the tax base for council tax purposes. This must be done before 15 January prior to the financial year to which the tax base relates.

That sounds like some sort of electrical connection that needs attention! To be a parish priest was not something that I had envisaged would happen and would laugh if it was suggested. But then one thing I have learnt over the last 10 years or so is not to tell God of your plans because he too will laugh. And so it is a privilege to be given the opportunity to serve you in this role and to continue in the steps and to develop the work of those who have held this position in times past. The last 18 months have been busy in many different ways and I am grateful for your support during this time. It is my fervent prayer that we continue to work closely together in the future. The Ministry Team will continue to work together and the Pastoral Team will be of great support to all of us in their ministry of care for those who are ill, bereaved and assisting in baptism preparation. The part time post means a commitment of Sunday plus 2 - 2½ days a week. There has to be a certain amount of flexibility here as I will continue to teach one day a month and to run other courses relating to my textile work.

No Summary: This report considers requests for the reduction of the proposed 50mph speed limit through Grasby to be reduced to 40mph for the length of road shown at Appendix B. Recommendation(s): That the Committee approves the reduction in the proposed 50mph speed limit through Grasby crossroads shown at Appendix B and that the necessary consultation process to bring this into effect may be pursued. 1. Background 1.1 In November 2016, the Secretary of State for Transport announced a new Safer Roads Fund of £175m which covers the four financial years 2017/18 - 2020/21. 1.2 The Fund is specifically targeted at delivering road upgrades and improvements to reduce the number and severity of fatal and serious injury collisions on the 50 highest risk road sections, based on the Road Safety Foundation’s analysis published in 2016. 1.3 Lincolnshire County Council were invited to submit bids at 4 locations : 1. A1084 between Brigg and Caistor (in partnership with North Lincolnshire) 2. A18 between the A16 and the County Boundary (in partnership with NE Lincs) 3. A631 between Louth and Middle Rasen 4. A631 between Bishop Bridge and Middle Rasen The bids were submitted by the Lincolnshire Road Safety Partnership on 29 September 2017 and we have been successful in all four bids. 1.4 In summary, the works proposed relate to general road safety measures such as improvements to the road surface grip, signing and markings, lower speed limits, as well as some more specific junction improvements at a couple of locations.

Firstly you need to find its location by using the grab tool to move around the map, and the zoom in and out buttons. If you find that you have added it to the wrong area of the map you can move it by clicking again in the correct location. Memorial name * This information is needed to help us identify the memorial which is being recorded. Including a few words identifying what the memorial is, what it commemorates and a placename would be helpful. For example, 'Roll of Honour for the Men of Grasby WWI, All Saints church, Grasby'. Address * If a full address, including post code, is available, please enter it here. At the T junction once through Faldingworth turn right though Middle Rasen and then stay on the A46 past Gallamore Industrial Estate. Turn left onto Caistor Road (A46). At Owersby Moor take the left turning onto the B1434 through Holton le Moor. At the junction turn right onto Station Road. Turn left onto Owmby Lane (Near the Queens Head) and continue through North Kelsey Moor. Road turns into Station Lane. Parking is on right where the stream goes under the road opposite big pull in leading to a farm. (See pictures below) - From Louth follow the A157 onto the A631 through South Elkington and Ludford. Turn right onto the B1225 (Caistor high street). Continue on B1225 to the main Caistor bypass. At the bypass go 'straight across' (staggered junction across main road) onto the A1173 then immediately left through Caistor. Go all the way through Caistor onto the Brigg road, the A1024. Continue through Clixby and past the turning for Grasby. Turn left to Owmby and go all the way through the village onto Station Lane.
