    I began racing circle track stock cars when I was just 14, my Father knew about this and supported my efforts, as long as my Mother didn’t find out. (She never did lol) My Dad introduced me to everyone that he could as it related to racing. In 1979, just 2 years after Richard prior portrayed the character of Wendell Scott in the movie “Greased Lightning” my Dad and I found ourselves in Danville Virginia looking for race car parts. It was on this trip to Danville that I was fortunate enough to meet and become friends with Wendell Scott, and the entire Scott family. Wendell was a man who had experienced firsthand, the harshness of discrimination. I remember the first day that we met Wendell Scott, he left what he was doing at his auto repair business, put us in his old Cadillac, and took us on a tour of Danville. Wendell showed us the routes he used to outrun the Police back in the 40’s & 50’s when he ran moonshine. He showed me where the train wreck of old 97 happened, and other various points of interest around Danville. Wendell still had most of his old vintage race cars stored in his back lot, it was like touching history. We had lunch together and afterward we went to his home where we met Mary (his wife), and Sybil, (one of his youngest daughters). I grew up in a home where everyone was welcome. My mother and Father taught us to treat people the way we wanted them to treat us, and they showed us by example.

Photo: DerWolF / Wikipedia After the dissolution of the Russian empire in 1917 and during the ensuing civil war Azerbaijan became an independent state the Azerbaijan Democratic Republic (ADR). Throughout its brief existence from 1918 to 1920, the young state found itself at war with neighbouring Armenia and under assault. In 1920, the Bolsheviks took control in Azerbaijan. The Soviet Union was created in 1922. Initially part of the so-called "Transcaucasian Federation" within the Soviet Union, Azerbaijan gained the status of a full-right Union republic in 1936. Soviet rule in Azerbaijan lasted for nearly seven decades until, on 30 August 1991, Azerbaijan declared independence from the crumbling Soviet Union, following the example of several other Soviet republics. Azerbaijanis' identity has long been complex. In Tsarist Russia, Muslim inhabitants of the Caucasus were often referred to as 'Tatars' or simply 'Muslims'. By the end of the 19th century a growing number of Azerbaijanis defined themselves as 'Turks' or 'Azerbaijani Turks.' Although their language is very similar to Anatolian Turkish, Azerbaijanis have never lived under Ottoman rule. Unlike the majority of (Sunni) Turks, most practice Shia Islam, something they share with more than twenty million ethnic Azeris living south of the Araks river in the northwest of Iran. In 1916 62 percent of Muslims in Azerbaijan were Shiite and 38 percent were Sunni. In the 1920's the Soviet authorities pursued a policy of korenizatsiya, or nativization. It consisted of promoting natives to positions of responsibility in the government and the communist party and instituting the equality of Russian and local languages in the public sphere.

Domrin* § Part I Before the 1990’s there existed no parliamentary statute in the Soviet Union for dealing with emergencies, for example, such as those arising as a result of popular unrest or in the wake of a natural disaster. The previous USSR Constitution of 1977 (sometimes called ‘Brezhnev’s Constitution’) did not contain any provisions dealing with a ‘state of emergency’. It distinguished between two regimes of exception: a ‘state of war’ (sostoianie voiny) and a ‘state of martial law’ or just ‘martial law’ (voennoe polozhenie). Questions of peace and war, including the power to declare war, were assigned to the exclusive jurisdiction of Union authorities1. Simply put, this was the sole prerogative of the USSR Supreme Soviet.. In the alternative, Article 121(17) provided that “during the time between the sessions of the Supreme Soviet of the USSR”, a ‘state of war’ could be proclaimed by it’s permanently working Presidium. Such a proclamation could be issued in the “event of a military attack on the USSR” or when it was necessary for fulfilling “treaty obligations concerning mutual defence against aggression”. In contrast to such a ‘state of war’, the Presidium of the USSR Supreme Soviet was authorised to proclaim martial law in specific localities or in the whole country when it was demanded by the USSR defence interests2 . General rules regarding a ‘state of martial law’ were contained in a Decree of the USSR Supreme Soviet Presidium of 22 June 1941, “On Martial Law” (O voennom polozhenii)3 .
