The statistics reflect each library's1991 local fiscal yeas, defined as the fiscal year which includes January 1, 1991. The membership year noted in the statistics is State Fiscal Year1993 (September 1, 1992 to August 31, 1993). "Member" indicates that the library metthe criteria for membership in the Texas Library System, individually or as part of a federatedlibrary system (FLS). The "population served" figures given for each library werecalculated by State Library staff in accordance with the Rules for Administering the Library Systems Act.The basic source used was the 1990 Census of Population andHousing, Summary Population and Housing Characteristics, Texas, No. 1990 CPH -1 -45, U.S. Department of Commerce,Bureau of the Census, Issued August 1991. This year's edition of the Texas Public Library Statistics is basicallyunchanged from the format of previous years. We have continues to include the Analytical Tablesin Section III to be used as a complement to the Guidelinesfor Texas Public Libraries published by the Public Library Division of the Texas Library Association. We have also included in thisedition a series of maps which provide a graphic demonstrationof five service inputs and outputs by county. The maps, which can be found in the SummaryStatistics part of this report (Section III), were created on Datanet Plus Mapping software created by the State of Minnesotaand supplied to the State Library by the U.S. National Commission on Libraries andInformation Science of the U.S. Department of Education.
